The United States And Russia Into The 21st Century, R. Craig Nation Dr., Michael Mcfaul Dr. Oct 1997

The United States And Russia Into The 21st Century, R. Craig Nation Dr., Michael Mcfaul Dr.

Books, Monographs & Collaborative Studies

In late April 1997, the U.S. Army War College's Strategic Studies Institute hosted its Eighth Annual Strategy Conference. The topic for this year's conference was Russia's Future as a World Power. The concluding panel for this conference, The United States and Russia into the 21st Century, included the following two papers. In the first essay, Beyond the Cold War: Change and Continuity in U.S.-Russian Relations, Dr. R. Craig Nation argues that, for the United States, the primary challenge is to adjust to a post-Cold War world where it is difficult to justify traditional exercises of power in the absence of …

Identification Of Mycobacterium Paratuberculosis Gene Expression Signals, John P. Bannantine, Raul G. Barletta, Charles O. Thoen, Robert E. Andrews Jr. Oct 1997

Identification Of Mycobacterium Paratuberculosis Gene Expression Signals, John P. Bannantine, Raul G. Barletta, Charles O. Thoen, Robert E. Andrews Jr.

School of Veterinary and Biomedical Sciences: Faculty Publications

Mycobacterium paratuberculosis promoter-containing clones were isolated from a genomic DNA library constructed in the transcriptional-translational fusion vector pYUB76. The promoter-containing DNA fragments were identified in the surrogate host Mycobacterium smegmatis by expression of the promoterless lacZ reporter gene of pYUB76. The expression signals exhibited a wide range of strengths, as indicated by their corresponding β-galactosidase activities. Eight clones were sequenced and characterized further. Predicted open reading frames and codon usage were identified by computer analysis. Database searching for related sequences using the BLAST method revealed no homologies. Transcriptional activity was measured by slot-blot hybridization with steady-state RNA isolated from lacZ …

Pneumonia Perceptions And Management: An Ethnographic Study In Urban Squatter Settlements Of Karachi, Pakistan, Rafat Hussain, Melvyn A. Lobo, Bazmi Inam, Amanullah Khan, Asma Fozia Qureshi, David Marsh

Community Health Sciences

Childhood pneumonia continues to be the second highest contributor to childhood morbidity and mortality in all ethnic groups in Pakistan. Information on community perceptions and management is largely limited to the Punjabi populace. In this study, ethno-specific illness terminologies, recognition and severity indicators and resort to treatment options for childhood pneumonia are explored among the two main ethnic groups in Sindh. Results are based on focus group discussions with 90 caretakers and 16 case history interviews. The findings indicate that pneumonia recognition is almost universal. The main recognition and severity indicator was pasli chalna (chest indrawing) followed by signs and …

The Effects Of Divorce And Custody Arrangements On Children’S Behavior, Development, And Adjustment, Michael E. Lamb, Kathleen J. Sternberg, Ross A. Thompson Oct 1997

The Effects Of Divorce And Custody Arrangements On Children’S Behavior, Development, And Adjustment, Michael E. Lamb, Kathleen J. Sternberg, Ross A. Thompson

Department of Psychology: Faculty Publications

This article summarizes the consensus among a group of experts from developmental and clinical psychology, sociology, social welfare, and law who sought to evaluate existing empirical evidence regarding the ways in which children are affected by divorce and the varying custody arrangements that follow it. Divorce and/or single parenthood tend to have adverse effects on children’s adjustment, with the magnitude of the effects varying depending on the psychological status of the two parents, the extent of conflict between them, and the financial circumstances, particularly after divorce. Children whose nonresidential parents continue to support them financially, those whose custodial parents are …

Labor And The Supreme Court: Review Of The 1996-1997 Term, Keith N. Hylton Oct 1997

Labor And The Supreme Court: Review Of The 1996-1997 Term, Keith N. Hylton

Faculty Scholarship

The U.S. Supreme Court's 1996-1997 Term will surely not be remembered among lawyers for its decisions in the employment area. Most of these decisions involved narrow questions of statutory interpretation, and for the most part the Court has handed down opinions consistent with existing case law. There was not one National Labor Relations Act (NLRA) decision this Term and the two employment discrimination cases involved fairly technical issues of statutory interpretation. The feeling of a quiet year is put across by simply reading the statutes at issue other than Title VII: the Federal Employers' Liability Act (FELA) (one case), the …

The Charism Of Charity Transcending Centuries And Cultures, Dorothy Macdougall S.C. Oct 1997

The Charism Of Charity Transcending Centuries And Cultures, Dorothy Macdougall S.C.

Vincentian Studies

According to Dorothy MacDougall, “the charism of charity has transcended centuries and cultures to the extent that our foundresses and Community members and lay associates have been willing to break through biases of culture to reveal God’s love to the world.” The charism requires “inclusivity, imagination, and risk.” She offers examples from the history of the Sisters of Charity of Nazareth in Kentucky that illustrate this. For instance, the Sisters removed segregation from their hospitals before the Civil Rights era. They also opened a hospital specifically for African Americans because they were not properly served or not comfortable going elsewhere; …

Relationships: Gift For Elizabeth, Gift For Us, Vie Thorgren Oct 1997

Relationships: Gift For Elizabeth, Gift For Us, Vie Thorgren

Vincentian Studies

Vie Thorgren identifies three “gifts of relationship” in Elizabeth Seton’s life that empowered her and others around her. She explains how these are relevant to us and how they are “helpful for an understanding of charity that embraces justice.” First, Thorgren explores Elizabeth’s relationship with her father, and with God by extension, and how both gave her the first gift, “the authority of the Father’s Daughter.” In Jungian psychology, the Father’s Daughter is a woman who is practical, adaptable, and capable of gaining others’ trust. As a Father’s Daughter, Elizabeth knew the difference between authority and control. Authority is legitimate …

Elizabeth Ann Bayley Seton And The Art Of Embodied Presence, Wendy M. Wright Oct 1997

Elizabeth Ann Bayley Seton And The Art Of Embodied Presence, Wendy M. Wright

Vincentian Studies

Unlike many saints who saw human relationships as distractions from spiritual life, Elizabeth Seton serves as a model for pursuing and sustaining intimate relationships of all kinds. Her life shows us that “the capacity for loving intimacy, with both other people and with God, is in itself a spiritual path.” For her, relationships with family and friends were intertwined with her relationship with God. Catholicism’s belief in the Real Presence was particularly attractive to her. As she lost various human presences in her life, she found the divine presence, the basis of her faith, and she always sought to be …

An Annotated List Of The Writings Of Saint Elizabeth Ann Seton (2), Judith Metz S.C.

Vincentian Studies

This list continues from volume 18, issue 1 and includes Elizabeth Seton materials from all non-Sister/Daughter of Charity repositories. It begins the listing for Saint Joseph’s Provincial House, which holds the largest collection of Elizabeth’s writings. The archives from the Archdiocese of Baltimore contain letters from her to Bishop/Archbishop Carroll, including those from when William Dubourg forbade the Sisters of Charity’s correspondence with Pierre Babade, and those that explain her difficulties with John David. One describes her concerns about the impact the Rules of the Daughters of Charity will have on her community. Another is about her worries with regard …

The Midwest Quarterly: A Journal of Contemporary Thought

JOHN CHURCHILL argues that only by providing "exemplars—cases of fit and base behavior in history, fiction, and other fields, narratives of situations and problem-confrontation in which the possible challenges of human life are exhibited and some possible resolutions held up for consideration," can those who would learn deliberate upon and apply abstract principles, and that this is the essence of a liberal education. Along the way Churchill confronts the issue of what is meant by rational argumentation. Vice President for Academic Affairs, Dean of the College, at Hendrix College in Conway, Arkansas, Churchill sums up his many publications, including two …

Life-Cycle Cost Design Of Deteriorating Structure, Dan M. Frangopol, Kai-Yung Lin, Allen C. Estes Oct 1997

Life-Cycle Cost Design Of Deteriorating Structure, Dan M. Frangopol, Kai-Yung Lin, Allen C. Estes

Architectural Engineering

A lifetime optimization methodology for planning the inspection and repair of structures that deteriorate over time is introduced and illustrated through numerical examples. The optimization is based on minimizing the expected total life-cycle cost while maintaining an allowable lifetime reliability for the structure. This method incorporates: (a) the quality of inspection techniques with different detection capabilities; (b) all repair possibilities based on an event tree; (c) the effects of aging, deterioration, and subsequent repair on structural reliability; and (d) the time value of money. The overall cost to be minimized includes the initial cost and the costs of preventive maintenance, …

Inclusion: An Overview Of Working Models, Robertta Ruth Devries Oct 1997

Inclusion: An Overview Of Working Models, Robertta Ruth Devries

Masters Theses

Increasingly, students with disabilities are being placed in general education classroom; defined as inclusion, to be educated with students without disabilities. Proponents such as parents, professionals, economists, researchers, and the general public are recommending a change in the continuum of services and a move toward a more integrated setting. Supporters proclaim: (a) special education is discriminating because it segregates students, (b) combining special education with general education will decrease the ever expanding budget, and (c) the American educational system is lacking and a “higher quality” education is essential. But, current research is not proving inclusion is a positive move forward …

Participation Run Amok: The Costs Of Mass Participation For Deliberative Agency Decisionmaking, Jim A. Rossi

Vanderbilt Law School Faculty Publications

This Article addresses the implications of broad-based participatory reforms for administrative process, with a particular focus on how participation reveals itself in different political-theoretic models of agency governance. The first section of the Article explores participation's value to agency governance. The second section of the Article presents three models of agency governance - expertocratic, pluralist, and civic republican - and discusses participation's importance to each model. The Article then posits a distinction between ordinary and constitutive agency decision-making, and explores how participation affects each for the three distinct models of agency governance. The implications of mass participation are explored in …
