Federal vocational education legislation has undergone drastic changes in recent years. This study was designed to determine the educational philosophies of the leaders who pushed for the 1990 Carl D. Perkins Vocational and Applied Technology Education Act Amendments and the degree to which the amendments reflected the philosophies of those leaders. Data were collected on testimonies given before the United Stated Congress during hearings related to the act, to identify who the leaders were. It is known that the incompressible, infinite swept attachment line flow is unstable to streamwise disturbances that originate in the boundary layer when the cross-flow exceeds a critical magnitude. Furthermore, a small degree of suction at the surface has a significant stabilizing influence while a small degree of blowing has a considerable destabilizing influence. This paper investigates the stabilizing and destabilizing effects of, respectively, cooling or heating the plate and the competing or enhancing effects of suction or blowing. Numerical Solutions For Weakly Singular Hammerstein Equations And Their Superconvergence, Hideaki Kaneko, Richard D. Noren, Yuesheng Xu

In the recent paper [7], it was shown that the solutions of weakly singular Hammerstein equations satisfy certain regularity properties. Using this result, the optimal convergence rate of a standard piecewise polynomial collocation method and that of the recently proposed collocationtype method of Kumar and Sloan [10] are obtained. Superconvergence of both of these methods are also presented. In the final section, we discuss briefly a standard productintegration method for weakly singular Hammerstein equations and indicate its superconvergence property. © 1992 Rocky Mountain Mathematics Consortium.

Uniqueness and stability criteria are established for the steady states of a nonlinear model of growth factor production. A specific expression for the nonlinearity is chosen, containing three parameters which can be adjusted to fit a specific biological context, but much of the analysis applies to a general class of source terms that exhibit the same qualitative behavior.

The defense attorney for the product manufacturer also plans to call an expert witness at trial. Theater. Symphony. Ballet. Photography. Rap. Congress established the National Endowment for the Arts (NEA). This government agency promotes the arts through funding the creation and production of artistic works. Recently, however, controversial artistic works have triggered debate over NEA funding. Some artistic works featuring images that go beyond the candor of nude figures have divided viewers into supporters of art and those who shield their eyes from the controversial scenes. This rapid, recent expansion in administrative proceedings and related litigation is not, of course, a unique or isolated phenomenon. It is part of a greatly increased reliance on our judiciary to decide all manner of social, political, and economic issues. Much of this litigation may be an inexorable result of complicated social and economic interactions, heightened resort to regulatory schemes to deal with environmental, health and safety, civil rights and welfare concerns, and other historical factors. In discussing mediation confidentiality, it appears that different commentators address different issues. For example, some commentaries discuss only court ordered mediation while others consider the possibility of any intervention by a neutral to be mediation, and hence under scrutiny. There is also disagreement about what should be protected: pre-mediation screening calls, post session discussions among mediators and their supervisors and so on.5 In order to keep the discussion as broad and inclusive as possible, I will use "mediation" to refer to any organized intervention by an impartial third party and to any part of that process. First, is the experimental program designed by the court likely to be predictive? That is, will the program be able to tell us whether cost and delay are being reduced by the ADR program? Due to the high costs of litigation and the backlog on court dockets, parties to a contract are beginning to rely more and more on contractual provisions requiring arbitration for future disputes.2 In the past, courts were reluctant to enforce these provisions,' but now the federal courts enforce a strong presumption in favor of such provisions.' Because of this strong federal policy, waiver of the contractual agreements is not easily inferred.5 To overcome this presumption federal courts have developed tests to determine when waiver of contractual agreements to arbitrate occurs.6 These tests focus on whether the opposing party has been …

When an arbitrator's decision is adverse to one party, does the double jeopardy clause2 prohibit further pursuit of the claim by the successful party? With the rising emphasis being placed on arbitration clauses in collective bargaining agreements, it was only a matter of time before this question arose in the workplace. In United States v. Reed3 the Eleventh Circuit established the test for determining if an arbitrator's decision invokes the double jeopardy clause.

Evaluating programs is a necessary and vital function in the management of all organizations. In 1988, the Louisiana Cooperative Extension Service (LCES) began an intensive statewide process entitled "Issues Programming". This is a qualitative evaluation of that process. The study focused on the perceptions of extension agents and community leaders who participated in the process. Four focus group interviews were conducted, two each for agents and leaders. Geographic site selection provided for participant inclusion from all LCES administrative areas. The Relation Between Stress And Insulin-Dependent Diabetes Mellitus: Physiologic Arousal Or Disruption Of Compliance?, Virginia Diane Garrett

The relations between minor life events, compliance, urinary free cortisol, and blood glucose in 40 adults with insulin-dependent diabetes mellitus was examined. Specifically, this study explored whether naturally-occurring minor stressful events had disruptive effects on metabolic control through: (a) an arousal mechanism mediated by cortisol, (b) disruption of the individual's adherence to prescribed treatment, (c) a combination of arousal and disruption of compliance, or (d) a third, unspecified mechanism. Stress did not influence metabolic control, either independently or via a stress-compliance or stress-arousal mechanism although stress was related to cortisol activity. The effects of organoclay adsorption on the leaching performance of solidified organic wastes was researched. Adsorption isotherms were developed for the adsorption of 1,2-dichlorobenzene (DCB), nitrobenzene (NB), and phenol by five different organoclays. Simulated liquid wastes containing DCB, NB, and phenol were solidified utilizing various combinations of Type I Portland cement and the five organoclays. The ratio of cement/clay utilized in each solidification matrix varied from 3/2 to 13/2. Linear and Langmuir adsorption isotherm models were utilized to predict the leaching performance of samples cured for 7, 28, and 90 days. This dissertation examines the circumstances surrounding and the rhetoric involved in the cold fusion controversy begun on March 23, 1989, when two University of Utah electrochemists, Martin Fleischmann and Stanley Pons, announced by press conference the discovery of room-temperature nuclear fusion. The dissertation seeks to determine to what extent a rhetorical analysis of cold fusion discourse may increase understanding of the controversy; the success of Fleischmann and Pons as scientific rhetors; the ways in which scientists' attitudes, values, and assumptions manifest themselves in the discourse; and finally, what may be learned about scientific discourse in general by examining the cold …

The purpose of the study is to examine the influence of family characteristics and the local economy on youth larbor force participation. Using a representative national sample, data on 51,344 16- to 18-year-olds and their families are analyzed and combined with information on local labor markets. Although there are numerous studies dealing with labor force participation, decisions to seek employment are often treated as individual choices. In a series of papers published in the 1930's, L. Redei and H. Reichardt established a method for determining the 4-rank of the narrow ideal class group of a quadratic number field, essentially by finding the rank over ${\bf F}\sb2$ of a $\{0,1\}$-matrix determined by applying the Kronecker symbol to the prime divisors of the field discriminant. When this field is of the form ${\bf Q}(m\sp{1\over2}),$ with $m={\pm}p\sb1{\cdots}p\sb{n},$ each $p\sb{i}\equiv3$ (mod 4) prime, this matrix takes a form similar to that of the adjacency matrix for a tournament graph.
