Assessment Of Anxiety In Social Interaction And Being Observed By Others: The Social Interaction Anxiety Scale And The Social Phobia Scale, Richard G. Heimberg, Gregory P. Mueller, Craig S. Holt, Debra A. Hope, Michael R. Liebowitz Jan 1992

Assessment Of Anxiety In Social Interaction And Being Observed By Others: The Social Interaction Anxiety Scale And The Social Phobia Scale, Richard G. Heimberg, Gregory P. Mueller, Craig S. Holt, Debra A. Hope, Michael R. Liebowitz

Department of Psychology: Faculty Publications

Social phobia has become a focus of increased research since its inclusion in DSM-III. However, assessment of social phobia has remained an underdeveloped area, especially self-report assessment. Clinical researchers have relied on measures that were developed on college populations, and these measures may not provide sufficient coverage of the range of situations feared by social phobic individuals. There is a need for additional instruments that consider differences in the types of situations (social interaction vs. situations involving observation by others) that may be feared by social phobics and between subgroups of social phobic patients. This study provides validational data on …

Cleaning House: Environmental Hazards Can Undermine A Property's Use And Value, Michael B. Gerrard Jan 1992

Cleaning House: Environmental Hazards Can Undermine A Property's Use And Value, Michael B. Gerrard

Faculty Scholarship

Numerous horror movies and books depict the woes that befall fictional homeowners who don't know or care that they are living too close to cemeteries or brooding woods or scenes of hauntings.

However, even the vivid imaginations of filmmakers and novelists can't conjure up some of the real-life horrors that environmental hazards can create for property owners. These hazards can destroy the value and salability of property, render it unusable for its intended purpose, and burden owners with clean-up costs, fines and lawsuits.

Fortunately, an alert eye and inexpensive tests can identify most common environmental dangers.

A Numerical Study Of The Variability And The Separation Of The Gulf Stream, Induced By Surface Atmospheric Forcing And Lateral Boundary Flows, Tal Ezer, George L. Mellor Jan 1992

A Numerical Study Of The Variability And The Separation Of The Gulf Stream, Induced By Surface Atmospheric Forcing And Lateral Boundary Flows, Tal Ezer, George L. Mellor

CCPO Publications

A primitive equation model is used to study the effects of surface and lateral forcing on the variability and the climatology of the Gulf Stream system. The model is an eddy-resolving, coastal ocean model that includes thermohaline dynamics and a second-order turbulence closure scheme to provide vertical mixing. The surface forcing consists of wind stress and heat fluxes obtained from the Comprehensive Ocean-Atmosphere Data Set (COADS). Sensitivity studies are performed by driving the model with different forcing (e.g., annual versus zero surface forcing or monthly versus annual forcing). The model climatology, obtained from a five-year simulation of each case, is …

Effects Of Wind, Density, And Bathymetry On A One-Layer Southern Ocean Model, John M. Klinck Jan 1992

Effects Of Wind, Density, And Bathymetry On A One-Layer Southern Ocean Model, John M. Klinck

CCPO Publications

Steady solutions from a one-layer, wind-driven, primitive equation model are analyzed to determine the importance of wind forcing, pressure gradient force due to the climatological density distribution and bottom form drag on circulation in the Southern Ocean. Five simulations are discussed: three wind-forced simulations, with differing bathymetry (flat bottom, 15% bathymetry, and full bathymetry), one case with full bathymetry forced with the density-induced pressure force, and one case with full bathymetry forced by both wind and density-induced pressure gradients. The simulations presented here confirm the previous speculation (Munk and Palmen, 1951) that form drag is effective in balancing the driving …

The Role Of Local Control In School Finance Reform, Richard Briffault Jan 1992

The Role Of Local Control In School Finance Reform, Richard Briffault

Faculty Scholarship

Local control is a puzzle, or rather, a series of related puzzles that has both structured and hindered the uncertain development of school finance reform. The first puzzle is really a paradox: courts and commentators generally assume that local control of education exists, that it is a basic organizational principle of American public elementary and secondary education, and a norm that must be taken into account when the existing school finance system is challenged. Yet for the law of local government generally, local control is the exception, not the rule. The ground rule of state-local relations is state control and …

Following Up On Interests: The Private Agreement Exemption In Ontario Securities Law, Mary Condon Jan 1992

Following Up On Interests: The Private Agreement Exemption In Ontario Securities Law, Mary Condon

Articles & Book Chapters

This paper uses insights from cultural theories of regulation and critical legal studies to argue that regulatory outcomes are not adequately explained by the activities of dominant interest groups. A more dynamic conception of the relationship between interests and ideas, especially legal ones, is required. Discursive shifts among languages of entrepreneurship, ownership, fairness, and market credibility are shown to be consequential for the outcome of the reform debate examined, not least because of the importance of these ideas, variously interpreted, in shaping the positions of interest groups.

Welfare State Crime In Canada: The Politics Of Tax Evasion In The 1980s, Lorne Sossin Jan 1992

Welfare State Crime In Canada: The Politics Of Tax Evasion In The 1980s, Lorne Sossin

Articles & Book Chapters

This paper considers the phenomenon of tax evasion in the 1980s in Canada as an outgrowth of a crisis in the welfare state. The lack of social protest over the high incidence of tax evasion among the wealthiest stratum of Canadian individuals and corporations is, on this view, linked to the transformation of politicized citizens into depoliticized clients. Tax evasion, along with legal tax avoidance both proliferated in the 1980s which reflects the convergence of a number of events including the increase in use of tax expenditures, the decreasing emphasis on enforcement in tax administration, the rise of neoconservatism and, …

The Judicial Prerogative, Thomas W. Merrill Jan 1992

The Judicial Prerogative, Thomas W. Merrill

Faculty Scholarship

In John Locke's account of separation of powers, the executive is not limited to enforcing the rules laid down by the legislature. The chief magistrate also exercises the prerogative, a power "to act according to discretion for the public good, without the prescription of the law and sometimes even against it. "Locke explained that such a discretionary power is required because "it is impossible to foresee and so by laws to provide for all accidents and necessities that may concern the public, or make such laws as will do no harm, if they are executed with an inflexible rigor on …

Conference On The Federal Sentencing Guidelines, Panel 3: The Allocation Of Discretion Under The Guidelines, Daniel J. Freed, Gerard E. Lynch, Steven M. Salky, Maria Rodriguez Mcbride, Vincent L. Broderick Jan 1992

Conference On The Federal Sentencing Guidelines, Panel 3: The Allocation Of Discretion Under The Guidelines, Daniel J. Freed, Gerard E. Lynch, Steven M. Salky, Maria Rodriguez Mcbride, Vincent L. Broderick

Faculty Scholarship

The guidelines have shifted the locus of discretion from the judge to the prosecutor. This transfer has drastically changed sentencing because the prosecutor's role is very different from the judge's role.

Before the guidelines, the prosecutor's role in sentencing was minimal. The prosecutor could put a cap on the sentence by accepting a plea to a charge with a low maximum, but there was virtually no instance in which the charge would put a floor under the judge's sentence. The judge, on the other hand, could sentence however he liked. Not only was the judge's decision correct because it was …

Free Speech In The United States And Canada, Kent Greenawalt Jan 1992

Free Speech In The United States And Canada, Kent Greenawalt

Faculty Scholarship

This comparison of freedom of speech in the United States and Canada concentrates on Supreme Court decisions in the two countries and on kinds of speech mainly engaged in by extreme dissenters and political outsiders. After brief comments about constitutional language and general approaches, I discuss subversive speech and other speech that encourages criminal acts, hate speech, symbolic speech, and public demonstrations.

In both countries, a major premise of modern adjudication is that freedom of expression is a central feature of liberal democracy. Government "by the people," even in the extended sense of government by representatives, requires that citizens openly …

Procedural Due Process Rights Of Incarcerated Parents In Termination Of Parental Rights Proceedings: A Fifty State Analysis, Philip Genty Jan 1992

Procedural Due Process Rights Of Incarcerated Parents In Termination Of Parental Rights Proceedings: A Fifty State Analysis, Philip Genty

Faculty Scholarship

Disruption of families through incarceration of parents has become an increasingly serious problem over the past decade. The prison population has grown dramatically, and for women prisoners the increases in the population are particularly striking. From 1980 through 1990, the number of women incarcerated in state and federal prisons increased from 13,420 to 43,845, an increase of 227 percent. In a single year, from 1988 to 1989, the number of incarcerated women increased by 24.4 percent. In 1990 there were an additional 37,844 women in local jails. For men the prison population increased by 130 percent from 316,401 to 727,398 …

Law As Discourse, George P. Fletcher Jan 1992

Law As Discourse, George P. Fletcher

Faculty Scholarship

Legal theory has traditionally taken the use of sanctions to be a characteristic feature of any legal order. Positivists like John Austin take the notion of commands backed by threats to be the essence of law. Yet even those who scorn positivism, like Immanuel Kant, are equally committed to the view that the sovereign must enforce positive legal rules by punishing those who violate them.

This emphasis on sanctions has always struck me as a bit curious. It is not irrelevant to the understanding of legal phenomena, but it does seem to have been exaggerated in philosophical efforts to understand …

The Third Man, Philip C. Bobbitt Jan 1992

The Third Man, Philip C. Bobbitt

Faculty Scholarship

Sandy is a divided man. On the one hand he is captivated by the notion of the theoretical and the explanatory, an idea that has captivated all of us since the 17th century. For Descartes, for Newton, for Freud, for Marx, for Levinson: theory is the foundation for understanding, and understanding for practice. How do they calculate the attraction among the planets? They apply the inverse square law according to the theories of Newton. How does Freud cure his patients: he explains to them why they've been behaving so peculiarly; he does this by expositing his theory. How does Marx …

Gatt Membership In A Changing World Order: Taiwan, China, And The Former Soviet Republics, Lori Fisler Damrosch Jan 1992

Gatt Membership In A Changing World Order: Taiwan, China, And The Former Soviet Republics, Lori Fisler Damrosch

Faculty Scholarship

My introduction to questions of GATT membership came in 1979 when, as an attorney in the U.S. Department of State, I was immersed in a series of issues concerning trade relations with the People's Republic of China ("China" or "PRC") and Taiwan ("Republic of China" or "ROC"). I kept hearing about the "Chinese seat" in the GATT as if it were some piece of furniture waiting to be taken out of storage and put back in the dining room. The image of a chair is hardly an apt way of visualizing the extraordinarily complex network of legal relationships that exists …

The End Of New York Times V Sullivan: Reflections On Masson V New Yorker Magazine, Lee C. Bollinger Jan 1992

The End Of New York Times V Sullivan: Reflections On Masson V New Yorker Magazine, Lee C. Bollinger

Faculty Scholarship

Virtually every year since New York Times v Sullivan, the Supreme Court has decided at least one or two First Amendment cases involving the press. This now seemingly permanent, annual pageant of media cases undoubtedly has significance for the development of both constitutional law and the character of American journalism, though oddly that significance has been little explored in the scholarly literature. This past year the Court had two cases, both of which received an unusual amount of discussion within the press. It is, of course, understandable, even if not wholly defensible, for the press to give disproportionate coverage …

Foreword, Lee C. Bollinger

Faculty Scholarship

The mass media are too important to American democracy, too capable of causing injury, and too easy a target for the perennial wish to find a scapegoat for the country's ills ever to be very far from the center of public attention and debate. That is certainly true today. And, though every generation probably thinks that it stands at a crossroads on the question what to do with the media, I would nevertheless venture to say that the issues of our time are more serious, and more complex, than ever before. One can safely predict, in any event, that we …

Moving Object Recognition And Guidance Of Robots Using Neural Networks, Abhijit Neogy, S. N. Balakrishnan, Cihan H. Dagli

Mechanical and Aerospace Engineering Faculty Research & Creative Works

The design of a robust guidance system for a robot is discussed. The two major tasks for this guidance system are the online recognition of a moving object invariant to rotation and translation, and tracking the moving object using a neural-network-driven vision system. This system included computer software ported to the IBM PC and interfaced with an IBM 7535 robot. The operation of this guidance system involved recognition of a moving object and the ability to track it till the robot and effector was in close proximity of the object. It was found that the robot was able to track …

A method of machining metals, by effecting relative movement between a work piece and a tool having a cutting edge to cut the work piece and produce a chip, including injecting a high pressure jet of cooling liquid into the cutting zone during machining, the jet being at a pressure of at least about 5,000 p.s.i. The jet is preferably injected between the chip and the rake face of the cutting tool, and the trajectory of the jet is offset from the rake face of the cutting tool by a small amount and the jet is aimed at the cutting …

Homogeneous Nucleation Of Liquid From The Vapor Phase In An Expansion Cloud Chamber, John L. Schmitt Jan 1992

Homogeneous Nucleation Of Liquid From The Vapor Phase In An Expansion Cloud Chamber, John L. Schmitt

Physics Faculty Research & Creative Works

A Wilson expansion cloud chamber has been used to measure the homogeneous vapor-to-liquid nucleation of several materials over the past decade. These data, representing nucleation rate as a function of temperature and supersaturation ratio for toluene, nonane, and water measured in our center, have been re-examined and are presented both in graphical form and as a table of selected data points. The latter is included for ease of comparison with theory. Measurements of the binary homogeneous nucleation of ethanol-water (E-W) mixtures are also presented. The expansion chamber experimental technique and data reduction technique are discussed.
