Object-Based Analog Vlsi Vision Circuits, C. Koch, B. Mathur, S. C. Liu, J. G. Harris, J. Luo, M. Sivilotti Jan 1992

Object-Based Analog Vlsi Vision Circuits, C. Koch, B. Mathur, S. C. Liu, J. G. Harris, J. Luo, M. Sivilotti

Electrical and Computer Engineering Faculty Research & Creative Works

Early vision algorithms typically can be classified as either pixel-based or image-based. Pixel-based algorithms such as edge detection and optical flow produce a dense output on every grid point. Image-level algorithms such as center of mass computation [1,5] produce a few outputs by integrating information from the entire image. Most special-purpose analog VLSI vision chips developed so far implement early vision algorithms of these categories. Little work has been done in building special-purpose chips that move beyond these early-vision algorithms. Dynamic wires, first introduced by Liu and Harris [2], provide an avenue for object-based processing. The dynamic wire model is …

The Reasonable Woman And The Ordinary Man, Carol Sanger Jan 1992

The Reasonable Woman And The Ordinary Man, Carol Sanger

Faculty Scholarship

Nineteen ninety-one was a seismic year for sexual harassment. The first localized shift occurred in January, when the Ninth Circuit established that the standard by which sexual harassment in the workplace would be judged was no longer the reasonable man or even the reasonable person but rather the reasonable woman. In October a larger audience felt a much stronger jolt when Anita Hill spoke before the Senate Judiciary Committee.

Hill testified that Supreme Court nominee Clarence Thomas had sexually harassed her while she worked for him at the Department of Education and at the Equal Employment Opportunity Commission. Her testimony …

Creating Safe Places For Conflict Resolution To Happen, Carolyn P. Edwards Jan 1992

Creating Safe Places For Conflict Resolution To Happen, Carolyn P. Edwards

Department of Psychology: Faculty Publications

The context of the preschool classroom provides an opportunity to help children learn cooperation, joint problem solving, and positive social behavior. To think about such a classroom context, it is helpful to explore 3 dimensions of the environment: the intellectual atmosphere (Is this a safe place to think and wonder?) the moral atmosphere (Am I important here? Does my participation count?) and the community atmosphere (Do these people care about me? Do i care about them?)

In Stories We Trust: Studies Of The Validity Of Autobiographies, George S. Howard, Arthur C. Maerlender, Paul R. Myers, Tom D. Curtin

Department of Psychology: Faculty Publications

There is a dearth of research addressing the validity of life stories, or autobiographies. In part, this is because it is unclear how such data sources might be validated. This article recommends two differ-ent perspectives for obtaining evidence relevant to the validity of autobiographical data. A study is conducted from each of these perspectives, and multiple validity estimates are obtained in each in-vestigation. The construct validity of standard psychological constructs (e.g., assertiveness, trustwor-thiness) obtained in Study 1 from autobiographies was equal to that of standard instruments designed to assess these constructs. Evidence for the validity of life themes, extracted from …

The High Cost Of Accepting Benefits From The Crown: A Comment On The Temagami Indian Land Case, Kent Mcneil

Articles & Book Chapters

On August 15, 1991, the Supreme Court of Canada handed down its decision in Bear Island Foundation v. The Queen:, ending a legal battle the Ontario government had been waging for nearly two decades against the Teme-Augama Anishnabai, an Algonkian First Nation inhabiting the Lake Temagami region of North-Eastern Ontario. The legal dispute began in 1973 when the Teme-Augama Anishnabai filed cautions in land titles offices in the region giving notice that they had Aboriginal title to lands which the province claimed as its own. Ontario commenced legal action to have the cautions removed, alleging that the Teme-Augama Anishnabai had …

Hungarian Legal Reform For The Private Sector, Cheryl W. Gray, Rebecca J. Hanson, Michael A. Heller Jan 1992

Hungarian Legal Reform For The Private Sector, Cheryl W. Gray, Rebecca J. Hanson, Michael A. Heller

Faculty Scholarship

Hungary is in the midst of a fundamental transformation toward a market economy. Although Hungary has long been in the forefront of efforts to reform socialism itself, after 1989 the goals of reform moved from market socialism toward capitalism, as the old Communist regime lost power and the idea of widespread private ownership gained acceptance. The legal framework – the "rules of the game – is now being geared toward encouraging, protecting, and rewarding entrepreneurs in the private sector.

This Article describes the evolving legal framework in Hungary in several areas: constitutional, real property, intellectual property, company, foreign investment, contract, …

First Nations And The Constitution: A Question Of Trust, Brian Slattery Jan 1992

First Nations And The Constitution: A Question Of Trust, Brian Slattery

Articles & Book Chapters

This article argues that the fiduciary relationship between Aboriginal peoples and the Crown is a special instance of a general doctrine of collective trust that animates the Canadian Constitution as a whole. This doctrine sheds light on the federal structure of Canada the unique status of Quebec, and the position of First Nations as a self-governing polities within Confederation. The article explores the origins and character of the constitutional trust, and considers its application to issues surrounding the inherent Aboriginal right ofself-government and Aboriginal land rights.

Assessment Of Anxiety In Social Interaction And Being Observed By Others: The Social Interaction Anxiety Scale And The Social Phobia Scale, Richard G. Heimberg, Gregory P. Mueller, Craig S. Holt, Debra A. Hope, Michael R. Liebowitz Jan 1992

Assessment Of Anxiety In Social Interaction And Being Observed By Others: The Social Interaction Anxiety Scale And The Social Phobia Scale, Richard G. Heimberg, Gregory P. Mueller, Craig S. Holt, Debra A. Hope, Michael R. Liebowitz

Department of Psychology: Faculty Publications

Social phobia has become a focus of increased research since its inclusion in DSM-III. However, assessment of social phobia has remained an underdeveloped area, especially self-report assessment. Clinical researchers have relied on measures that were developed on college populations, and these measures may not provide sufficient coverage of the range of situations feared by social phobic individuals. There is a need for additional instruments that consider differences in the types of situations (social interaction vs. situations involving observation by others) that may be feared by social phobics and between subgroups of social phobic patients. This study provides validational data on …

Cleaning House: Environmental Hazards Can Undermine A Property's Use And Value, Michael B. Gerrard Jan 1992

Cleaning House: Environmental Hazards Can Undermine A Property's Use And Value, Michael B. Gerrard

Faculty Scholarship

Numerous horror movies and books depict the woes that befall fictional homeowners who don't know or care that they are living too close to cemeteries or brooding woods or scenes of hauntings.

However, even the vivid imaginations of filmmakers and novelists can't conjure up some of the real-life horrors that environmental hazards can create for property owners. These hazards can destroy the value and salability of property, render it unusable for its intended purpose, and burden owners with clean-up costs, fines and lawsuits.

Fortunately, an alert eye and inexpensive tests can identify most common environmental dangers.

A Numerical Study Of The Variability And The Separation Of The Gulf Stream, Induced By Surface Atmospheric Forcing And Lateral Boundary Flows, Tal Ezer, George L. Mellor Jan 1992

A Numerical Study Of The Variability And The Separation Of The Gulf Stream, Induced By Surface Atmospheric Forcing And Lateral Boundary Flows, Tal Ezer, George L. Mellor

CCPO Publications

A primitive equation model is used to study the effects of surface and lateral forcing on the variability and the climatology of the Gulf Stream system. The model is an eddy-resolving, coastal ocean model that includes thermohaline dynamics and a second-order turbulence closure scheme to provide vertical mixing. The surface forcing consists of wind stress and heat fluxes obtained from the Comprehensive Ocean-Atmosphere Data Set (COADS). Sensitivity studies are performed by driving the model with different forcing (e.g., annual versus zero surface forcing or monthly versus annual forcing). The model climatology, obtained from a five-year simulation of each case, is …

Effects Of Wind, Density, And Bathymetry On A One-Layer Southern Ocean Model, John M. Klinck Jan 1992

Effects Of Wind, Density, And Bathymetry On A One-Layer Southern Ocean Model, John M. Klinck

CCPO Publications

Steady solutions from a one-layer, wind-driven, primitive equation model are analyzed to determine the importance of wind forcing, pressure gradient force due to the climatological density distribution and bottom form drag on circulation in the Southern Ocean. Five simulations are discussed: three wind-forced simulations, with differing bathymetry (flat bottom, 15% bathymetry, and full bathymetry), one case with full bathymetry forced with the density-induced pressure force, and one case with full bathymetry forced by both wind and density-induced pressure gradients. The simulations presented here confirm the previous speculation (Munk and Palmen, 1951) that form drag is effective in balancing the driving …

The Role Of Local Control In School Finance Reform, Richard Briffault Jan 1992

The Role Of Local Control In School Finance Reform, Richard Briffault

Faculty Scholarship

Local control is a puzzle, or rather, a series of related puzzles that has both structured and hindered the uncertain development of school finance reform. The first puzzle is really a paradox: courts and commentators generally assume that local control of education exists, that it is a basic organizational principle of American public elementary and secondary education, and a norm that must be taken into account when the existing school finance system is challenged. Yet for the law of local government generally, local control is the exception, not the rule. The ground rule of state-local relations is state control and …

Following Up On Interests: The Private Agreement Exemption In Ontario Securities Law, Mary Condon Jan 1992

Following Up On Interests: The Private Agreement Exemption In Ontario Securities Law, Mary Condon

Articles & Book Chapters

This paper uses insights from cultural theories of regulation and critical legal studies to argue that regulatory outcomes are not adequately explained by the activities of dominant interest groups. A more dynamic conception of the relationship between interests and ideas, especially legal ones, is required. Discursive shifts among languages of entrepreneurship, ownership, fairness, and market credibility are shown to be consequential for the outcome of the reform debate examined, not least because of the importance of these ideas, variously interpreted, in shaping the positions of interest groups.

Welfare State Crime In Canada: The Politics Of Tax Evasion In The 1980s, Lorne Sossin Jan 1992

Welfare State Crime In Canada: The Politics Of Tax Evasion In The 1980s, Lorne Sossin

Articles & Book Chapters

This paper considers the phenomenon of tax evasion in the 1980s in Canada as an outgrowth of a crisis in the welfare state. The lack of social protest over the high incidence of tax evasion among the wealthiest stratum of Canadian individuals and corporations is, on this view, linked to the transformation of politicized citizens into depoliticized clients. Tax evasion, along with legal tax avoidance both proliferated in the 1980s which reflects the convergence of a number of events including the increase in use of tax expenditures, the decreasing emphasis on enforcement in tax administration, the rise of neoconservatism and, …
