Development Of A Model For Maritime Safety Administration In Guyana, William N. Joseph

The paper analyses the maritime safety affairs and practices presently existing in Guyana in order to find the most suitable solutions for its improvement. Arising out of this analysis a model is subsequently developed to effectively establish a functioning Maritime Safety Administration capable of fulfilling the present and future needs of the country in respect of safety of ships and personnel associated with them. The model fundamentally covers activities that fall within the ambit of Maritime Safety Administration namely casualty investigations, port state control and marine pollution prevention. The necessary infrastructure and legislation is also duly reflected.

We present femtosecond time-resolved measurements on the high-T_c superconductor Tl₂Ba₂Ca₂Cu₃O₁₀. At temperatures below T_c, we observe a relaxation process which is distinct from the equilibration of hot carriers in the normal state. Our results demonstrate an increasing relaxation rate as the superconducting gap opens. This is consistent with the behavior of conventional metallic superconductors.

It has been proposed that the acquisition of Plasmodium falciparum by man is a relatively recent event and that the sustained presence of this disease in man is unlikely to have been possible prior to the establishment of agriculture. To establish phylogenetic relationships among the Plasmodum species and to unravel the mystery of the orign of P. fakiparum, we have analyzed and compared phylogenetically the small-subunit ribosomal RNA gene sequences of the species of malaria that infect humans as well as a number of those sequences from species that infect animals. An earlier study indicates that the parameters are not well understood (Berry, 1990). Since January 1989, the US Supreme Court has launched a major offensive on affirmative action and civil rights law. The biggest target of the attack is Title VII of the 1964 Civil Rights Act, which bars employment discrimination. As a result, access to private and public contracts for all but the largest black businesses will virtually be nonexistent. For black means decreasing employment and mobility opportunities in the workplace. In addition, complainants will have a more difficult time bringing forth and winning discrimination suits. A CCD camera for the gray scale document line scanner has been designed and developed at Photon Imaging Corp. The scanner consists of a revolutionary optical fiber bundle, CCD camera, and control electronics. The key concept resides in the fiber-optic bundle. At one end it has a linear array of equally spaced light guides. These terminate at the opposite end in a square array with a polished surface for viewing by a camera. The fan-out from linear to square end is not done with attention to ordering, so the bundle may be relatively inexpensive. Reordering is done electronically using an …

Power Law Exponents For A Spreading Front And Growing Interface In An Irreversible Wetting, Evan Willett, Ras B. Pandey

Using computer simulations, the power-law behavior of the interface growth of a spreading fluid is studied in a two-dimensional lattice model. The interface width exponent ν and the dynamical exponent k for the evolution of the front are consistent with their dynamical scaling relation. The magnitude of these exponents seems to depend upon the nature of the substrate and the concentration of the carriers of the wetting fluid.
