University libraries are channels of communication which must themselves communicate with their publics, of which the most important are members of the institution and people outside it who draw upon its resources.
Dislike of the commercial overtones of the promotion of services need not inhibit communication between the library and its public.
The technological university library is favourably placed to develop communication in the broadest sense.
Communication should go beyond the accepted techniques of instruction and user education to inculcate more generally applicable attitudes, needed as the bulk of information renders the preservation of human values more important.

Besides the widely accepted connotation of primary and secondary sources of scientific information it is postulated that a tertiary source may be identified. These three categories are defined and their role is related to (i) the pursuit of fundamental research at the frontier of knowiedge, (ii) the assimilation of the established discoveries into the traditional body of scientific literature and (iii) archiving for posterity.

To talk about information work and libraries in developing countries is perhaps presumptuous. Conditions are so different in different countries of the world. One talks of 'Africa', but it is difficult to generalise - is one thinking of West Africa or East Africa. Even within regions, there are considerable differences: compare Francophone and Anglophone West Africa, for instance. Even within countries, of course there are differences: in Nigeria there are nineteen states, created because of local distinctions and differences. New library and publishing technological developments are discussed from the point of view of how they will affect a library searcher of the future. Any library can become the entry point to a world-wide network of libraries, making almost all the world's literature available to any searcher. This, in turn, imposes requirements for better means of control of a search and better terminals, as well as a change of focus on the part of the library. Libraries are seen as developing into communications centers whose primary mission is helping users solve search problems, rather than repositories of information packages.

Centaur is currently the world's only operational highenergy upper stage, and is the United States primary upper stage for launching solar system probes, large geosynchronous communication satellites, and observatories to study the farthest limits of space. Centaur is currently launched on Atlas, but has also flown with the larger Titan booster. NASA recently decided to integrate Centaur with the Space Shuttle for future solar system exploration missions.
Current status of the Centaur program is discussed including: vehicle characteristics, planned performance improvements, and launch schedules. Modifications required to integrate Centaur with Shuttle and the resulting capabilities are discussed.

Direct conversion of solar energy to electricity by photovoltaic devices (solar cells) offers what may be the most promising of nearterm solutions to our energy problems. The federal government has been pushing the commercialization of photovoltaics by funding research on new materials and manufacturing processes.
Earliest commercialization is expected in residential systems where the power grid provides the backup. The Florida Solar Energy Center has been operating a 5 kw experimental residential facility for several months with encouraging results. In order to be cost effective, utilization of time-of-day electric rates must entail energy storage. Storage of heat as hot water or cooling as ice on a 24 hour daily cycle or on a 168 hour weekly cycle can bring an economic return on the additional investment. In the absence of time~of-day, energy storage can be cost effective in several areas of the country by using a heat pump to heat a building in the winter by using the freezing of ice as the source of heat. The Delta launch vehicle is a medium class expendable booster managed by the NASA Goddard Space Flight Center and used by the U.S. Government, private industry and foreign countries to launch scientific, meteorological, applications and communications satellites. It has been operational since 1960 and currently has launches scheduled through the 1985 time period. This paper presents a summary of Delta history, its current vehicle configuration, the various modifications underway to satisfy ever- increasing payload performance demands and a look into additional uprating possibilities to meet potential future requirements.

The constellation of spacecraft being readied at RCA Astro-Electronics for launch in 1981 encompasses a variety of missions. The spectrum of missions that this constellation of satellites covers include commer-cial communication services from geostationary orbit, meteorological satellites in low-earth orbit for the civilian and military organizations, navigation satellites for the U.S. Navy, government and commercial users, and a pair of scientific explorer satellites that will measure the magnetosphere from a near-earth orbit to an orbit at a distance of 5 earth radii.

Gravity Probe-B (GP-B) is an experiment under Phase B study at Marshall Space Flight Center which is designed to measure general relativistic induced torques on a gyroscope in orbit about the earth. The measurement of the relativistic effects requires that the gyror scope be nearly perfect in spherical shape and be shielded from the influences of nonre! ati vis tic effects. To accomplish these requirements, the spacecraft design includes provisions for superconducting magnetic shields, superconducting readout electonics, drag free gyro suspension, a drag free spacecraft, and provision for gyroscope spin-up at cryogenic temperatures. Augmented performance is necessary to assure that the full Space Shuttle payload deployment capability of 32,000 Ibs can be achieved for the 98° inclination, 150 nautical mile circular mission launched from Vandenberg AFB, Calif. The performance-augmented Space Shuttle meets all design mission requirements, and offers potential payload growth to accommodate new payloads and new concepts. Consequently, it is important to the future national space capability that performance augmentation be developed and made available to meet payload requirements which exploit the capability of the Space Shuttle.

The rapid advancements in electronic technology over the past few years indicate both the need for vastly improved communications capability and the means to provide that capability. Use of the EHF frequency bands allocated for satellite communications and the development of signal processing capability for communications satellites will allow the next generation of military communications satellites to overcome the capacity and interference resistance limitations of todays systems. These improvements will also allow the use of small, highly mobile earth terminals, a capability that is highly significant to the combat forces.

Atmospheric extinction, seeing, and "light pollution" £re the most significant factors affecting the quality of observations obtained from ground-based optical telescopes, degrading resolution and limiting reach. In addition, the earth's atmosphere is opaque to radiation shorter than 0.3 microns preventing the ultraviolet from being observed in detail from the ground. The solution to these problems has been to move astronomical telescopes into earth orbit. Initially these orbiting observatories carried instruments sensitive to ultraviolet and higher energy radiation since it was otherwise unobservable. Satellite Business Systems (SBS) recently initiated customer services, consisting of private, switched networks for integrated voice, digital and image transmission using satellite links among earth stations located on customer premises (Customer Network Service type A (CNSA)). Later, SBS plans to evolve system operation to allow the introduction of shared services for customers with more modest transmission needs.
The paper relates the essential engineering features of the SBS system to the resulting operational capabilities. The system description includes the satellite, earth station, TT&C and control configuration, as well as the Time Division Multiple Access (TDMA) burst architecture.

The NASA/DOD Scout launch vehicle was conceived in the 1950's by the NASA Langley Research Center. Their concept was to utilize solid propel!ant rockets developed by the DOD to provide a reliable and low cost vehicle for both scientific and applications spacecraft. This paper describes the present and future potential contributions of space-derived remotely sensed data to five major areas of renewable resources: agriculture, forestry, rangeland, costal zone, and oceanic harvest management.
Following a summary of the relevant satellites and sensors flown in space in the 1972 to 1984 time frame, the data needs for each renewable resource area are described. Data sources and data needs are compared and areas of data deficiency and limitations are identified. In 1959 NASA decided to develop Delta as an interim launch vehicle for medium payloads until more sophisticated vehicles reached operational status. In the twenty years that have followed, Delta has matured into a versatile all-purpose launch vehicle, being utilized by various US government agencies, domestic industry, and a number of foreign governments, as well.
Delta's 153 launches have included low circular orbits, sun-synchronous, earth-synchronous, polar, lunar, and interplanetary missions. Delta's 'firsts' include the first international satellite, the first synchronous transfer orbit, the first polar launch from ETR, and the first lunar orbiter without a midcourse velocity correction.
