Social Welfare Policy In The American States: The Case Of Afdc., Sung Chul Kim Jan 1995

Social Welfare Policy In The American States: The Case Of Afdc., Sung Chul Kim

Graduate Theses, Dissertations, and Problem Reports (ETD)

This dissertation is divided into two main parts. The first part presents an intergovernmental model of the Aid to Families with Dependent Children program, focusing on program benefits and eligibility criteria. The second part explores the impact of state political institutions--the governor, the state legislature, and the state bureaucracy--on AFDC policy outcomes. There has been a great deal of research on the structure and operations of intergovernmental programs in the United States (Beam et. al. 1983; Dilger 1989). There have been relatively few research efforts, however, that attempt to differentiate the relative impact that federal, state, and local government officials …

Mine Ventilation Network Optimization Using Nonlinear Programming Techniques., Changhong Huang Jan 1993

Mine Ventilation Network Optimization Using Nonlinear Programming Techniques., Changhong Huang

Graduate Theses, Dissertations, and Problem Reports (ETD)

Mine ventilation, though costly, has to be maintained for any underground coal mine for the sake of miners' safety and health. Higher productivity and more stringent environmental standards require greater quantities of air at the underground working faces. These conditions have brought a great increase in the costs of mining. To survive in the current state of market competition for the mining industry, more concerns have to be addressed on developing a ventilation system which is functionally effective and reliable, and yet economically efficient. Mine ventilation network optimization is one of the approaches to reach that objective. This dissertation is …

Inter-Regional Tax Incidence With Public Services: A General Equilibrium Analysis., Sudha Subrahmanyam

Graduate Theses, Dissertations, and Problem Reports (ETD)

My research investigates the consequences for equity between and within the regions of an economy when one region alters its taxing policy, and the tax change results in a corresponding change in public expenditure. In contrast to extant theory, I incorporate the effects of an accompanying change in public expenditure on tax incidence in my analysis. I demonstrate that actual tax incidence may be quite different from current predictions because the pattern of change in public expenditure has a significant effect on the ultimate incidence of a tax change. I develop a methodological framework to identify the impact of tax …
