This research has two objectives. First, it examines the nature of state-level agenda setting, comparing it to the prevailing federal level theories of agenda setting and agenda denial. Specifically it examines state tax exemptions for nonprofit hospitals in North Carolina to determine if this policy arena follows acknowledged theories of agenda setting and denial, or if there is something unique about tax policy that creates a different agenda setting dynamic. The history of the construction of the Uasin Gishu railway demonstrates the complexity of formulating and implementing a colonial development project. It involved an array of actors with divergent interests. As result, the project became the most controversial railway extension in Kenya, which some critics have called a "colonial scandal." Several geologic and physical factors affect the location of landslides associated with the July 2001 high precipitation events in Lower New River Gorge, West Virginia. The surficial geology of the heavily mined landscape was mapped using ArcGis 8.3 and four specific factors related to the landslides were identified. Road building was shown statistically to have a positive influence on the location of landslides. Slope aspect, slope angles, and elevation were also shown to have strong relationships with landslide initiations.;A landslide initiation risk map was created by overlaying the physical and geological factors favorable for landslide initiation. The Price Formation of northern West Virginia consists of Upper Devonian - Lower Mississippian siliciclastic rocks that are primarily marine. Members of the Price Formation include from oldest to youngest the Oswayo, Cussewago, Riddlesburg Shale, and Rockwell. Rocks of the Price Formation are considered to be of genetic and temporal equivalence to the Rockwell Formation in south-central Pennsylvania, western Maryland, and the eastern West Virginia panhandle.;The research attempts to (1) interpret sedimentary facies and their depositional environments and (2) identify stratigraphic relationships across six outcrops in the central Appalachian basin. Sorption is a term used in the environmental field to describe how chemical contaminants in soil and groundwater adhere to solid particles such as: clay, peat and activated carbon for the purposes of remediation, fate and transport. A potential surrogate for sorption of chemical contaminants in groundwater is coal fly ash. Batch test experiments have demonstrated coal fly ash's ability to remove hydrophobic, organic petroleum contaminants including: benzene, toluene, ethylbenzene and xylenes (BTEX) in groundwater through the processes of sorption. Ice storms are recurrent disturbances that alter forest succession and retard tree growth rates throughout North America. Following a 1994 ice storm in Delaware, the Delaware Forest Service established seventy-five study plots to sample four species of trees (southern red oak [Quercus falcate ], white oak [Quercus alba], loblolly pine [ Pinus taeda], and yellow poplar [Liriodendron tulipifera ]) affected by the ice storm. A hydrocarbon play has been identified in southern West Virginia targeting the intersection of thrust faults with specific Mississippian reservoirs. Late Paleozoic sandstone and limestone reservoirs are traditional pays of the study area, often yielding economic natural gas production, with initial production rates ranging between 100 to 200 Mcf per day per well. In contrast, production rates from wells that encounter faults often exceed 500 Mcf per day. We believe this prolific production results from secondary fracture porosity and enhanced permeability from fracture zones associated with thrust faults, providing a conduit to the Union Oolite reservoir member of the Greenbrier …

An inventory and analysis of culverts as vertebrate migration barriers has been completed in a relatively pristine portion of the Upper Cheat River basin, Randolph and Tucker counties, West Virginia. Investigators in four different disciplines contributed to the project, including the geomorphological research represented by this thesis. This project had an underlying purpose to assess the potential for stream mitigation credits through a possible future stream mitigation banking program.;Several conditions appear correlated with problem culvert sites. The main purpose of this study was to examine the contribution of caregiver behavioral versus demographic factors to the prediction of a child burn injury and caregiver safety behavior using a sample of primary caregivers of children (aged 0--5 years) with a burn injury (case participants) or without one (comparison participants). Case participants (n = 30) were recruited from a burn center in the Northeastern United States, whereas comparison participants (n = 30) were recruited from pediatric facilities, balanced to cases by child age, gender, race, and geography, and caregiver socioeconomic and marital status. To be able understanding the underlying contributing factors requires conceptualizing the problem in geographical terms. A temporal dataset of individuals' locations was acquired from an annual census taken in Sweden. A space-time query model was constructed to explore associations between an individual's residential locations for given periods of time to those of other individuals with similar heath, or health related factors. This study models the contribution of sulfur dioxide (SO 2) from a proposed coal fired power plant (CFPP) above existing ambient levels. Most vulnerable to SO2 exposure appear to be the elderly, young, and diseased, here identified as sensitive receptors (SR). Epidemiologic studies suggest 260mug/m3 as the lowest toxic threshold for SR exposure. It was hypothesized that added SO2 concentrations to existing ambient levels at regional sensitive receptors, under worst case scenario, would not exceed 260mug/m3.;The methods used identify and quantify density locations of localized SR using geographic information systems. The Black Hand Sandstone Member of the Cuyahoga Formation of Ohio is a multistory, conglomeratic sandstone. Primary lithofacies include trough and planar crossbedded sandstones and massive gravels. The contact between the Black Hand and the surrounding Cuyahoga Formation is sharp and scoured indicating that the contact is an unconformity and sequence boundary. The Black Hand was deposited in a low-sinuosity braided stream within an incised valley system. The river that deposited the Black Hand flowed northward. Recent research suggests that the temperate deciduous forests of the eastern United States may have played a significant role in the sequestration of atmospheric carbon dioxide over the last 100 years. However, little is known about the role of forest management and climatic variability on the productivity of these forests. A field analysis of Middle Pennsylvanian strata (Kanawhat Formation and Allegheny Formation) in central West Virginia was performed to test two depositional models, coastal plain and fluvial-deltaic. Sedimentary descriptions form the basis for two levels of interpretations, where the first goal is to interpret the depositional settings of individual architectural elements within the section. The second task was to place the compiled interpretations into the previously established regional stratigraphic framework. The objective of this dissertation is to incorporate foreign capital goods and underemployment in the welfare analysis of transfers and trade policies. We build a two-good, two-country general equilibrium model, which takes into account the use of foreign capital in the import competing sector of a developing country. The developing country receives transfers in the form of financial resources or capital goods from a developed country. Financial transfers induce changes in commodity terms of trade, which in turn affects capital inflows and the price of imported capital. Since its discovery in 1895, West Virginia's Jacksonburg-Stringtown field has had a primary production of 20 million barrels of oil. Based on 10 full-bore cores from Wetzel and Tyler Counties, the reservoir---the Gordon Stray Sandstone---is interpreted to be part of a barrier-island complex, comprising (from bottom to top) lower-shoreface, upper-shoreface, and foreshore sandstone. Tying core interpretations to 123 well logs across the field enables the various facies to be mapped. The major pay zone occurs stratigraphically within the middle of the shoreface facies, a medium-grained, well sorted sandstone. West Virginia University has developed a Mobile Emissions Measurement System that recorded vehicle, engine, and exhaust behavior during in-use testing. This system obtained data from numerous vehicles over specified on-road routes. A study was conducted on on-road route repeatability. A methodology for finding repeatability had to be established, and factors influencing repeatability were identified. It was found that routes and drivers significantly influenced repeatability, and that further study of a larger sample group needs to be conducted before specific conclusions could be drawn about the influences of the vehicle on repeatability.;A further study was conducted on how well the on-road …

In 1958, Lexington, Kentucky became the first city in the nation to implement a growth management strategy that defined the spatial limits of development by restricting access to public services. Now referred to as urban growth boundaries and urban service areas, the use of these containment policies are expanding. This study examines urban growth patterns in the Lexington, Kentucky Metropolitan Region between 1974 and 2000 using remotely sensed satellite images and GIS analysis. Satellite images from 1974 and 2000 were classified into urban/built-up, undeveloped, and water classes. This exploratory analysis examined the sociocultural parameters of 172 Western North American Indian tribes to determine if patterns would emerge in relation to personal naming practices. Five sociocultural parameters (fixity of settlement, dominant form of polygamy, descent pattern, postnuptial residence, and geographical/cultural area) and four personal naming dimensions (nicknames, timing of naming, name bestower, and naming ceremonies) were selected for analysis. Loglinear regressions were conducted. The Middle Magdalena Valley (MMV) basin, Colombia, evolved to its actual configuration through several stages closely linked with the tectonic events of the northwest corner of South America. Early Jurassic extensional deformation related to the break-up of Pangea, resulted in the development of rift structures in the MMV basin area. The syn-rift infill consists of fluvial and lacustrine sedimentary rocks (Jordán, Girón and Santos formations), overlain by limestones and shales (Basal Lime Group). Irregular discontinuous reflectors, rotated by normal faults and increasing thickness towards the south-east, characterize the Jurassic syn-rift section. The main goal of this thesis research was to develop an Internet-based contextual GIS and demonstrate its use as a tool for prehistoric cultural landscape study. GIS provides the ability to synthesize and display both quantitative and qualitative data that provide important information about the characteristics of a cultural landscape in a digital context. While the advantages of Artificial Neural Networks (ANN) for reservoir characterization are widely known, this project expands such benefits by providing a method by which an ANN can be trained prior to its application to real data. First, a geological and 3D seismic interpretation of the lower Pennsylvanian Atoka-Morrow sequence in the Buffalo Valley Field, New Mexico was executed. Then, to design the ANN and to test its predictions, I generated well-logs and synthetic seismic models for seismic attributes extraction.
