Modal Control Of An Unstable Periodic Orbit, William Wiesel, William Shelton

We apply Floquet theory to the problem of designing a control system for a satellite in an unstable periodic orbit. Expansion about a periodic orbit produces a time periodic linear system, which is augmented by a time periodic control term. We show that this can be done such that a) the application of control produces only inertial accelerations, b) positive real Poincare exponents are shifted into the left half-plane, and c) the shift of the exponent is linear with control gain. We apply these developments to an unstable orbit near the Earth-Moon L3 point perturbed by the Sun. Finally, …

The Efficacy Of Guaranty Contracts In Sophisticated Commercial Transactions, Peter A. Alces

Even though contracts of guaranty are not subject to uniform standards of interpretation throughout the states, both case law and statutory development have tended to evidence a strong sympathy for the guarantor. In spite of this trend, Professor Alces suggests that creditors' counsel can, through careful drafting, do much to assure the enforceability of the guaranty contract. A scrupulously structured guaranty contract, one that anticipates possible defenses to liability in explicit terms, may well be upheld, even in cases in which guarantors occupied weak negotiating positions vis-a-vis creditors. Two factors prompted the research which led to the writing of this article: first, the apparent general consensus amongst linguists both inside and outside Spain that the phonology of Old Castilian is monolithic in terms of geographic and sodal space, and that it has more or less stagnated in the mould of traditional grammars, and, secondly, the insistence of many linguists on seeing some aspects of contemporary Spanish phonology as characteristic of certain non-standard varieties of Spanish, wilhout investigating whether the same features might not also be found in Old Castile.

Tax Exemptions For Racially Discriminatory Private Schools: A Legislative Proposal, Neal Devins

In Revenue Ruling 71-447, the Internal Revenue Service expressly denied tax exemptions to racially discriminatory private schools. The Reagan administration recently challenged the existence of a defined policy prohibiting tax exemptions to these schools as well as the propriety of the IRS's involvement in regulating social policy. President Reagan has called upon Congress to settle the issue by enacting affirmative legislation. Congress, however, has maintained that long-established federal policy supports Revenue Ruling 71-447 and has refused to enact affirmative legislation. The judicial creation of a new rule of law raises the essential question whether that rule is to be applied retroactively orprospectively only. The consistency of the traditionalm andatoryr etroactivityr ule has given way to a more flexible retroactivity ana sis. The change occurred in 1965 when the Supreme Court in Linkletter v. Walker squarelfaced a rule that, if applied retroactively, would have affected thousands of criminal convictions. Although pretrial litigation often seems to render trial on the merits something of an anti-climax, adversarial adjudication is of course the focus of the criminal justice system, military or civilian. Once trial on the merits has begun, trial and defense counsel naturally utilize the rules of evidence in the fashion most likely to make the most of the evidence available to them. Yet, as all lawyers are aware, the period since the enactment of the Uniform Code of Military Justice has brought sweeping changes not only in military criminal law, but also in the "constitutionalization" of the law of evidence. …

Career Status Of Baccalaureate Social Work Graduates: An Appraisal Of A Professional Program, James G. Mccullagh, Donald E. Maypole

A followup survey was conducted of baccalaureate-level graduates of the University of Northern Iowa (UNI) Department of Social Work to develop a database on graduates' career activities and to determine the market for the Masters of Social Work (MSW) program as well as graduates' view of the efficacy of the social work major. Of 538 graduates mailed a questionnaire; 172 responded. Findings include the following: 65 percent were either working full-time; part-time; or were enrolled full-time in a graduate social work program; 11 percent had not obtained a social work position; most graduates were employed by agencies in urban areas …

The material for this article bas been drawn from a larger sociolinguistic survey of various aspects of tbe phonology of 18-26 yr olds in Valladolid carried out between October 1976 and April 1977. The methodology used is basically the same as that developed by William Labov for his New York survey and has become one of the most established methods of enquiry into the social differentiation of the phonology of urban speech-communities. Informants were selected from the Valladolid census records in a semi-random manner and assigned to their socio-economic class according to the criteria of Spanish sociologists. Each informant was …

The skills and abilities associated with computer literacy are becoming required tools for accounting Ph.D. students. Not only are new doctoral students entering Ph.D. programs with better skills, they are also applying these skills more on a day to day basis. This paper presents a brief discussion of a number of issues associated with computer use and computer literacy in general. The paper also presents several aspects of the Ph.D. program at the University of Minnesota and how computers are affecting the program.

The broadbean is one of the most important food items in Egypt and is both heavily subsidized and rationed, although the per family entitlement depends on quantities available. It is the basic staple for breakfast for most Egyptians in both rural and urban areas. The governmental policies that determine the production, marketing, and distribution of broadbeans affect consumers and producers. The government budget is also affected by the subsidy and trade policies. Thus, virtually every Egyptian is touched by policies affecting this crop and consumption commodity.

Irrigation water supplied by federal reclamation projects has often been priced below its supply cost (Bureau of Reclamation, 1980, p. F-4). Pricing water below cost has been deliberate policy to stimulate irrigation development in the west. One effect of this underpricing is to add to the economic rents captured by federal water users.

This article is the third and final article in a series of articles written by Professor Baker considering the problems of precedent created by the Fifth Circuit Court of Appeals Reorganization Act of 1980. The Act divided the former Fifth Circuit into two autonomous judicial circuits: the new Fifth Circuit, composed of the District of the Canal Zone, Louisiana, Mississippi, and Texas, and the new Eleventh Circuit, composed of Alabama, Florida, and Georgia. Bovine Adrenocortical Microsomal Hemeproteins P-45017 Alpha And P-450c-21. Isolation, Partial Characterization, And Comparison To P-450scc., J. Bumpus, K. M. Dus

A scheme is presented for the simultaneous isolation of P-45017n, and P-450c-21 from bovine adrenocortical microsomes and for their purification to specific contents of 19-20 nmol of P-450/mg of protein. Although cholate solubilized only 75% of the total amount of P- 450 and 36% of the NADPH-cytochrome C (P-450) reductase present in bovine adrenocortical microsomes as compared to Triton N-101, it produced a less complex mixture of microsomal proteins from which most of the P-450 could be removed by a 0-25% cut with polyethylene glycol. The P-450 fraction was subsequently resolved into individual P-450s by column chromatography on w-aminooctyl-Sepharose; these …

Describes the characteristic ways in which the Victorian poet Arthur Hugh Clough (1819-1861) wrote and revised his poetry, arguing that Clough's most creative works came when his revision pattern diverged from his original idea, rather than refining it (converging), and explores the implications of Clough's divergent composition method for the editing of his major poems, including "Adam and Eve" ("The Mystery of the Fall") and "Dipsychus." This paper presents a precedent oriented computer assisted method of designing, analyzing and evaluating systems of internal controls. The ..!..nternal Control _!iodel, TICOM III, is fundamentally a design and analysis tool useful in the context of Automated Office Information Systems (AOIS's). Traditional analysis and evaluation tools, such as flowcharting, written narratives and questionnaires, are inefficient, if not insufficient, to support the design and control analysis of these new systems.
