An Optimal-Order Error Estimate For An Ellam Scheme For Two-Dimensional Linear Advection-Diffusion Equations, Hong Wang

An Eulerian-Lagrangian localized adjoint method (ELLAM) is presented and an- alyzed for two-dimensional linear advection-diffusion partial differential equations (PDEs). An optimal-order error estimate in the L^2 norm and a superconvergence estimate in a discrete H^1 norm are derived. Numerical experiments are performed to verify the theoretical estimates.

Gamma-Ray Burst Host Galaxies Have "Normal" Luminosities, Bradley E. Schaefer

The galactic environment of gamma-ray bursts can provide good evidence about the nature of the progenitor system, with two old arguments implying that the burst host galaxies are significantly subluminous. New data and new analysis have now reversed this picture: (1) Even though the first two known host galaxies are indeed greatly subluminous, the next eight hosts have absolute magnitudes typical for a population of field galaxies. A detailed analysis of the 16 known hosts (10 with redshifts) shows them to be consistent with a Schlechter luminosity function with R* = -21.8 ± 1.0, as expected for normal galaxies. (2) …

The Flux Ratio Method For Determining The Dust Attenuation Of Starburst Galaxies, Karl D. Gordon, Geoffrey C. Clayton, Adolf N. Witt, K. A. Misselt

The presence of dust in starburst galaxies complicates the study of their stellar populations as the dust's effects are similar to those associated with changes in the galaxies' stellar ages and metallicities. This degeneracy can be overcome for starburst galaxies if UV/optical/near-infrared observations are combined with far-infrared observations. We present the calibration of the flux ratio method for calculating the dust attenuation at a particular wavelength, Att(λ), based on the measurement of the F(IR)/ F(λ) flux ratio. A critical, but insufficiently understood, component of global change is the influence of Arctic freshwater input on water mass exchange between the Arctic Ocean and Atlantic and Pacific Oceans. Four of the Earth's 10 largest river systems, the Mackenzie, Ob,Yenisei, and Lena, contribute water to the Arctic shore (Figure 1) from a vast watershed that drains continental interiors. This river discharge flows into the world's largest contiguous continental shelf and supplies over 50% (1823 km3 ) of the riverine input to the Arctic Ocean.

Serving as a religious professional is a complex task with a wide variety of demands and responsibilities. This variety contributes to a professional identity that requires the fulfillment of a number of roles. The Levels of Family Involvement (LFI) model (W. J. Doherty, 1995) offers a structure for helping clergy ascertain which roles may be most beneficial to a family in a given set of circumstances, as well as which roles are beyond their training and mission. The LFI is offered as a guideline for helping clergy select modes of intervention and identify areas for personal and professional development. Case …

The Federal Sentencing Guidelines were created with two broad goals in mind. One, of course, was to reduce unjustified sentencing disparity, and that was accomplished in two ways. The first was to reduce the scope of front-end judicial discretion through the creation of guidelines. The second, which I think Tom Hutchison touched on,1 was to eliminate altogether the discretion of penological experts in the parole commission at the back end of the punishment process.

To understand Fear of Judging and the debate over the Federal Sentencing Guidelines requires some familiarity with the sentencing reform movement that led to the adoption of the Federal Sentencing Guidelines in 1987, as well as at least a rudimentary grasp of the structure of the Guidelines themselves. For those readers who require an introduction to both subjects, the next section of this Article attempts to provide one. Those already familiar with the Guidelines and their history can skip to Section III, where the discussion of Fear of Judging begins in earnest.

Settlement Patterns And The Origins Of African Jamaican Society: Seville Plantation, St. Ann's Bay, Jamaica, Douglas V. Armstrong, Kenneth G. Kelly

Archaeological and historical research at Seville Plantation, Jamaica, are used to explain changes in settlement patterns within the estate's African Jamaican community between 1670 and the late nineteenth century. Sugar plantations, such as Seville, are marked by well-defined spatial order based upon economic and power relations that was imposed upon enslaved communities by planters and managers. Archaeological evidence is used to explore how enslaved Africans modified this imposed order and redefined boundaries in ways that correspond with the development of a distinct African Jamaican society. This article explores issues involving advance directives made by nursing home residents, both prior to and during their stay in a facility, including the frequency of making directives, the reasons why residents fail to make directives, and the reasons why facilities often fail to honor them. Specifically, this article examines these issues in light of the 1999 California Health Care Decisions Law, effective July 1, 2000, and focuses on how this new statute can be used to empower nursing home residents, and adults more generally, to take control of decisions regarding their own health care.

The Case Against Private Disparate Impact Suits, Thom Lambert

This article argues that the Third Circuit, and the courts that have implicitly approved private disparate impact suits, have erred in construing Title VI to permit private plaintiffs to sue federally funded entities for discrimination based on disparate impact alone. From a policy standpoint, permitting private disparate impact suits is a bad idea, for the threat of such suits will lead to deterrence of actions and decisions that have incidental disparate effects but are, on the whole, good.

This article, however, takes the view that the basic landscape in trademark law is unlikely to change in the near future. Congress has only recently enacted the Trademark Dilution Act, and there seems to be little movement to amend it dramatically, let alone repeal it. There have been several recently enacted amendments to the Lanham Act addressing functionality that make great sense and are consistent with the principles suggested here, as will be discussed below. A law student approached me not long ago to discuss a problem he had encountered while helping to prepare a criminal case for retrial. The defendant's first trial ended with a hung jury. The defendant, Steven Brown, now faced a second trial on the same misdemeanor charge of assaulting a police officer. Although the defendant still wanted to go to trial, Brown told defense counsel that he did not want his elderly father to have to testify again. From defense counsel's standpoint, the father's testimony was critical because he was the only witness corroborating the defendant's version of the event. …

Alcohol Intake And Mortality: Findings From The National Health Interview Surveys (1988 And 1990), Youlian Liao, Daniel L. Mcgee, Guichan Cao, Richard S. Cooper

The authors used prospective data from two supplemental studies of the National Health Interview Survey, the 1988 Alcohol Supplement and the 1990 Health Promotion and Disease Prevention Supplement, to examine the relation between alcohol intake and mortality. Their study included 17,821 men and 25,874 women aged 40 years or older at baseline; during an average of 6 years of follow-up, 5,540 deaths occurred. The alcohol-mortality relation was U-shaped for men and J-shaped for women. On the basis of categorical analyses adjusted for age, race, smoking, and baseline diseases, men who drank 2 drinks per day had a significantly lower risk …

This article summarizes parts of Lee’s forthcoming article “A Populist Political Perspective of the Business Tax Entities Universe: Hey the Stars Might Lie But the Numbers Never Do,” 78 Texas L. Rev. 885 (2000). Conventional wisdom, says Lee, holds that the LLC, due to its limited liability and hassle-free single level of taxation, will supplant C and S corporations as the choice of entity for new businesses. Marital status is not one of the protected categories of Title VII of the Civil Rights Act of 1964, the federal antidiscrimination statute that governs discrimination in employment. This Article will argue that to avoid the types of inequities caused by marital status discrimination, it is necessary for Title VII to protect employees against marital status discrimination.

The more common claims of marital status discrimination are claims that an employer's no-spouse rule or antinepotism policy violates the state antidiscrimination statute. The Quantitative Feedback Theory (QFT) design technique, which has the ability to bridge the gap between theory and the real-world control design problem, is utilized in the design of a MIMO digital flight control system for an unmanned research vehicle (URV) that is presented in this paper. Fuel Optimization For Constrained Rotation Of Satellite Formations, Timothy Mclain, Randal W. Beard, Fred Y. Hadaegh

This paper considers the problem of reorienting a constellation of spacecraft such that the fuel distributed across the constellation is both conserved and expended uniformly. Results are derived for constellations with an arbitrary number of spacecraft, assuming that the constellation is in free space, that the spacecraft mass is time invariant, and that the thrusters can produce thrust in any direction. An open-loop control algorithm is derived by minimizing a cost function that trades off total fuel minimization and fuel equalization. The associated optimization problem is shown to be amenable to standard algorithms. Simulation results using a four-spacecraft constellation are …
