Infrared And Visible Photometry Of The Gravitational Lens Systems 2237 + 030, Daniel Nadeau, Howard Yee, William Forrest Aug 1991

Infrared And Visible Photometry Of The Gravitational Lens Systems 2237 + 030, Daniel Nadeau, Howard Yee, William Forrest

Articles

As part of a program of high spatial resolution imaging of gravitationally lensed sources in the visible and IR, images of 2237 + 030 were obtained in the Gunn r and infrared J, H, K, and 3.3 micron filters. The results of the photometry of the four bright quasar components provide evidence of extinction through the lens and a determination of the extinction law in the galaxy is made. The energy distribution shows evidence of a sharp decrease of the spectral index at wavelengths longer than a rest wavelength of 1 micron. Assuming that microlensing amplification in the IR is …

Modeling Ultrasound Speckle Formation And Its Dependence On Imaging System’S Impulse Response, Navalgund A. H. K. Rao, Hui Zhu Jul 1991

Modeling Ultrasound Speckle Formation And Its Dependence On Imaging System’S Impulse Response, Navalgund A. H. K. Rao, Hui Zhu

Articles

Ultrasonic echoes, backscattered from an inhomogeneous medium have the character of a random signal, which is mainly responsible for the observed speckle in medical images. Such a medium can be modeled as a uniform matrix with scattering bodies distributed randomly. When the number of density of scatterers is high, the individual scatterers are not resolved by the imaging process, and a speckle pattern is produced as a result of interference of waves from many scatterers within the resolution cell volume. This cell volume depends on the beam profile and the pulse width of the interrogating pulse. We have used a …

Luminescence Of Ruthenium (Ii) Polypyridyls – Evidence For Intercalative Binding To Z-Dna, Alan Friedman, C. Kumar, Nicholas Turro May 1991

Luminescence Of Ruthenium (Ii) Polypyridyls – Evidence For Intercalative Binding To Z-Dna, Alan Friedman, C. Kumar, Nicholas Turro

Articles

Photophysical studies have been undertaken to characterize the binding interactions of enantiomers of Ru(phen)3(2+), Ru(DIP)3(2+), and racemic Ru(bpy)2dppz2+ (where phen = 1,10-phenanthroline, DIP = 4,7-diphenylphenanthroline, and dppz = dipyridophenazine) with Z-form poly d(GC). Parallel enhancements in steady state luminescent intensity and a lengthening of luminescent lifetimes are seen for ruthenium enantiomers with Z-DNA as for B-DNA but with enantio-selectivities reversed. Greater enhancements are seen for DELTA-isomers with the right-handed helix but for LAMBDA-isomers with the left-handed helix. Ru(bpy)2dppz2+, an avid intercalator in B-DNA, displays no luminescence free in aqueous solution, but luminesces brightly bound to either B- or Z-poly d(GC). …

Metro Broadcasting, Inc. V Fcc: Affirmative Action At The Crossroads Of Constitutional Liberty And Equality, Michel Rosenfeld Feb 1991

Metro Broadcasting, Inc. V Fcc: Affirmative Action At The Crossroads Of Constitutional Liberty And Equality, Michel Rosenfeld

Articles

The article examines the Supreme Court's inconsistent approach to affirmative action, particularly through the lens of *Metro Broadcasting, Inc. v. FCC*, which upheld the FCC's race-based policies to promote broadcast diversity. While the decision aligns with constitutional values of equality and free speech, the Court's opinions fail to coherently reconcile liberty and equality principles. The article argues for a more integrated framework to address the complexities of affirmative action jurisprudence and its intersection with First Amendment rights.

An Analytical Model Of Earth-Observational Remote Sensing Systems, John Kerekes, David Landgrebe Jan 1991

An Analytical Model Of Earth-Observational Remote Sensing Systems, John Kerekes, David Landgrebe

Articles

The field of optical remote sensing for the analysis of Earth’s resources has grown tremendously over the past 20 years. With increasing societal concern over such problems as ozone layer depletion and global warming, political support is likely to continue that growth. NASA has recently begun a program that will use state of the art sensor technology and processing algorithms to gain ever more detailed data about our Earth. To better understand the remote sensing process, research has begun on modeling the process as a system and investigating the interrelationships of system components. This paper presents a system model for …

Parameter Trade-Offs For Imaging Spectroscopy Systems, John Kerekes, David Landgrebe Jan 1991

Parameter Trade-Offs For Imaging Spectroscopy Systems, John Kerekes, David Landgrebe

Articles

To help better understand the problems of specifying data acquisition parameters and extracting desired information from the voluminous data, research has been focused on understanding the remote sensing process as a system and investigating the interrelated effects of various parameters. A system model is used to explore system parameter trade-offs for a model sensor based on the High-Resolution Imaging Spectrometer (HIRIS). Radiometric performance was studied, along with the effect on classification accuracy of several system parameters. The atmosphere and sensor have significant effects on the mean received signal and noise performance. The effect of random uncorrelated errors in the radiometric …

Justice By Geography: Urban, Suburban, And Rural Variations In Juvenile Justice Administration, Barry C. Feld Jan 1991

Justice By Geography: Urban, Suburban, And Rural Variations In Juvenile Justice Administration, Barry C. Feld

Articles

Despite statutes and rules of statewide applicability, juvenile justice administration varies consistently with urban, suburban, and rural social structure and context. In urban counties, which are more heterogenous and diverse, juvenile justice intervention is more formal, bureaucratized, and due process-oriented. Formality is associated with greater severity in pre-trial detention and sentencing practices. By contrast, in more homogeneous and stable rural counties, juvenile courts are procedurally less formal and sentence youths more leniently. The Article explores the implications of "justice by geography" for juvenile justice policy.

The Effectiveness Of International Human Rights Pressures: The Case Of Argentina, 1976-1983, David Weissbrodt, Maria Luisa Bartolomei Jan 1991

The Effectiveness Of International Human Rights Pressures: The Case Of Argentina, 1976-1983, David Weissbrodt, Maria Luisa Bartolomei

Articles

One significant gap in the burgeoning academic literature of international human rights law is the lack of research related to the impact of international and national procedures on the actual protection of human rights. 1 It is remarkable that almost no academics or activists have even attempted to assess the effectiveness of human rights measures. Of course, demonstrating effectiveness in any area of human endeavor, particularly international human rights work, is very difficult. Many human rights advocates investigate abuses and write letters to governments because they believe that speaking out is better than remaining silent in the face of repression. …

The Transformation Of The Juvenile Court, Barry C. Feld Jan 1991

The Transformation Of The Juvenile Court, Barry C. Feld

Articles

Ideological changes in the cultural conception of children and in strategies of social control during the nineteenth century led to the creation of the juvenile court. At the dawn of the twentieth century, Progressive reformers applied the new theories of social control to the new ideas about childhood and created a social welfare alternative to criminal courts to treat criminal and noncriminal misconduct by youth.

The Ramsey Numbers R(K_4-E, K_6-E) And R(K_4-E,K_7-E), James Mcnamara, Stanislaw Radziszowski Jan 1991

The Ramsey Numbers R(K_4-E, K_6-E) And R(K_4-E,K_7-E), James Mcnamara, Stanislaw Radziszowski

Articles

The graph with vertices in GF(16), whose edges connect points having difference equal to a cube, which was known to be extremal for the Ramsey numbers R(3,3,3) and R(K_3, K_6-e), is shown to be extremal for R(K_4-e, K_6-e). The proof is obtained by using computer algorithms to analyze the properties of the family of graphs having no K_4-e and having no K_5-e in the complement. It is also shown that there is a unique graph, up to graph isomorphism, which is extremal for R(K_4-e, K_7-e), viz., the strongly regular Schlafli graph on 27 vertices, which has an automorphism group of …

Minimum Triangle-Free Graphs, Stanislaw Radziszowski, Donald Kreher Jan 1991

Minimum Triangle-Free Graphs, Stanislaw Radziszowski, Donald Kreher

Articles

We prove that e(3, k + 1, n) >= 6n - 13k where e(3, k + 1, n) is the minimum number of edges in any triangle-free graph on n vertices with no independent set of size k + 1. to achieve this we first characterize all such graphs with exactly e(3, k + 1, n) edges for n <= 3k. These results yield some sharp lower bounds for the independence ratio for trianagle-free graphs. In particular, the exact value of the minimal independence ratio for graphs with average degree 4 is shown in be 4/13. A slight improvement to the general upper bound for the classical Ramsey R(3,k) numbers is also obtained.

When Is There A Constitutional 'Right To Die'? When Is There No Constitutional 'Right To Live'?, Yale Kamisar Jan 1991

When Is There A Constitutional 'Right To Die'? When Is There No Constitutional 'Right To Live'?, Yale Kamisar

Articles

When I am invited to participate in conferences on the "right to die," I suspect that the organizers of such gatherings expect me to fill what might be called the " 'slippery slope' slot" on the program or, more generally, to articulate the "conservative" position on this controversial matter. These expectations are hardly surprising. The "right to die" is a euphemism for what almost everybody used to call a form of euthanasia-" passive" or "negative" or "indirect" euthanasia-and some thirty years ago, in the course of raising various objections to proposed euthanasia legislation, I advanced the "thin edge of the …
