From the time that the first lawyers set foot in what is now the United States, society has engaged in efforts to regulate lawyers' fees, including fees received from clients in bankruptcy proceedings. Lawyers, in turn, have been engaged in continuing efforts to: secure their self-interests, aggrandize their role in society, be free of societally imposed constraints on their fees and activities, and carve out an ever larger area of exclusive domain. A computer program, School Psychologist Simulation, is described. The program presents users with information and events such as might be encountered in a real school setting regarding schoolchildren referred to the school psychologist; users can practice the skills needed by a school psychologist in the assessment of the case. The participant then submits a report detailing assessment, recommendations, and reasoning for the case in either essay or multiple-choice format. This article may be accessed from the publisher's website (additional fees may apply) at: http://www.aslo.org/lo/toc/vol_37/issue_8/1808.pdf The variation of freshwater chromophoric (or colored) dissolved organic matter (CDOM) fluorescence with respect to sample pH was examined. Trends from previous studies are supported by results obtained from fluorescence spectra collected during sample titration. The evidence suggests spectral variation of CDOM fluorescence can arise from pH-dependent photo-oxidation of a portion of the catechol component of CDOM to coumarin structures. A hypothesis is drawn that the observed shorter wavelength fluorescence exhibited by acid lake samples relative to the spectra of more neutral lake samples is, …

Enumeration Of All Simple T-(T+7,T+1,2) Designs, Stanislaw Radziszowski

We enumerate by computer algorithms all simple t (t +7, t +1, 2) designs for 1 <= t <= 5, i.e. for all possible t , and this enumeration is new for t >= 3. The number of nonisomorphic designs is equal to 3, 13, 27, 1 and 1 for t = 1, 2, 3, 4 and 5, respectively. We also present some properties of these designs including orders of their full automorphism groups and resolvability.

To many public officials, promotion and enactment of mandatory penalty laws are important symbols of their concern for public safety and citizens' fear of crime. In practice, mandatory minimum-penalty laws accomplish few of their stated objectives and produce unwanted consequences. Their deterrent effects range from nonexistent to short-lived. When they call for short mandatory prison terms for serious crimes, they are often irrelevant because longer sentences are generally imposed. When they mandate longer terms (five, ten, twenty years), they are often circumvented by lawyers and judges. They reduce defendants' incentives to plead guilty, reduce guilty plea rates, and lengthen case …

We report all-optical synchronized multiplication by rational fractions of the modulation frequency of optical signals in self-pulsing two-section semiconductor laser diodes. The effect is based on the overlap of harmonics of the input signal with harmonics of the self-pulsation. We illustrate this new generic function with modelocked inputs rich in harmonics were fractions of 1,2, and 3 / 2 are generated, and we identify a number of applications for this effect.

Integrated pollution control, or IPC, can be defined for now as an approach to environmental regulation that "seeks particularly to link air, water, and waste programs. Its concern is institutional changes that reduce total risk to the environment from pollutants." 8 This sounds remarkably appealing, which perhaps explains IPC's recurring popularity. As we shall see, it enjoyed a brief celebrity about twenty years ago, and it is once again in vogue-especially within the U.S. Environmental Protection Agency (EPA).

We show that, in any colouring of the edges of K_53 with two colours, there exists a monochromatic K_5, and hence R(5,5) <= 53. This is accomplished in three stages: a full enumeration of edges in (4,5)-good graphs, and a proof of the nonexistence of (5,5)-good graphs on 53 vertices. Only the first stage required extensive help from the computer.

This Recent Development examines the increasing presence of cinematic rape in general-audience Indian films and discusses the potential cultural origins of the cinematic portrait of Indian women as chaste subordinates to men and as frequent subjects of violence. To account for this trend, this Recent Development outlines the legal guidelines governing Indian film censorship, and in particular the guidelines regulating sexuality. A method is presented for measuring ferroelectric liquid crystal parameters such as spontaneous polarization Ps, rotational viscosity γϕ, azimuthal pretilt angle ϕ0 and dielectric permittivity ε ┴. The method is based on integrating the polarization current after reversing the sign of the external electric field.
