Service-Learning And Civic Outcomes: From Suggestive Research To Program Models, Suzanne Pritzker, Amanda Moore Mcbride Jul 2005

Service-Learning And Civic Outcomes: From Suggestive Research To Program Models, Suzanne Pritzker, Amanda Moore Mcbride

Center for Social Development Research

Service-learning has been identified as an intervention that may address low levels of youth civic engagement. Service-learning is compared to two other interventions that have been associated with civic outcomes: community service and civic education curricula. Studies of these three types of interventions are systematically reviewed and compared, taking into account rigor of designs and methods. Across a range of civic indicators, no clear pattern was found regarding the impact of each intervention. This review highlights the need for increased rigor and sensitivity of measurement in future research on civic development among school-age students.

Mutual Wealth In Rural America, E. G. Nadeau, Elisabeth Howard Jul 2005

Mutual Wealth In Rural America, E. G. Nadeau, Elisabeth Howard

Center for Social Development Research

This essay contends that mutual wealth in rural America, particularly related to the use of land and other natural resources, has undergone three major paradigm shifts in the last 500 years, and may be at the threshold of a fourth. First, from the early 1500s to about 1800, European diseases and conquest destroyed the elaborate management systems for agriculture, forests, game, and other natural resources developed by North American Indians. Second, from the early 1500s to the early 1900s, European and white American settlers, induced by offers of land, repopulated the continent primarily with small and medium-sized farms and ranches. …

Overview Of Federal Wealth-Building Policies Relevant To Rural America, Jon Bailey Jul 2005

Overview Of Federal Wealth-Building Policies Relevant To Rural America, Jon Bailey

Center for Social Development Research

While the general philosophy behind wealth-building strategies generally makes little or no distinction between urban and rural areas, the federal government has established a specific regime of rural wealth-building programs recognizing the unique economies and challenges facing rural people and rural communities. This is particularly true for home ownership and business development and in the rural development programs of the United States Department of Agriculture. This paper provides an overview of federal wealth-building programs that apply to rural people and rural places in the United States, with an emphasis on those programs in USDA and other federal agencies that apply …

Age As Asset: The Contribution Of Youth And Retirees To Rural Well-Being, Kathleen K. Miller, Brian Dabson Jul 2005

Age As Asset: The Contribution Of Youth And Retirees To Rural Well-Being, Kathleen K. Miller, Brian Dabson

Center for Social Development Research

The purpose of this paper is to consider the proposition that community wellbeing in rural America can be enhanced by regarding youth and retirees as assets. For both age groups, the literature and public attitudes tend to adopt a less than positive view, emphasizing the problems associated with the out-migration of young people on the one hand and the growing numbers of the elderly on the other. This paper points to trends and thinking which suggest that a different, asset-based lens may be helpful in developing community and policy responses. This paper is one of a series focusing on wealthbuilding …

Asset-Building In Rural Communities: The Experience Of Individual Asset Accounts, Michal Grinstein-Weiss, Jami Curley

Center for Social Development Research

Similar to the beginning of many new eras, the dawning of the 21st century has brought new opportunities as well as new challenges to the stability of our economy. New technology offers more efficient methods of production while the continuing influence of globalization increases market availability for our goods. Yet, when a region has a hard time transitioning to a new economy, the challenges produced by these changes are often overwhelming and can create hardship. Rural America is currently facing many of the difficulties associated with these changing economies, thus affecting their current economic sustainability and development. The industry base …

Asset-Building In Rural Areas, Mark Schreiner Jul 2005

Asset-Building In Rural Areas, Mark Schreiner

Center for Social Development Research

Rural areas have low population densities. On the one hand, this develops social capital and entrepreneurship and permits agriculture. On the other hand, it increases the costs of transactions and providing public services. This makes asset-building more difficult in rural areas. For example, it costs more per capita to provide schools, roads, and hospitals, people are more likely to work in small firms that do not offer access to asset-building institutions such as group health insurance or 401(k) plans, and rural homes are less likely to appreciate in value. From a policy perspective, access to asset-building institutions could be decoupled …

Asset-Building Programs For People With Disabilities In Rural Areas: Including Independent Living And Long-Term Care Planning Education, Michelle Putnam, Fengyan Tang

Center for Social Development Research

This paper presents findings from a case study of individuals with multiple sclerosis examining their planning and preparation activities for their future independent living and long-term care needs. Data collected from a representative sample of National Multiple Sclerosis Society members in the greater metropolitan St. Louis and eastern Illinois area indicate significant differences in income, assets, education, health and functional limitation status between individuals living in rural versus urban areas. Additionally, findings show respondents with greater levels of education and assets, and those living in urban areas, are more likely to have saved for retirement, made legal preparations, or engaged …

Educational Status And Savings Performance In Individual Development Accounts, Min Zhan, Michal Grinstein-Weiss Jul 2005

Educational Status And Savings Performance In Individual Development Accounts, Min Zhan, Michal Grinstein-Weiss

Center for Social Development Research

This study examines the relationship between education and savings performance in Individual Development Accounts (IDAs), a matched savings program for the poor. We also investigate whether the relationship between education and savings is mediated by income, intended uses of IDAs, and program (or institutional) factors. The data of this study is from the American Dream Demonstration (N = 2,50), the first national demonstration of IDAs. The results indicate that, compared to the participants without a high school degree, those with some college education, especially those with a 4-year college degree, had higher savings, after controlling for program factors and other …

Enhancing The Value Of The Rural Experience Through Improved Connectivity, Brian Dabson Jul 2005

Enhancing The Value Of The Rural Experience Through Improved Connectivity, Brian Dabson

Center for Social Development Research

The purpose of this paper is to examine the proposition that improved connectivity, specifically through the use of broadband telecommunications, may be an important factor in enhancing the value of the “rural experience” and in so doing, improving the economic prospects for rural communities. This paper is one of a series focusing on wealth-building in rural America. The paper begins with a discussion of the current issues and perceived opportunities associated with the introduction and expansion of broadband telecommunications in rural America. It continues with a number of perspectives on the “rural experience” and in particular on those natural assets …

Impact Of Asset Ownership On Social Inclusion, Margaret Lombe, Michael Sherraden Jul 2005

Impact Of Asset Ownership On Social Inclusion, Margaret Lombe, Michael Sherraden

Center for Social Development Research

Persistent poverty and social exclusion suggest the need for more innovative interventions to reduce severe need and create terms for meaningful participation of vulnerable individuals in economic, political, and social exchange. One such innovation is asset ownership. This study explores the relationship between asset ownership and social inclusion using the human capabilities approach. Findings indicate a significant relationship, suggesting a role for asset-based policy and programs in interventions to foster social inclusion.

International Service: History And Forms, Pitfalls And Potential, Amanda Moore Mcbride, Dolly Daftary Jul 2005

International Service: History And Forms, Pitfalls And Potential, Amanda Moore Mcbride, Dolly Daftary

Center for Social Development Research

International voluntary service represents the contribution of one’s time to some cause, which is largely uncompensated and spent in a country other than one’s home country. The forms of international service have evolved from roots in missionary service to a focus on development of the host communities and the volunteers. Current trends emphasize mutuality, accountability, and participation by host communities, but against a historical and contemporary backdrop, inequality remains between the volunteers and hosts. This paper speculates a range of possible positive and negative developmental outcomes, programmatic strategies to mediate negative effects, and research to inform program and policy development.
