The International Boundary and Water Commission (IBWC), in its current form, was created in 1944 by the Treaty Regarding Utilization of Waters of Colorado and Tijuana Rivers and of the Rio Grande. The IBWC was given the authority to manage surface water along the US-Mexico border. Recent changes along the border have exposed a number of weaknesses in both the 1944 Water Treaty and the IBWC, making it difficult to resolve disputes. The challenges of administering the 1944 Water Treaty have escalated as population continues to grow, environmental concerns increase, water quality is jeopardized by sanitation inadequacies, groundwater resources are …

This project is designed to examine how a change in field collection methods can improve the ability to recognize sedimentation/siltation impairments for wadeable, cobble and gravel dominated streams. The specific purpose of this project is to determine how well EPA's Western Environmental Monitoring and Assessment Program (EMAP-W) will accomplish the objectives of the New Mexico Environment Department's Surface Water Quality Bureau (SWQB): to quantify substrate and channel conditions as a potential stressor to aquatic life and to quantify physical channel characteristics in order to provide ecological context for biological response variable data sets. Computer games are becoming more popular for both entertainment and educational applications. The growth of this technology and its realm of use creates a new demand for artificial intelligence (AI) systems: as AI becomes more prevalent, it becomes crucial for it to have a natural, human feel to it in order to best support its application. I invite you to read this report Contract & Grant Awards, fiscal year 2007, which lists contract and grant (C&G) awards received by the University of New Mexico (UNM) during the period from July 1, 2006 > June 30, 2007 (FY07). These awards represent new funds that were acquired during FY07 by the main campus, branch campuses and education cen> ters, and the Health Sciences Center (HSC). The HSC includes the School of Medicine, College of Nursing, and College of Pharmacy. Food Habits Of Rodents Inhabiting Arid And Semi-Arid Ecosystems Of Central New Mexico, Andrew G. Hope, Robert R. Parmenter

In this study, we describe seasonal dietary composition for 15 species of rodents collected in all major habitats on the Sevilleta National Wildlife Refuge (Socorro County) in central New Mexico. A comprehensive literature review of food habits for these species from throughout their distribution also is provided. We collected rodents in the field during winter, spring and late summer in 1998 from six communities: riparian cottonwood forest; piñon-juniper woodland; juniper-oak savanna; mesquite savanna; short-grass steppe; and Chihuahuan Desert scrubland. Network servers are vulnerable to attack, and this state of affairs shows no sign of abating. Therefore security measures to protect vulnerable software is an important part of keeping systems secure. Anomaly detection systems have the potential to improve the state of affairs, because they can independently learn a model of normal behavior from a set of training data, and then use the model to detect novel attacks. In most cases, this model represents more instances than were in the training data set—such generalization is necessary for accurate anomaly detection. Open access to scholarship, that is, making scholarship freely available to the public via the Internet without subscription or access fees, is a natural fit for legal scholarship given our tradition of making government and legal information available to citizens, and the many benefits that flow from freely disseminating information for its own sake. Law schools, journals and scholars should espouse the principle of open access to legal scholarship, not only for the public good, but also for the enhanced visibility it provides journals and authors. Open access can be accomplished by archiving digital works in online institutional repositories. Legal …
