Northern Cheyenne Tribe: Traditional Law And Constitutional Reform, Sheldon C. Spotted Elk

This profile by Sheldon C. Spotted Elk examines the U.S. Government's infringement on the Northern Cheyenne's political sovereignty. Most significantly, this profile examines the relationship between the oral history of the Northern Cheyenne and its impact on traditional tribal governance and law. Following the Northern Cheyenne's adoption of a modern constitution, many members fought to continue living under a traditional constitution. Ultimately, the Northern Cheyenne a written IRA compatible constitution while maintaining an oral constitution. The delicate balance allows the Northern Cheyenne to address modern issues while also keeping the fundamental traditional and customary law of the tribe alive.

Brief For Thirteenth Amendment Scholars, United States V. Hatch As Amicus Curiae, Dawinder S. Sidhu

Like the district court, we conclude that Congress has power under the Thirteenth Amendment to enact § 249(a)(1). Although the Thirteenth Amendment by its terms applies to slavery and involuntary servitude, Supreme Court precedent confirms Congress’s authority to legislate against slavery’s “badges and incidents” as well. In particular, the Supreme Court held in Jones v. Alfred H. Mayer Co., 392 U.S. 409 (1968)—a case permitting a federal private right of action against private individuals for housing discrimination—that Congress itself has power to determine those badges and incidents.

The opening of LatCrit XVI in San Diego, CA, on October 9, 2011, coincided with the events that are identified as the start of the global expression of the Occupy Movement. The Occupy Movement began to gain media attention on September 17, 2011, in Zuccotti Park in New York City. By October 9, protests had taken place or were ongoing in eighty-two countries and over 600 communities in the United States. Climate change presents novel challenges to indigenous peoples striving to maintain their place-based subsistence cultures. Climate change is altering physical environments, tribes are experiencing detrimental impacts, and adaptation is necessary to preserve indigenous lifestyles. The Swinomish Indian Tribal Community, a Coast Salish tribe in northwestern Washington State, has taken the initiative in tribal climate change adaptation efforts.

In 2010, the Swinomish Office of Planning and Community Development issued a thorough Climate Adaptation Action Plan, which delineates strategies the vulnerable coastal, salmon-dependent tribe must take. Resilient social systems, like American Indian tribes, are capable of anticipating and planning for the future. …

During the summer of 2011 students and faculty from the UNM Water Resources Program conducted an investigation of the Rito Peñas Negras in the Cuba District of the Santa Fe National Forest. The objective was to conduct an assessment of the stream and determine its characteristics, quality, and ability to meet its designated use of supporting high quality coldwater aquatic life. The Rito Peñas Negras is a small first order stream with a total length of 7.9 miles. It has one tributary, the Rito Café, which adds another 4 miles to its length. Polychlorinated Biphenyls (PCBs) are distributed throughout the globe and represent an environmental threat to wildlife and human health. The New Mexico Water Quality Control Commission has established surface water standards for Wildlife Habitat and the Human Health of 14,000 and 640 pg/L respectively. Preliminary studies identified elevated levels of PCBs in stormwater samples collected from Los Alamos National Laboratory (LANL) watersheds draining the Pajarito Plateau in northern New Mexico, including the Los Alamos County town site. PCB samples were collected at 59 stormwater runoff Site Monitoring Areas (SMAs) from 1996 to 2008 at LANL. PCB Aroclor concentrations ranged from 218,070 …

We show that infectious disease is a major contributor to the worldwide distribution of human cognitive ability, as measured by psychometric IQ. In areas where infectious disease is high, average human intelligence tends to be lower, and in areas where infectious disease is low, average human intelligence tends to be higher. In separate studies, we tested this across world nations (chapter 2) and across states of the USA (chapter 3). In efforts to disseminate our research to wider audiences, I reviewed the findings contained in chapters 2 and 3 using language that is accessible to non-biologists (chapter 4). Although it …

Differences between the left and right hemisphere of the brain have been observed in humans and rodents (Broca, 1861; Wernicke, 1881), including the hippocampal formation, a region of the brain that is necessary for some forms of learning and memory (Olton and Samuelson, 1976; deToledo-Morrell et al., 1988; Bernasconi-Guastalla et al., 1994; Tabibnia et al., 1994; Poe et al., 2000; Lister et al., 2006; Hanlon et al., 2005; Sommer et al., 2005; Moskal et al., 2006; Thompson et al., 2008; Klur et al., 2009). Background and Specific Aims: Chronic hypoxia (CH) induced pulmonary hypertension is mediated in part by endothelial dysfunction, involving reduced intracellular Ca2+ levels and decreased production of endothelium-derived vasodilators and anti-mitogenic compounds. Agonist-induced endothelial Ca2+ entry is decreased following CH due to a derangement in T-type voltage-gated calcium channels (T-channels) and caveolin-1 containing membrane lipid domains that regulate calcium influx in these cells. Considering the importance of store-operated Ca2+ entry (SOCE) to agonist-induced Ca2+ entry, we hypothesized that CH impairs pulmonary endothelial SOCE through altered caveolin-1 regulation of T-channels. Role Of Endothelial Bkca Channel Activity In Diminished Vasoconstrictor Reactivity Following Chronic Hypoxia, Melissa Anne Riddle

Vasoconstrictor responsiveness of the systemic circulation is attenuated following prolonged exposure to hypoxia. Previous work from our laboratory has demonstrated vasoconstrictor reactivity is diminished due to hyperpolarization of the vascular wall in systemic arterioles. The hyperpolarization of the vascular wall was found to be dependent upon the endothelium, heme oxygenase (HO), and calcium-activated large conductance potassium channel (BKCa) as removal of the endothelium or blockade of HO or BKCa restored vasoreactivity. Interestingly, recent evidence for HO and BKCa association has emerged in carotid body glomus cells where HO and BKCa form oxygen sensing complexes. In these novel oxygen sensing complexes, …

A recent primary drug screen by the University of New Mexico Center for Molecular Discovery uncovered a novel group of allosteric-modulators of VLA-4 integrins known as phenothiazines. Phenothiazine family compounds were initially discovered as organic dyes in the 1800's, the most well-known of which is methylene blue. Relatively soon thereafter phenothiazines were found to be useful clinically, a trend that has continued in the century since peaking as antipsychotics in the 1950's. Spatiotemporal Dynamics Of Transport In The Squid Giant Axon: Competition Between Cargo Motor Receptors, Jip-1, App-C, And Negative Charge, Pamela E. Seamster

Transport of membrane-bound organelles is critical to neuronal cell function yet mechanisms hitching vesicles to transport machinery remain elusive. Here we test whether jun-kinase interacting protein (JIP-1), a peripheral membrane scaffolding protein that binds kinesin light chain, is sufficient to mediate cargo transport in axons and study its competition with amyloid precursor protein cytoplasmic domain (APP-) and negative charge, also known motor receptors. Fluorescent beads (100 nm diameter) exhibit sequence-specific fast anterograde transport (0.46μm/s instantaneous velocity) in the squid giant axon when conjugated to a 14- amino acid synthetic peptide derived from the carboxyl terminus of JIP-1. This study identifies and examines the components of social capital related to a grassroots initiative to address Indigenous youth suicide through art. The Native Artists for HOPE’s Thoreau Youth Art Project was organized by a small group of professional Native American artists in response to a sudden increase of youth suicide in a community on the Navajo Nation. This dissertation provides a close reading of a different approach to leadership, one arising from the cultural community around the Diana's Grove retreat center. This philosophy holds cultural norms of the Cornerstones of Community (choice, thinking well of the group, thinking well of one's self, stewardship of self, and sacred wound) as overt rules that are the foundation of sustainable community interactions. These problems can often be broken into smaller tasks, which can be executed in parallel, on large computer systems. In pursuit of solving ever larger problems in a more timely manner, the number of nodes in these large computer systems have grown to extremely large scales. All of the extreme-scale-software systems that run on these extreme-scale-computational systems go through what we call a bootstrapping phase. The Structure Of Energy Production And Redistribution Among Tsimane' Forager-Horticulturalists, Paul L. Hooper

This dissertation constitutes an integrated analysis of the Tsimane' economic subsistence system. Its analyses are guided by a body of evolutionary theory which posits that life history traits, the structure of social relationships, and nature of economic production co-evolve in patterned and predictable ways. This theory specifically suggests that, for humans, the returns to embodied capital development and declines in reproductive efficiency late in life interact to produce: prolonged development, extended lifespan, menopause, and a predominantly downward three-generational system of energetic provisioning. Inquisitive Objects: Material Culture And Conversos In Early Modern Ciudad Real, Jessica Weiss

Between 1483 and 1526, one-hundred and twenty-four trials were conducted by the Spanish Inquisition against conversos in Ciudad Real. The notarial records from these trials contain a multitude of references to material culture, including sculpted artworks, candles, and effigies. This essay analyzes the references to materiality utilized in arraignments, witness testimonies, and verdicts, and then correlates them to broader constructions of cultural identity. These references reveal a pre-modern animistic world view in which objects both shape and are shaped by their participation as active agents in religious ritual.
