The study of public policy has attempted to clarify the realm of political activity which is responsible for the decisions made in the public arena for the good of the people. Public policy, in a very broad sense, has been defined as "whatever governments choose to do or not to do" (Anderson, 1977, p.2). There are many factors which are taken into consideration when decisions are made to initiate, terminate, or investigate a possible policy for a community.

Methods Of Analyzing The Performance Of Induction Machines., Thomas Arthur Higgins Jr Jan 1978

Methods Of Analyzing The Performance Of Induction Machines., Thomas Arthur Higgins Jr

All ETDs from UAB

The modeling of induction machines during transient conditions, in order to analyze their effects on the generating station auxiliaries systems, poses some complications for the power system engineer. One concern is establishing realistic motor data for use in modeling large motors. The second is to assure that the models used are sufficiently accurate to faithfully predict the performance of the machine in the field. In this thesis the effects of across-the-line starting of induction machines are analyzed. First, a method of estimating the machine parameters from general data submitted by the manufacture is developed. Next, models are developed to analyze the …

I. INTRODUCTIONA. ICES is an acronym for Integrated Civil Engineering System, a major computer system dedicated to the advancement of the teaching and practice of civil engineering (7). The system was developed at the Massachusetts Institute of Technology during the mid 1960s. It is a large scale computer based system with powerful problem-solving capabilities.B. STRUDL is an acronym for Structural Design Language. It is a subsystem of ICES capable of supplying accurate and comprehensive information for structural design decision making. The IUG version of STRUDL I I was utilized in this thesis.

In contrast to the growing literature on homogeneous multi-parameter boundary problems, there has been no study of nonhomogeneous boundary problems involving more than one parameter of which this author is aware. In this paper, the nonhomogeneous second order differential system is considered.

The Incarcerated Female Offenders: A Study Of Inmates Of Julia Tutwiler Prison., John R. Pendergrass

All ETDs from UAB

Perhaps no other area of criminology offers the rampancy of opportunity for study as does the female offender. Increasingly, it is noted that crime by females is on the rise, not only in the "traditional” crimes usually associated with females, such as sexual offenses (usually prostitution) and theft, but also in more serious crimes such as homicide, robbery, and aggravated assault.

The Effect Of Psychological Stress On Complex Task Performance., Mary Christine Rumore Jan 1977

The Effect Of Psychological Stress On Complex Task Performance., Mary Christine Rumore

All ETDs from UAB

Many individuals are required, intentionally or inadvertently, to engage in complex behaviors under various degrees of psychological stress. Performance efficiency may vary depending on the individual's level of arousal, and high levels of psychological stress might adversely affect task performance. The pervasiveness and importance of the effects of psychological stress on performance have encouraged investigators to explore the relationship between levels of stress and degree of performance impairment.

The Use Of Authority By Probation And Parole Officers: Its Effect On Client Recidivism., Millard Earl Moon Jan 1977

The Use Of Authority By Probation And Parole Officers: Its Effect On Client Recidivism., Millard Earl Moon

All ETDs from UAB

Probation and parole agencies are relatively new additions to the criminal justice system. Although the concept of providing for a mitigation of punishment for certain classes of offenders seems to have existed since the early beginnings of the Anglo-Saxon judicial system as well as under the laws of earlier civilizations, these provisions for the avoidance of severe punishment appear to have been based on very different considerations than those which ideally affect decisions in probation and parole cases today.

The past fifteen years in this country have seen the perinatal period of human existence become the subject of increasing research. Perinatal mortality rates in the United States remain high by comparison with those observed in other developed countries of the world. This difference may be partially explained by the poor distribution of medical care and by less than optimum clinical implementation of available knowledge about pregnancy and parturition. However, in many instances the etiology and mechanisms of death before, during and immediately after birth are not well understood.

Essential Competencies Of Teachers Of The Gifted., Charlotte Ann Donaldson

All ETDs from UAB

It is the teacher who sets the environment which inspires or destroys self-confidence, encourages or suppresses interests, develops or neglects creativity, stimulates or discourages critical thinking, and facilitates or frustrates achievement. -Joan B. Nelson and Donald L, Cleland. The competence of his teacher is a crucial factor in any child's learning, self-understanding, and social adjustment. Indeed, numerous studies have cited the importance of the teacher's knowledge, skills, and attitudes as the key to effective learning in all elementary and secondary educational programs. This project investigated essential competencies of one small but important segment of the profession—the teacher of the intellectually gifted.

In his classic "7, plus or minus 2" paper, Miller (1956) introduced a term to describe what he thought people do when trying to memorize lists of words or numbers. He suggested that people "chunk" small bits of information into larger sets which bear some internal order or whose members share common characteristics, and in so doing implicitly increase their ability to recall large amounts of the designated information.

Multinuclear Nmr Studies Of Gallium Complexes In Aqueous Solution., Chang Hsing Chang Jan 1977

Multinuclear Nmr Studies Of Gallium Complexes In Aqueous Solution., Chang Hsing Chang

All ETDs from UAB

Gallium-67 tumor scanning is widely employed in the clinical detection and staging of a broad range of solid tumors and malignant lymphomas. As a basis for understanding the molecular mechanism of gallium localization in tumor cells, the aqueous chemistry of gallium(III) was investigated by nuclear magnetic resonance (NMR) spectroscopy. Specifically, these studies include: characterization under various experimental conditions (pH, concentration, temperature etc.) of gallium citrate complexes, of gallium phosphate complexes, and of gallium complexes with EDTA (ethylenediaminetetraacetate), NTA (nitrilotriacetic acid) and lactate etc. The results of these studies demonstrate that all the agents which inhibit in vitro gallium-67 uptake by …

Corrosion has long been recognized as a problem with synthetic, metallic materials for applications in biological environments. This is one of the main reasons type 316L stainless steel and Ti-6Al-4V ELI-grade alloy have emerged as two of the more widely used metallic biomaterials. In recent years with more and more use of metallic implants in patients of younger ages, the time interval over which the implants must function has doubled or tripled.

Marijuana and hashish have been under focus in recent years by governmental, social, and scientific groups. This attention has triggered the study of chemistry of cannabis sativa, cannabis indica, and other types of plants thought to contain cannabinoid. material. These studies have led to many new syntheses of these plants' substituents.

Physical Exercise As Treatment For Hyperactivity In Children., Mary Guy Price Jan 1977

Physical Exercise As Treatment For Hyperactivity In Children., Mary Guy Price

All ETDs from UAB

The hyperactive syndrome is marked by symptomatic patterns of excessive non-goal-directed motor activity, short attention span, easy distractibility, impulsivity, and associated learning and behavioral problems (Satterfield, Cantwell, and Satterfield, 1974). The syndrome is observed early in life and is more common among boys. The child seldom completes a task and frequently shifts from one activity to another (Marwit and Stenner, 1972).
