Under What Conditions Does Caseworker-Caregiver Racial/Ethnic Similarity Matter For Housing Service Provision? An Application Of Representative Bureaucracy Theory, Jennifer E. Blakeslee, Emmeline Chuang, Alicia Bunger, Bowen Mcbeath

In this article, we examine child welfare caseworkers’ housing-related service strategies when they serve culturally similar versus culturally dissimilar clients. Testing hypotheses drawn from representative bureaucracy theory and using data from the second cohort of the National Survey of Child and AdolescentWell-Being, we find that when non-Caucasian caseworkers share the same racial/ethnic background as caregivers, caseworkers use more active strategies to connect caregivers to needed housing services. The relationship between racial/ethnic matching and frontline workers’ repertoire of service strategies is most pronounced when the need for housing has been registered formally via referrals and case plans and thus legitimated institutionally. …

This series of papers, Integrating Safety, Permanency and Well-Being in Child Welfare, describes how a more fully integrated and developmentally specific approach in child welfare could improve both child and system level outcomes. The US prison system has multiplied by four since 1980; each year about 730,000 people enter state and federal prisons and 700,000 people exit. As a result of this expansion, there is a massive increase of formerly incarcerated people reentering local communities every year. Budget cuts in prison programs and in local government’s social services are causing these individuals to be less educated and less prepared for reintegration; communities are also ill prepared to absorb them. This research aims to gain a better understanding for how the processes, goals, and actions are formulated and implemented throughout three EcoDistricts within Portland, Foster Green, Living Cully, and South of Market (SoMa). More specifically, this study will analyze how these districts are formed around three different drivers in the push for sustainability. Portland's history and geography are patterned, like any city, by spatial imaginings both utopian and dystopian. This examination of the raw landscape of the city’s nascent garden space in Cully Park is an attempt to research a third manifestation of space, one that might be called heterotopia. What is missing from academia and society at large is a more holistic picture of youth sexting. Not adequately understanding youth sexting has stunted previous attempts to effectively educate young people on its potential consequences. As such, the social and legal consequences of sexting gone viral have negatively impacted countless individuals. This study offers a preliminary glimpse of the sexting phenomenon by highlighting the experiences of 20 young people. I explore emergent themes regarding the nature of youth sexting as well as the interrelations amongst privacy, relationships, and sexting. While many studies focus on the links between multiple risk factors and negative outcomes such as child maltreatment, less is known about the influence of protective factors in the face of risks. The theoretical base of this study was a social ecological model of interactive influences including individual parent, family, and neighborhood level factors to predict outcomes. Protective Factor Index (PFI) and Risk Factor Index (RFI) predictors were developed to explore potential multi-level protective factor buffering effects on key child development and parenting outcomes. In March 2011, Multnomah County's Juvenile Services Division (JSD) in Portland, Oregon implemented a new program model called Functional Family Probation Services, a case management model based on the principles of Functional Family Therapy. Under this model JSD Juvenile Court Counselors deliver Functional Family Probation Services to medium and high-risk youth on probation; both to the youth and their family in their home. This qualitative case study examined the extent to which the Juvenile Court Counselors and Community Justice Managers implemented Functional Family Probation Service's components and recorded their opinions regarding Functional Family Probation Services as a case management model. …

Closing the achievement gap has been a national conversation for several decades and a priority for educators and researchers. By looking closely at one school which is showing exceptional success with closing the achievement gap for low income students and English language learners, this study seeks to understand how school personnel and parents view after-school activities and ways in which those activities may be impacting students who are making significant gains in spite of the achievement gap. This presentation focuses on native American youth and how work with this population can be improved by following the Relational World View as a theoretical framework. Discusses practice-based evidence findings and development of the NAYA Assessment Tool, and the Finding Our Way study methods. Findings of the study explore young people's perceptions of challenges, needs and supports. Finally, the presenters discuss expansion of the assessment tool to address transition domains.

Since 1975, African immigrants, refugees and secondary migrants have been relocating to Multnomah County and now represent the fourth largest immigrant community after Latino, Asian, and Slavic immigrants. The African community here is incredibly diverse in its make-up, with over 28 different African countries and numerous ethnic groups represented. Estimates from 2003 suggest that African immigrants make up 2% of the foreign-born population in the Portland Metro (tri-county) area. Nearly half (45%) of the tri-county area’s African foreign-born population is from eastern Africa, including Ethiopia, Eritrea, Kenya, Somalia, Tanzania, Uganda, Zambia, and Zimbabwe. Photovoice (PV) is a way to get young people engaged in their communities and be featured as “experts on their own lives” (Wang, et al., 2004). The process involves giving youth cameras they can use to document the realities of their day-to-day experiences and highlight the strengths and challenges within their communities. The photographs they take and the stories that emerge from small group discussions around the pictures are used to engage in important discussions with policymakers, community leaders, and power brokers within the community in order to promote positive change.

Seventy percent of those who will have an episode of psychosis will have done so by age 25. Data from clinical trials of intervention during the clinical high risk period of psychosis have determined that the mean age is in mid-adolescence, 16-18 years of age. For those reasons, early intervention inherently involves adolescents, and by extension their parents and other family members and supports. Many older youth in foster care lack adequate resources and ongoing support in their social networks as they transition into young adulthood, while other youth in these circumstances experience stable social networks providing comprehensive support. Systematically measuring the supportive personal and service-oriented relationships in youth networks expands the scope of inquiry in this area by identifying patterns of social network structure, member composition, and relational qualities that are associated with more or less support provision through formal and informal relationships. Our report, "The Latino Community in Multnomah County: An Unsettling Profile" uncovers an array of racial inequities across the systems of income, employment, education, juvenile justice, corrections, child welfare, philanthropic giving, housing, immigration, research practices (particularly population measurement), wealth, health, health insurance coverage, racial harassment, public service and voter registration. These systems maintain our second-class status and serve to limit our current well being and the prospects for a bright future for our children.

The link between child welfare and juvenile justice is well established, with over forty years of research that focuses on the increased risk of delinquency associated with child maltreatment. However, with over 700,000 children in the United States being victims of abuse and/or neglect in 2010 (DHHS, 2011), it is important to continue investigating this connection. The Power Of Protection: A Population-Based Comparison Of Native And Non-Native Youth Suicide Attempters, Juliette Mackin, Tamara Perkins, Carrie Jeanne Furrer

This study provides actionable information about intervening with American Indian/Alaska Native (AI/AN) youth to prevent suicide. Statewide school survey data were used to model the impact of risk and protective factors on self-reported suicide attempts (both AI/AN and non-AI/AN). The cumulative risk and protective model worked similarly for both groups. AI/AN youth had a higher threshold of risk before making a suicide attempt. Protective factors buffered the impact of risk, particularly for the higher risk youth.

The implementation of a robust community based participatory research (CBPR) study in Multnomah County, Oregon, has detailed broad and deep racial disparities across 27 institutions and systems. The process of this research has led to the identification of numerous practices that misrepresent and negate the experiences and very identity of communities of color.
