Undoubtedly, runaway and homeless youth (RHY) are one of the most vulnerable, yet underserved groups in our country. Well-meaning advocates have developed programs and services in an attempt to remedy this, yet there is little evidence of their effectiveness. Moreover, according to the research literature, a low utilization rate of current services by youth is a major concern. From a constructivist theoretical position, this study posits that the missing element is youth voice and the researcher hired formerly homeless youth to conduct the analysis of focus group data gathered from RHY who were participating in a range of services funded …

This report is the result of three years of work of true partnership between the Native American community, the Coalition of Communities of Color and Portland State University. The Portland Indian Leaders’ Roundtable, an alliance of 28 local Native American organizations, tribal organizations and Native focused programs within larger institutions, took a lead role in the implementation of the Native American research. Elders of the community reviewed the work and provided invaluable knowledge and historical context.
Our main priority is to advocate for policy decisions that improve outcomes for the Native American community. We hold institutional reform and the formation …

At the first quarterly meeting of the Pathways Transition Training Collaborative (PTTC), members approved the following definition of competency, and the structure of the core competency document. The definition is based in part on the work of Hoge, Tondora, and Marrelli (2005). We will be developing an interdisciplinary course for graduate students based on the core competencies that emerge from the PTTC and the research of the Pathways to Positive Futures RTC. Later, the PTTC will present webinar and online course modules that develop from the core competencies identified by our community of practice.

Participatory models of research, in which communities are actively engaged in the research process through partnerships with academic institutions, are restructuring how scientific knowledge is being created. Community engaged research, also known as, community based participatory research (CBPR), and participatory action research (PAR) is increasingly recognized as a framework for high quality scientific inquiry. In community engaged research, researchers and evaluators work side‐by‐side with community members in all phases of the research process, from defining social problems and research questions, conceptualizing research design, carrying out research, and interpreting and disseminating findings. This report is about how developing "EcoDistricts" in Portland can result in more sustainable neighborhoods and a more sustainable city. With generous funding from the Bullitt Foundation in Seattle, we have been able to take a deeper look into core concepts underlying the notion of pursuing citywide sustainability through neighborhood-scale action. The question becomes: What needs to be done to enable communities to self-manage their resource using behavior by creating community-inspired interventions that change relationships between people and between people and place? In the fall of 2009, Portland State University President Wim Wiewel commissioned a Task Force, and an associated Advisory Board composed of community stakeholders, to make strategic recommendations concerning how Portland State can best serve the higher education needs and aspirations of Oregon’s Latino community. President Wiewel further charged the Task Force to base its recommendations on the best research and evidence available and to consider the most effective investment of PSU resources.

Oregon has long been known as a site for innovative family engagement practice. Multiple forms of family meetings have been implemented in Oregon over the years and many child welfare offices use some form of intensive efforts to find family for children in care. Beginning in the Fall 2012 and over the next three years, Oregon implemented a federally funded (Children's Bureau) demonstration project, Family Connections Oregon, to test a model intervention, to develop a supportive infrastructure for sustaining family connections practice, and to establish a family voice association at the policy level. The lack of culturally appropriate health and mental health care has contributed to the large number of African American youth and families involved in the child welfare system. This article reviews the consequences of the insufficient access to culturally sensitive, evidence-supported interventions for African American foster youth. The authors describe a framework for the development of culturally appropriate mental health interventions responsive to the needs of African Americans.

The training manual and workbook, including the survey, were originally designed as supplemental materials to a workshop delivered to human resource professionals by the Work-Life Integration Project. Once the materials were compiled and reviewed, we decided to make the document available as a printed resource for a more general audience. While the materials were initially developed for use with human resource professionals, they are readily adaptable for use with other groups of employees, such as supervisors, managers, or teams of co-workers. The manual is also suitable to be used by members of family support organizations and other individuals interested in …

Although the conceptual foundations of PBS at the universal level have been widely described and presented in the literature, secondary and tertiary interventions have been presented through very limited examples. This paper defines the key features of secondary and tertiary interventions and presents a decision-making process to guide schools through a continuum of strategies at these levels. The continuum is described in terms of a recursive loop, repetitively asking four questions: what is predictable about student failure, what is the simplest effective intervention, how can consistent implementation be achieved, and is it working? This presentation explores the use of Practice-Based Evidence methodologies to support social work with Native American youth. It is based on a five-year collaborative effort between the Native American Youth and Family Center, National Indian Child Welfare Association, and the Research and Training Center on Family Support and Children's Mental Health. The researchers aims were to develop strategies for documenting the effectiveness of services, and to develop a process for conducting evaluations based on known outcomes of community based programs.

Early childhood mental health consultation (ECMHC) is the primary strategy implemented by Head Start programs to address the social and emotional needs of children and their families, but little is known about the attributes of early childhood mental health consultants (MHCs) that contribute to consultants' relationships with Head Start staff and to consultation outcomes. The present study examined how attributes of MHCs contribute to positive relationships between the MHCs and Head Start staff and to improved consultation outcomes. This issue of Focal Point explores how the increasing emphasis on using evidence–based practices and a "system of care" approach is driving changes in jobs and roles related to children's mental health. The Midwest Evaluation of the Adult Functioning of Former Foster Youth (Midwest Study) is a longitudinal study that has been following a sample of young people from Iowa, Wisconsin, and Illinois as they transition out of foster care into adulthood. It is a collaborative effort involving Chapin Hall at the University of Chicago; the University of Wisconsin Survey Center; and the public child welfare agencies in Illinois, Iowa, and Wisconsin. This executive summary report concentrates on the outcomes of 21 year old youth as they "age out" of the child welfare system and transition to adulthood.

Evidence–based programs produce positive outcomes for consumers, providers, and the greater public. However, not all evidence–based programs have been proven to work with diverse groups. The participation of families of children with emotional or behavioral disorders is increasingly seen as an essential component of children's mental health services. Although it is frequently discussed in the literature, family participation has not been a major focus of most research surrounding youth with serious emotional disorders (SED). This gap in research is particularly evident in the literature related to those youth who are also in the juvenile justice system. Determinants Of Substance Abuse Among Incarcerated Adolescents: Implications For Brief Treatment And Crisis Intervention, Stephen J. Tripodi, David W. Springer, Kevin Corcoran

This study assessed the determinants of substance abuse among incarcerated youth. Because substance abuse is a predictor of incarceration and conduct disorder is known to increase the chances of youth abusing substances, the purpose of this study was to determine what seminal symptoms of conduct disorder seem to be the risk factors for substance abusers among incarcerated youth. Data were collected on 83 youth in southern Oregon, 74 males and 9 females. Logistic regression found the overall model containing 6 symptoms of conduct disorder to be significantly related to substance abuse (p , .001). When looking at the 6 symptoms …

Asset Mapping: Community Geography Project
In May of 2006, Southeast Uplift of Portland Oregon approached Portland State University Mapping Community Assets Senior Capstone class with a proposed project. They asked the class to explore the community connections and assets in southeast Portland, and, specifically in the Montavilla Neighborhood. They were interested in the community organizations that might exist in the area and the way these organizations interacted with each other and the community as a whole. The class goal was to come up with a tool that could be used in the other southeast neighborhoods based on the research and experience in Montavilla.

The Oregon Mental Health Referral Checklists: Concept Mapping The Mental Health Needs Of Youth In The Juvenile Justice System, Kevin Corcoran

This article summarizes the development of checklists to identify the mental health needs of youth in the juvenile justice system. With concept mapping as its base, a 31-item checklist was developed in three parallel forms and assessed on three samples: youth in a locked correctional facility and parents and juvenile justice professionals of adjudicate youth who were sentenced to community service. The instruments appear to have acceptable to very good internal consistency and moderate to strong coefficients of equivalence. Total symptoms were associated with internal and external problems for youth, suggestions from a trusted friend that one might have a …
