Economic Equity In Communities Of Color: The Effectiveness Of Minority Contracting Initiatives, Matthew Chorpenning, Ann Curry-Stevens, Greg Schrock, Nathen Lamb

Center to Advance Racial Equity Publications and Reports

As the movement for racial equity takes hold in Portland, Oregon, we look for examples of where the living conditions of communities of color are improving. One concrete initiative that many point to is the array of minority contracting efforts whereby minority-owned businesses are supported by various levels of government in ways that are entrenched in both policy and practice. This report looks at the most recent data on minority contracting, as well as minority hiring policies, research-based best practices and a case study of the Sellwood Bridge project and determines that much more can and should be done to …

Objective

We examined associations of childhood physical and sexual abuse with risk of intimate partner violence (IPV). We also evaluated the extent to which childhood abuse was associated with self-reported general health status and symptoms of antepartum depression in a cohort of pregnant Peruvian women.

Methods

In-person interviews were conducted to collect information regarding history of childhood abuse and IPV from 1,521 women during early pregnancy. Antepartum depressive symptomatology was evaluated using the Patient Health Questionnaire-9. Multivariable logistic regression procedures were used to estimate adjusted odds ratios (aOR) and 95% confidence intervals (95%CI).

Results

Family Connections Research Capsules, Center For Improvement Of Child And Family Services

Child Welfare

Family Connections Oregon (FCO) was a three-year demonstration project funded by the Children’s Bureau in which a co-located coordinator provided a package of services - intensive family finding and engagement, family group conferencing, and follow-up - within the first 60 days of a child’s out-of-home placement. These practices are continuing in Oregon through a IV-E waiver demonstration project called Leveraging Intensive Family Engagement (LIFE).

The Research Capsules associated with this project are included in this record.

Peer Mentoring In Child Welfare: A Motivational Framework, Anna Rockhill, Carrie Furrer, Thuan Duong

Center for Improvement of Child and Family Services Publications

Peer mentoring interventions for parents with substance use disorders who are involved with the child welfare system are relatively new, complex, individualized interventions and thus need to be understood both in regard to program efficacy and the processes of how they work. This qualitative study of the experiences of parents involved in a parent mentoring program suggested that certain practices helped motivate parents to think and act in ways that supported their goals and child welfare case plans. The three key mentoring practices that emerged were building caring relationships, pro- viding guidance, and putting parents in charge. These practices promoted …

Conceptualization Of The Memorial Tattoo In Scholarly Literature, Nicole Brown Jan 2015

Conceptualization Of The Memorial Tattoo In Scholarly Literature, Nicole Brown

University Honors Theses

The intent of this study is to examine the "self-help tattoo," specifically the sub-genre of the self-help tattoo, known as the memorial tattoo in scholarly literature. Over the past few decades, tattoos became increasingly popular within the United States' middle- and upper-class communities. The widespread use and increasing acceptance of such body art in Western society have invited researchers in many scholarly fields to interpret the memorial tattoo's meaning. This study finds that the memorial tattoo is conceptualized differently across scholarly fields and there isn't an overarching theoretical framework that all scholars follow.

University Honors Theses

The Gay Rights movement of the United States (U.S.) has made progress in the past few years with the overturning of bans on openly gay service in the military and gay marriage nationwide. Queer identity is being portrayed in more positive ways in the media and becoming an accepted form of identity in many areas of the country. Traditionally many Religious Right Organizations in the U.S. have been opposed to Gay Rights. This research explores the responses of the Conservative Christian organization Focus on the Family (FOTF) to this increasing normalization of queer identity. By analysis of documents on their …

Disaggregating Student Outcomes By Race And Income: Educational Equity In Oregon, Anne Sinkey, Ann Curry-Stevens

Center to Advance Racial Equity Publications and Reports

This research seeks to answer an emerging question in public school debates: whether race is just a proxy for income when it comes to disparities in educational outcomes among Oregon’s K-12 students. This research set out to respond to this question, and draws from public school data records to answer the question. We investigated student test scores across three different environments: elementary schools, middle schools and high schools. We also investigated student graduation rates from high school. The pattern of findings is absolutely clear: regardless of the site or type of disparities, when we compare how low-income students fare, all …

Child And Maternal Health In The Slavic Community: Insights On Assets And Priorities, Marie-Elena Reyes, Ann Curry-Stevens

Center to Advance Racial Equity Publications and Reports

The Slavic community’s health is impacted by race and ethnicity, and also by issues that flow from being a newcomer community, and also from their status as refugees. They also bring to the U.S.A. cultural orientation that is collectivist, and shared experiences of persecution and deep distrust of the government. As is detailed in this report, these experiences have an impact on health and wellbeing, and simultaneously have a detrimental effect on the economic stature of the community.

This Community Needs Assessment on the Health of Slavic Children (ages 0-5 years) was conducted to produce a “needs assessment” report outlining …

Family Connections Oregon, Center For Improvement Of Child And Family Services

Child Welfare

The State of Oregon was an early implementer of family-centered practices to improve child welfare outcomes by effectively engaging families so that children avoid placement or spend less time in care. Despite this promising history, statewide availability of such practices had not yet been attained. With the support of the Family Connections Grant, Oregon Department of Human Services (DHS) partnered with the Child Welfare Partnership at Portland State University’s (PSU) School of Social Work to address this need.

University Honors Theses

Growing informational technology and international business alongside the speed of travel, have facilitated intercultural contact and increased the need for intercultural competency. As the world shrinks there are less defined lines between "us" and "them" and there is an increased need to look beyond our differences and focus on genuine human similarities. Intercultural competency is the ability to interact and communicate with another culture without violating valued social norms. Intercultural competency is preceded by a process of exposure and adaptation to new environments. Intercultural exposure is easily facilitated by international travel. Service-learning practitioners design community engagement activities to affect students in powerful and even transformative ways. This qualitative study explores the long-term impacts (3-16 years after graduation) of participation in a senior-level service-learning course. Through interviews with 20 randomly selected participants, the researchers explored whether and in what ways graduates continued to experience impacts from the course, including those that have become interwoven with other life experiences or have catalyzed altered perspectives and/or actions. Graduates were first asked to identify their most significant learning experiences in college in order to gauge the relative importance, if any, of the service-learning course in …

Strengths In Action: Implementing A Learning Organization Model In A Human Service Setting, Barbara Ann Whitbeck

Dissertations and Theses

Although learning organization theory evolved in corporate settings, literature suggests that the theory has much to offer human service organizations. This dissertation examines the implementation of a modified learning organization model in three small field offices of a publicly-funded vocational rehabilitation organization in the Pacific Northwest, at a time when the organization was negotiating financial cutbacks and organizational changes. The model - known as Strengths in Action - was based on Senge's five learning organization disciplines, and informed by organizational culture theory. In each participating office, all staff worked together to set a goal, make a plan, and achieve the …

Understanding Sexual Assault Survivors' Willingness To Participate In The Judicial System, Mildred Ann Davis Dec 2014

Understanding Sexual Assault Survivors' Willingness To Participate In The Judicial System, Mildred Ann Davis

Dissertations and Theses

This dissertation examined the relationship between support services for adult survivors of sexual assault and judicial outcomes. Specifically, this study explored survivors' willingness to participate in the judicial process. Although "victim unwilling to participate" is the primary reason given by the police for cases not progressing to prosecution, we know little about most aspects of survivors' willingness to participate in the judicial process, especially beyond initial reporting of the assault. The steps to prosecution are dependent on one another yet a survivor's willingness to participate in these steps is a fluid process. The primary research question explored was Are there …

Changing The Face Of The Earth: The Morrison-Knudsen Corporation As Partner To The U.S. Federal Government, Christopher S. Blanchard

Dissertations and Theses

Beginning with reclamation projects in the western U.S., the heavy construction industry helped the federal government grow in size and sophistication in the twentieth century. The Morrison-Knudsen Corporation throughout the twentieth century represented one of the federal government's favored contractors. Following western reclamation projects, the U.S. federal government then used contractors to help move the U.S. economy out of the Depression, prepare for World War II, wage the Cold War at home and abroad, and win the space race. Thus, at key stages in United States history we observe the necessity of the U.S. federal government partnering with the heavy …
