New public management practices in the U.S. call for governmental accountability, performance measures and benchmarks. Community benchmarks research provides a basis for current information and further research for planners and educators in the urban planning profession. A benchmark is simply a standard for performance or targeted level of service delivery aspired to by the city. Community benchmarks, as defined by the researcher, are tied to an adopted community plan. Community plans take many shapes including the General or Comprehensive Plan, the city's budget document, or a variety of strategic planning documents.

In addition to an inventory of potential urban agriculture sites, the team also conducted a literature review, held focus groups with relevant stakeholders, conducted numerous interviews, and administered and analyzed surveys. The results of these outreach efforts greatly informed criteria development and recommendations, and expanded our understanding of the potential for urban agriculture in Portland. This project was conducted under the supervision of Sy Adler, Deborah Howe, and Connie Ozawa. This project provides a framework for guiding future public involvement in creating the Oregon City's Concept Plan and the Park Place Neighborhood Plan. The public involvement process focused on identifying issues and opportunities associated with the possible development of an area adjacent to the neighborhood that, if annexed into the city, will become part of the neighborhood. This project was conducted under the supervision of Sy Adler, Deborah Howe, and Connie Ozawa.

Past and current planning efforts by the City of Portland, such as the South Park Blocks Urban Renewal Area and the West End plan, have sought to promote new mixed-use development through increasing the residential density and investment in the area. The West End plan focused primarily on the area north of SW Salmon Street and the urban renewal area currently does not have a standing advisory committee to represent the Downtown neighborhood’s interests. Through its Progress Board created in 1989 and Oregon Benchmarks, Oregon has been a leader in collecting and using data to discern statewide trends in dozens of different economic, environmental, and social arenas. Oregon was among the first U.S. states to set targets for the future in each of these categories, allowing its citizens to see how much farther we have to go to achieve livability goals. These benchmarks are grouped under three major areas of a state strategic plan: quality jobs for all Oregonians; safe, caring and eng aged communities; and healthy, sustainable surroundings. The Courts And The Making Of A Chinese Immigrant Community In Portland, Oregon, 1850-1910, Sarah Marie Griffith

This thesis studies the development of the Portland, Oregon Chinese immigrant community between 1850 and 1910. Chinese immigrants first arrived in Portland in the mid-1850s and quickly created businesses as well as social institutions they transplanted from China to the U.S. West. They also established intricate relationships among themselves and with members of the surrounding white community. County and state court records held at the Multnomah County Courthouse and National Archives in Seattle, Washington, reveal much about the Chinese immigrant community in Portland and provide a window into a society that left few written records. The provision of local government services within the urbanizing area of northwest Clackamas County has posed a difficult challenge for a number of years. This report examines the financial aspects of providing urban services to a study area with the following boundaries: the Clackamas County/Multnomah County line to the north, Interstate 205 to the east, highway 224 to the south, and the City of Milwaukie to the west.

This conference is built on two very interesting premises; first, that university outreach can change society and second, that outreach can also change the university. What is the mechanism by which this mutual influence can occur? What does the university offer the community, and what does the community offer the university? The short answer is--the opportunity to learn in the company of others in a situation where learning has consequences.

Gay Bars, Vice, And Reform In Portland, 1948-1965, Beka Smith

The city of Portland adopted different policies toward gay bars between 1948 and 1965. Portland's conservative mayors, generally uninterested in changing the city or promoting growth, ignored gay bars. Reform mayors instigated campaigns against gay bars to gain public, political, and business support for their broader economic and social goals. They were able to use crackdowns on gay bars as popular components of their reform initiatives because Portland, in comparison to other cities, professed conservatism and morality and had little economic or cultural incentive to tolerate gay bars. Blaming Portland's vice on outsiders, reform mayors argued that their actions protected …
