Changing Prison Management Strategies In Response To Voi/Tis Legislation, Susan Turner, Laura J. Hickman, Judith Greene, Terry Fain

Criminology and Criminal Justice Faculty Publications and Presentations

This legislation was designed to increase the capacity of State correctional systems to confine serious and violent offenders for longer periods of time and to assure the public that these offenders would serve a substantial portion of their sentences. The VOI/TIS incentive grants provide States with funds to build or expand bed capacity in correctional facilities, temporary or permanent correctional facilities, and local jail capacity. This study examined adaptations in prison management made by State correctional agencies in response to VOI/TIS. State-To-State Migration During 1975–80 And 1985–90: An Analysis By Age, Race, Sex, And Education, Joseph Augustine Smith-Buani

This dissertation uses 1980 and 1990 United States census and administrative data to analyze interstate migration during 1975-80 and 1985-90, and to assess the effects of several determinants on state-to-state migration by age, race, sex, and education. Descriptions are presented of migration rates, migration stream volumes and efficiency ratios, indexes of differential migration, and regional fixed-effects regression models using theories, techniques, and methodologies from recent migration literature.

Regression analysis shows race, education, age, and sex having independent effects on interstate migration rates. A polytomous logistic regression model is used to investigate how selected variables affect the probability of state-to-state migration …

In 1974, the City of Portland established, by city ordinance, the Office of Neighborhood Associations (ONA). This ordinance also codified a set of commitments the City would make to involve citizens in local decision making pertaining to a wide variety of issues, from land use development policies to various service allocations.

Beginning with thirty active neighborhood-based groups in 1974, ONA helped organize thirty more neighborhood associations (NAs) over the next five years. Today, the City hosts over ninety active NAs. This dissertation chronicles changes that have occurred in Portland's Neighborhood Association program over a roughly 24-year period, spanning 1974–1998. A …

Highlights: Accomplishments Of Portland's Downtown Plan, Central City Plan, Albina Community Plan, Outer Southeast Community Plan, Portland (Or.). Bureau Of Planning

Portland Regional Planning History

All four plans were comprehensive. Their scope included transportation, housing, economic development, parks and open space, natural resources, urban design, and land use. Large scale planning efforts had previously focused on a limited set of concerns, such as parking, commercial revitalization, or housing. The Downtown Plan, Central City Plan, Albina Community Plan, and Outer Southeast Community Plan, on the other hand, evaluated, balanced, and integrated the different elements so that each action was taken in light of its effect on others. Extensive citizen involvement shaped the content of these plans and contributed to their success.

The City of Bend enters the new millennium following an unprecedented decade of development. Population was estimated at 47,635 in May of 1999. The city more than doubled its area with its 1998 annexations. Many public and private projects were built during the past decade, and many are in planning stages or under construction at this time. Given this history, it is prudent for city government to determine how well Bend’s citizens feel public services are performing, how they feel about communication with their government, and what their concerns are about Bend’s future course.

The Kenton Connection is a proposed trail in the North Portland neighborhood of Kenton, connecting the future Interstate MAX light rail station in downtown Kenton to the 40-Mile Loop.

Confluence Consulting worked with a five member advisory committee, with members from Portland agencies and organizations, to assist in developing trail route alternatives. Confluence Consulting also conducted public outreach and education in the Kenton neighborhood to assess residents' preferences on route alignments and trailside amenities. Additionally, businesses and industries in the area were contacted and queried about their concerns and preferences for a connection.

Spatial Modeling In Emergency Medical Systems: Analysis Of A Regional Trauma System With Two Centers, Christopher A. Bangs

The allocation of trauma patients to one of two trauma centers based on multiple criteria presents significant challenges in modeling network-based solutions for Emergency Medical Services (EMS). Capabilities in a desktop Geographic Information Systems (GIS) include spatial analysis and map visualizations that contribute to improved understanding of EMS and the trauma allocation. Using a common desktop GIS application and a statistical analysis application, key spatial and temporal characteristics of both penetrating and blunt trauma are described, and the EMS allocation system is analyzed.

Master of Urban and Regional Planning Workshop Projects

This project evaluated the recent construction of a public skatepark located in Tualatin Community Park. The skatepark is unique because a group of underrepresented youth initiated the idea of constructing it and helped bring it to fruition. The city has expressed a desire to see this level of energy and commitment duplicated in other youth-oriented initiatives, but needs to have a better understanding of how the skatepark project served as a positive youth development tool. In support of young people, the Tualtin City Council recently named youth issues as a "first tier" priority.

This document represents a chapter of the West of the Sandy River Rural Plan. The focus of this chapter addresses a smaller section within the study area which is zoned Rural Center (RC). In October, 1998 Community-Wide Solutions (CWS), a consulting team working with County staff, contracted to research, study, and draft a plan for the Orient Rural Center. This study examined if physician assistants (PAs) are cost-beneficial to employers. In an era of cost accountability, questions arise about whether a visit to a PA for an episode of care differs from a visit to a physician, and if PAs erode their cost-effectiveness by the manner in which they manage patients.

Four common acute medical conditions seen by PAs and physicians within a large health maintenance organization were identified to study. An episode approach was undertaken to identify all laboratory, imaging, medication and provider costs for these diagnoses. Over 12,700 medical office visits were analyzed and assigned to each …
