The Urban Vitality Group (UVG) partnered with the City of Portland, Bureau of Planning to study the effects that food carts have on street vitality and neighborhood livability. The number of food carts within the city seems to be growing, while the City lacks sufficient knowledge about the industry to guide policy. The purpose of the study was to assess the benefits and negative consequences of allowing food carts within the city and to ascertain what economic opportunities may be offered by food carts, especially for low-income and minority entrepreneurs. This report provides an evaluation of the Oregon Department of Transportation-Driver and Motor Vehicle (DMV) Services Driver Improvement Program (DIP), which was substantially changed in 2002. Prior to 2002, the DIP was organized around four progressive steps involving advisory letters, warning letters, probation, and suspension. The current program is organized around two steps: restriction and suspension. The timeline to the steps in the current program have also been shortened. To evaluate the current program, driver records of persons suspended between January and July of 2004 were examined in relation to a sample of Oregon’s driving population. The incidence of crashes …

The youth explosion of the mid-1960s that spawned the hippie counterculture also bred fear among older Americans, many of whom viewed the cultural dissenters as immoral, deviant, and criminal. Some in the ranks of government shared this view and felt duty-bound to oppose the counterculture. This thesis examines one example of a municipal government and the series of policies it pursued to address the threat of a "hippie invasion" into the Lair Hill neighborhood in Portland, Oregon in 1968. Finding solutions to complex health problems, such as obesity, violence, and climate change, will require radical changes in cross-disciplinary education, research, and practice. The fundamental determinants of health include many interrelated factors such as poverty, culture, education, environment, and government policies. However, traditional public health training has tended to focus more narrowly on diseases and risk factors, and has not adequately leveraged the rich contributions of sociology, anthropology, economics, geography, communication, political science, and other disciplines. Candidates for office, in every place and at every level of government, often talk as if they think they will be able to revolutionize both government services and the local (or state, or national) economy by, in some way, changing the structure of public finance. They’ll improve funding for basic services by prioritizing government spending. They’ll boost the economy by cutting taxes. They’ll replace an outdated, irrational structure by reforming taxes. Collaborative governance is the process of public, private, and non-profit sectors jointly developing solutions to public problems.
This process—convening people from different sectors to work together on a shared issue—can yield the best solutions to public problems. Research and experience show that solutions created in a collaborative governance process are “better informed, stronger in concept and content, and more likely to be implemented,” according to Terry Amsler, Director of the Collaborative Governance Initiative.
These solutions go beyond what any one sector could achieve on its own. They are more lasting and effective than solutions from traditional approaches. They are more …

City Of Longview Cultural Assessment: Employee Survey Report, Masami Nishishiba, Jun Suzuki, Pachida Lo

This report summarizes the result of the cultural assessment employee survey administered in April 2007 to all City of Longview employees. Responses were obtained from 235 people (response rate 67%).
The survey results include the following key findings:
* Average scores indicate that employees generally support diversity and understand the importance of diversity in the workplace.
* On average, employees rated departmental support and understanding toward diversity lower than their personal support.
* Average scores on the level of comfort discussing diversity-related issues was somewhat lower than other scores. Some people expressed that they do not feel comfortable speaking up …

PlanPDX worked to assess existing district conditions and assist in the development of goals for the district that could inform and guide future improvement efforts. Utilizing a variety of research methods including community outreach efforts, in-person interviews, technical analysis and organizing two well-attended community workshops, the Vision Team and PlanPDX successfully generated a set of recommendations for Main Street Park Rose. This project was conducted under the supervision of Ethan Seltzer and Sumner Sharpe.

Food security, as defined in the U.S., means access by all people at all times to enough food for an active, healthy life. Examining the risk factors and consequences of food insecurity for those who leave Temporary Assistance for Needy Families (TANF) has practical implications, but empirical research has lagged behind theory. This study tested the Campbell Model of Food Insecurity (1991), a previously untested theoretical model, in a sample of TANF leavers in Oregon (n=637 Wave 1, n=552 Wave 2). Additionally, a qualitative examination of Oregon Food Bank workers, Oregon's largest charitable emergency food organization, was conducted to gather …

The Gateway Gardens Site Analysis takes a comprehensive look at a largely-vacant land area in Portland’s Gateway District. Currently owned by the Oregon Department of Transportation (ODOT), the 38-acre site currently serves as right-of-way for surrounding freeways, namely Interstates 84 and 205.
The project team developed a sequential process for completing this report. To gain an understanding of the project site, the initial step consisted of identifying key historical events and land uses that formed the site into what it is today. In its 2003-2008 Diversity Development Strategic Initiative, The City of Portland’s Citywide Diversity Development Coordinating Committee (CDDCC) recommended cultural competency training for managers and employees as a strategy to improve citywide performance in diversity development, affirmative action/EEO, and ADA. In addition, as part of the Mayor’s Bureau Innovation Project, Mayor Tom Potter and the City Council identified increasing diversity and cultural awareness as one of the key areas of priority for the City’s 19 bureaus. Objective: This paper’s objective was to examine the mission statements of the sponsoring boards and professional organizations of the primary care specialties. Methods: Mission statements were obtained from the Web sites of the specialty boards and academies for each of the four primary care specialties of pediatrics, obstetrics-gynecology, general internal medicine, and family medicine. The mission statements were analyzed by two investigators, and the components of each mission statement were identified and categorized. Results: There were 29 distinct characteristics defined among all the mission statements. Three of the four primary care specialty organizations listed 10 components, while the American Academy …

Oregon has long been known for progressive planning policies and visionary government. The passage of Senate Bill 100 in 1973 ushered in Oregon’s modern era of land use planning and reflected a commitment by Oregonians to the protection of farm land and other natural resources while planning for substantial urban growth. Many other states have envied Oregon’s framework as they struggle with the pressures of urban sprawl. While other states were quickly converting farmland to residential uses, Oregon converted just over one percent of its farmland to other uses between 1982 and 1997.

This plan provides an analysis of Milwaukie Avenue as a neighborhood Main Street and provides recommendations for its growth and improvement. Methods of analysis included a comprehensive land use and transportation safety inventory, data collection from neighborhood residents and master of urban and regional planning students, comparison to other Main Streets, and feedback from a technical advisory committee. The analysis shows that Milwaukie Avenue has great potential as a Main Street, although improvements in the existing zoning code and transportation infrastructure will greatly benefit its condition. PSU Urban & Regional Planning graduate students contacted the Office of Mayor Tom Potter with a proposal to conduct an in-depth analysis of Portland's public restrooms. The PSU team, Relief Works, and the Mayor's Office agreed to explore the issues and potential solutions surrounding demand and supply of public restrooms within Portland's Central City. This report is Relief Works' final product for the Office of the Mayor. This project was conducted under the supervision of Sy Adler, Deborah Howe, Connie Ozawa, and Sumner Sharpe.
