Town Meeting is a unique system of democratic governance that can be found only in New England towns, where it has been the primary form of local government for nearly four centuries. Town Meeting is a type of direct democracy where laws, policy, and decisions are made by a plurality of a town’s eligible voters acting as its legislative body. There is limited scholarship addressing Town Meeting, with much of the extant literature focusing on the benefits of the direct democracy aspect of this form of government. Securing interconnected software systems requires more than layering existing frameworks on top of each other. Most current Secure Software and System Development Lifecycle (S-SDLC) models treat security as a phase rather than a design condition, leaving real gaps in governance, access control, and automated enforcement that become critical failure points in Internet of Things (IoT) environments where devices are resource-constrained, long-lived, and frequently insecure by default.

The Fifth Amendment’s Self-Incrimination Clause prevents those under criminal or civil investigation from being compelled to incriminate themselves, but there is a major exception: the collective entity doctrine. The collective entity doctrine provides that no person may refuse to produce corporate documents under the Self-Incrimination Clause when he holds those documents in a representative capacity on behalf of a corporation. The United States Supreme Court, in its most recent decision on the issue, reasoned that an employee holding corporate documents in this manner produces them on behalf of the corporation and not in his own personal capacity. Prosecution Deferred, Shima Baradaran Baughman

Deferred prosecution agreements (DPAs) have been used with increasing frequency, particularly in corporate criminal prosecutions, over the past two decades. By allowing prosecutors to offer a path for rehabilitation without requiring a defendant to enter a guilty plea, DPAs present a valuable tool for progressive prosecutors to use in a broader movement for criminal justice reform.

“Big River People”: Human-Nature Interactions In The Mekong And Columbia River Basins, Andrew M. Stone

The Mekong and Columbia Rivers are a world apart. Yet rivers instantiate and manifest critical ecological relations. This paper draws on qualitative interviews, community dialogues, historical documents, and ceremony-based encounters to examine political practices among "big river people'' in the Mekong and Columbia River basins. It interprets participants' narratives and actions as expressions of ontological politics, i.e., contestation of imposed realities and lifeways. Participants link environmental degradation to violations of relational ethics. Across both study groups, elders and knowledge holders describe ecological and cultural loss as forms of ongoing violence enacted through hydropower development, displacement, and resulting erasure of ways …

Nonprofit organizations are vital contributors to public welfare, yet they are systematically excluded from conventional banking systems, creating a liquidity crisis that undermines their capacity to deliver essential services. This paper discusses the structural issues of the banking sector that hinder nonprofits in acquiring credit and explains how this problem can be solved. Specifically, it aims at investigating liquidity constraints faced by schools providing mental health services and education programs. With the help of information asymmetry and relationship lending theories, the paper explains why traditional credit approaches cannot work, considering the distinctive features of the financial model of mission-oriented institutions. …

Wildfire risk in the Northern Bay Area is increasingly shaped by climate driven vegetation dryness, expansion of the Wildland Urban Interface (WUI) and the fragmentation of environmental policy making. This paper investigates how Alameda, Contra Costa, and Sonoma Counties differ in their wildfire exposure and asks whether county level policies align with the areas of highest hazard and human exposure overlap. This project uses a Geographic Information Systems (GIS) overlay to overlay CAL FIRE Fire Hazard Severity Zones (FHSZ), and WUI data to identify wildfire hot spots where WUI areas intersect with High or Very High FHSZ classifications. Examining Whether The Relationships Between Specific Psychiatric Diagnoses And Both Adolescent Suicide And Reoffending Are Moderated By Sex, Michael T. Baglivio, Katherine Jackowski, Brooke Neupaver, Grayson Black, Bailee Perry, Kevin T. Wolff

Publications and Research

The current study examines the relationships between specific psychiatric diagnoses and both adolescent suicide and reoffending, the implications of adverse childhood experiences on these outcomes, and assesses whether these relationships are moderated by sex. Using a multilayer multiyear statewide sample of 6,515 adolescents who completed juvenile justice residential placements, logistic regression and moderation models were used to examine these relationships. Findings demonstrate that the rate of suicidal ideation was 2.5 times higher for female youth, while the recidivism rate was 1.7 times higher for males. Psychiatric diagnoses prevalence ranged from 65.9% for conduct disorder to less than 1% for personality …

AbstractOregon’s pretrial system operates under a common statewide legal framework, yet detention and release outcomes do not appear fully consistent across jurisdictions. Earlier research on pretrial decision-making has largely focused on judicial discretion, individual-level legal factors, and the use of risk assessment tools, while giving less attention to the district-level environments in which those decisions are made. This study examines whether variation in institutional capacity, political context, demographic composition, and socioeconomic conditions corresponds with differences in pretrial outcomes across Oregon’s circuit court districts.

This disclosure identifies a systematic method of political subversion embedded in the "High Art" of 19th-century French pastry, specifically the works of Marie-Antoine Carême. It identifies the "Crème Diplomate" and "Crème Bavaroise" as deliberate semiotic parodies of the diplomatic class and the Bavarian state. By utilizing gelatin-stabilized aerated structures, the "Chef-Architect" performed a public satire of "spineless" and "insubstantial" political entities, effectively "manufacturing" an illegitimate social class of chef-experts (the "Tiddy-Doll" effect).
