Perchlorate contamination of drinking water is a problem that has recently gained national attention. The purpose of this research was to develop a tool to predict the cost and performance of tailored granular activated carbon (T-GAC), an innovative technology to treat perchlorate-contaminated water. The ability to predict cost and performance is essential to promote transfer and commercialization of innovative technologies. This study investigated how data obtained from small-scale laboratory tests could be applied to predict cost and performance of a full-scale T-GAC system to treat perchlorate-contaminated water. This study explores the idea of building a library of VHDL configurable components for use in digital radar applications. Configurable components allows a designer to choose which components he or she needs and configures those components for a specific application. By doing this, design time for ASICs and FPGAs is shortened because the components are already designed and tested. This idea is demonstrated with a configurable dynamic pipelinable fast fourier transform. Many FFT implementations exist, but this implementation is both configurable and dynamic. This Thesis considers the optimal employment of a wide area search munition in a battlespace where a target is known to be uniformly distributed among false targets which are Poisson distributed. The Poisson distribution's parameter is obtained from readily available battlespace intelligence. This work formulates and solves the optimal control problem for deriving the optimal sensor threshold schedule in order to maximize the probability of attacking the target during the battlespace sweep while constraining the probability of attacking a false target. This thesis proposes an approach for modulation classification using existing features in a more efficient way. The Multi-Dimensional Classification Algorithm (MDCA) treats features extracted from signals of interest as elements with irrelevant identities, hence eliminating any dependence of the classifier on any particular feature. This design enables the use of any number of features, and the MDCA algorithm provides the capability to classify modulations in higher dimensions. The use of multiple features requires an equal number of data dimensions, and thus classification in as high a dimensional space as possible can improve final classification results. Decades ago, military sociologists predicted a rising trend among officers away from traditional institutional military values and toward more economically-based occupational values due to the effects of the transition from a conscription-based military to an all-volunteer force. Subsequent empirical research resulted in data that supports such predictions. More recent researchers have suggested that in addition to the all-volunteer force, an increase on technology may also accelerate the trend toward occupationalism and away from traditional institutional military values and the warrior ethos that typically define successful military organizations. The United States Department of Defense (DoD) is currently recapitalizing its aging fighter aircraft inventory with the F-22A and F-35. While the DoD may consider cost and performance issues, it does not use a quantitative model that effectively measures the tradeoffs between the two. This thesis constructs a hedonic model of the fighter aircraft market to measure the implicit price on fighter performance characteristics and specifically applies it to next-generation aircraft. Data from 50 aircraft from 1949-present were used to construct two models – one based on procurement costs and one based on research, design, test, and evaluation (RDT&E) costs. …

Skip graphs are an application layer-based distributed routing data structure that can be used in a sensor network to facilitate user queries of data collected by the sensor nodes. This research investigates the impact of a proposed modification to the skip graph proposed by Aspnes and Shah. Nodes contained in a standard skip graph are sorted by their key value into successively smaller groups based on random membership vectors computed locally at each node. This thesis presents a distributed fault-tolerant routing protocol (EFDCB) for QoS supporting hybrid mobile ad hoc networks with the aim of mitigating QoS disruption time when network failures occur. The experimental design presented in this thesis describes 22 experiments aimed at illustrating EFDCB's ability to handle fault-tolerance. The interpreted results show that EFDCB excels over a global rerouting protocol at this challenge which is the goal of this work.

The constitutive relations traditionally used for finding shear stress and heat flux in a fluid become invalid in non-equilibrium flow. Their derivation from kinetic theory only demonstrates they are valid only for small deviations from equilibrium. Because it is fundamentally linked to non-equilibrium, entropy generation is used to investigate the limits of the continuum constitutive relations. However, the continuum equations are inherently limited to near equilibrium conditions due to the constitutive relations; thus kinetic theory must be used as a basis for comparison. There are many uses of low pressure airbags, both military and commercial. Many of these applications have been hampered by inadequate and inaccurate modeling tools. This dissertation contains the derivation of a four degree-of-freedom system of differential equations from physical laws of mass and energy conservation, force equilibrium, and the Ideal Gas Law. Kinematic equations were derived to model a cylindrical airbag as a single control volume impacted by a parallelepiped collidant. This thesis considers the performance evaluation of an M/M/2 retrial queue for which both servers are subject to active and idle breakdowns. Customers may abandon service requests if they are blocked from service upon arrival, or if their service is interrupted by a server failure. Customers choosing to remain in the system enter a retrial orbit for a random amount of time before attempting to re-access an available server. Specifically, this thesis addressed questions concerning the most relevant factors toward predicting both the outcomes of interstate wars and the winners of intrastate and extra-systemic wars, within the limitations of the available data. Very little of this process is automated and optimality of any kind is nearly impossible. Schedules are built to a feasible condition only to be changed with consideration of Wing level requirements. Weekly flying schedules are restricted by requirements for crew rest, days since a pilot's last sortie, sorties in the last 30 days, and sorties in the last 90 days. Low-power devices are commonly used by the enemy to control Improvised Explosive Devices (IEDs), and as communications nodes for command and control. Quickly locating the source of these signals is difficult, especially in an urban environment where buildings and towers can cause interference. This research presents a geolocation system that combines several geolocation and error mitigation methods to locate an emitter in an urban environment. A multidisciplinary conceptual design and analysis of Boeing's joined-wing SensorCraft has been conducted. This analysis was completed using geometrical optimization, aerodynamic analyses, and response surface methodology on a composite structural model. Phoenix Integration's Model Center was used to integrate the sizing and analysis codes found in Raymer's text, "Aircraft Design: A Conceptual Approach" as well as those from the NASA derived conceptual design tool AirCraft Synthesis (ACSYNT), and a modified Boeing Finite Element Model (FEM). This research demonstrated the utility of integrated low-order models for fast and inexpensive conceptual modeling of unconventional aircraft designs.

Prevention of near-term terrorist attacks requires an understanding of current terrorist organizations to include their composition, the actors involved, and how they operate to achieve their objectives. To aid this understanding, operations research, sociological, and behavioral theory relevant to the study of social networks are applied, thereby providing theoretical foundations for new methodologies to analyze non-cooperative organizations, defined as those trying to hide their structure or are unwilling to provide information regarding their operations.
