Fourth generation (4G) communications will support many capabilities while providing universal, high speed access. One potential enabler for these capabilities is software defined radio (SDR). When controlled by cognitive radio (CR) principles, the required waveform diversity is achieved via a synergistic union called CR-based SDR. Research is rapidly progressing in SDR hardware and software venues, but current CR-based SDR research lacks the theoretical foundation and analytic framework to permit efficient implementation. This limitation is addressed here by introducing a general framework for analyzing, characterizing, and implementing spectrally modulated, spectrally encoded (SMSE) signals within CR-based SDR architectures. As the Department of Defense continues its transformations to a network centric force, evaluating DoD's progression towards net-centricity remains a challenge. This research proposes to extend the Network Centric Operation Common Framework Version 2.0 (draft) with the metrics based in graph theory and, specifically addresses, among other metrics, the measurement of a net-centric force's mission effectiveness. The research incorporates the importance of understanding network topology for evaluating an environment for net-centricity and using network characteristics to help commanders assess the effects of network changes on mission effectiveness. The purpose of this research was to improve the MAV that will be used for battle damage assessment and reconnaissance or local surveillance through the experiments in AFIT wind tunnel. The experiments were performed to investigate the wing displacement and wing tip vortex interaction. To conduct the experiments, telescopic survey tool and tri-axial hot-wire anemometer was utilized. The results indicate that wing tip displacement of the flexible wing was approximately 8 times that of the rigid wing in an unstalled condition and data suggests that flexible wing has a denser core-distribution of velocity within the wing tip vortex and delays …

The use of decoys in combat has become more advanced in recent years. Some of the newest military aircraft, such as the US Navy's F/A-18E/F Superhornet, have the capability to deploy a towline with an attached decoy when entering hostile territory as a defense mechanism against enemy threats. In steady state, the towline extends behind and below the aircraft. A major concern is the position of the towline, as aircraft maneuvers can cause the line to enter the engine plume. One area of particular interest is using multiple small UAVs cooperatively to improve mission efficiency, as well as perform missions that couldn't be performed using vehicles independently. Lighter-than-air vehicles were once widely utilized by most major militaries. The airship’s extended range and flight endurance made them the optimal vehicle for surveillance and reconnaissance. These flight characteristics have created new interest in using lighter-than-air vehicles as high altitude surveillance and communications platforms. Future Department of Defense plans include high altitude airships that will operate at near space altitudes and take advantage of the low wind region in the upper atmosphere located at approximately 24 km. Preventing and detecting the malicious insider is an inherently difficult problem that expands across many areas of expertise such as social, behavioral and technical disciplines. Unfortunately, current methodologies to combat the insider threat have had limited success primarily because techniques have focused on these areas in isolation. The technology community is searching for technical solutions such as anomaly detection systems, data mining and honeypots. The law enforcement and counterintelligence communities, however, have tended to focus on human behavioral characteristics to identify suspicious activities. It is proposed to develop a framework of detecting and analyzing small and widespread changes in specific dynamic characteristics of several nodes. The characteristics are locally measured at each node in a large network of computers and analyzed using a computational paradigm known as the Relaxation technique. The goal is to be able to detect the onset of a worm or virus as it originates, spreads-out, attacks and disables the entire network. Such operations derive a great deal of benefits from sharing budgets, political legitimacy, sharing each national experience and technological resources, and so forth. However, a coalition, one structure of multinational operations, often involves serious challenges in such areas as command and control, logistic support, communication and language, training, and intelligence and information due to its ad hoc characteristics. The purpose of this study was twofold: (1) to capture the United States Government's revealed preference for air superiority using the hedonic pricing approach (HPA), and (2) to compare the characteristics of U.S. Air Force (USAF) fighter aircraft with those of the former Soviet Union to evaluate the effectiveness of the USAF fleet. The resulting analysis showed that the U.S. Government is paying for physical and performance characteristics such as engine thrust, service ceiling, range, and large-scale integrated circuit technology. The purpose of this research is to compare two different biosurveillance methodologies: BioWatch and "A Hot Idea". BioWatch is fielded and operating in major US cities today. Air samples are collected on filter paper and analyzed for the presence of harmful biological agents. "A Hot Idea" is an evolving methodology using the human body's immune response to identify the onset of infection from a harmful pathogen. Current Department of Defense doctrine is poorly suited to train and equip today's warriors with the tools and experience necessary to fight and win in modern sprawling cities. In order to "close the gap," the U.S. Joint Forces Command's Joint Experimentation Directorate led an effort to run a massively distributed simulation of a synthetic urban environment utilizing human-in-the-loop operators called URBAN RESOLVE. In the context of close ground combat, the perception of Battle Damage Assessment (BDA) is closely linked with a soldier’s engagement decisions and has significant effects on the battlefield. Maintenance data collection is an integral part of flightline aircraft maintenance. Historically, this data was input via traditional keyboard data entry methods at a computer terminal. These terminals are typically located in the aircraft maintenance unit (AMU) facility, away from where the actual maintenance is being performed. This thesis addresses the development of a new micro-scale interrupter mechanism for a safe and arm device used in modern weapon systems. The interrupter mechanism often consists of a physical barrier that prevents an initial source of energy, in an explosive train, from being transferred to subsequent charges. This thesis examines the transient heating and cooling responses of graphitized carbon foam infiltrated with phase change material (PCM). The carbon foam provides rapid heat transfer throughout the PCM volume, while the PCM stores the heat for later removal. The foam/PCM system was heated with a copper heating block, and then cooled with a liquid-cooled heat removal block. Infiltrating the foam with PCM significantly increased the length of time before the system reached maximum temperature. The temperature response of the foam/PCM system was consistent over multiple cycles of heating and cooling. A high density foam had a faster heating and …

This thesis includes the design, modeling, and testing of novel, power-scavenging, biologically inspired MEMS microrobots. Over one hundred 500-μm and 990-μm microrobots with two, four, and eight wings were designed, fabricated, characterized. These microrobots constitute the smallest documented attempt at powered flight. Each microrobot wing is comprised of downward-deflecting, laser-powered thermal actuators made of gold and polysilicon; the microrobots were fabricated in PolyMUMPs® (Polysilicon Multi-User MEMS Processes). Characterization results of the microrobots illustrate how wing-tip deflection can be maximized by optimizing the gold-topolysilicon ratio as well as the dimensions of the actuator-wings. This study explores the characterization and implementation of a Special Sampling Scheme (SSS) for In-Phase and Quad-Phase (I/Q) down conversion utilizing top-level, portable design strategies. The SSS is an under-developed signal sampling methodology that can be used with military and industry receiver systems, specifically, United States Air Force (USAF) video receiver systems. The SSS processes a digital input signal-stream sampled at a specified sampling frequency, and down converts it into In-Phase (I) and Quad-Phase (Q) output signal-streams.
