High Energy Laser (HEL) technology continues to improve and its place in the battlefield is ever evolving. By combining the high energy delivery of solid state laser technology with the efficient thermal management of liquid laser technology, HELLADS has two main advantages over any HEL predecessors. The easy accessibility of COTS will give reverse engineers a higher probability of successfully tampering, coping, or reverse engineering circuits that contain critical capabilities. This thesis investigates a modification to Differential Phase Shift Keyed (DPSK) modulation to create a Low Probability of Interception/Exploitation (LPI/LPE) communications signal. A pseudorandom timing offset is applied to each symbol in the communications stream to intentionally create intersymbol interference (ISI) that hinders accurate symbol estimation and bit sequence recovery by a non-cooperative receiver. Two cooperative receiver strategies are proposed to mitigate the ISI due to symbol timing offset: a modified minimum Mean Square Error (MMSE) equalization algorithm and a multiplexed bank of equalizer filters determined by an adaptive Least Mean Square (LMS) algorithm. The purpose of this research was to determine the desired end-state for company grade officers in terms of an information operations education. Specifically, an examination of company grade officer curricula from the pre-commissioning sources to the Squadron Officer College was performed. This assessment was then compared to the Air Force Institute of Technology Cyber Competency Areas Framework. Any areas that were missing from the current company grade officer curricula were identified and a proposed implementation plan was presented to correct these deficiencies. This research demonstrates a method for producing highly conductive Si-implanted n-type aluminum gallium nitride (AlxGa1-xN) alloys, and represents a comprehensive analysis of the resulting material's electrical and optical properties as a function of Al mole fraction, anneal temperature, anneal time, and implantation dose. Highly conductive alloys are critical to the fabrication of devices operating in deep UV, high-temperature, high-power, and high-frequency environments, and thus this research is significant in regard to the application of such devices. While advantages such as good thermal stability and processing-chemical compatibilities exist for common monolithic-integrated micro-electro-mechanically tunable filters (MEM-TF) and MEM-tunable vertical cavity surface emitting lasers (MT-VCSEL), they often require full processing to determine device characteristics. Alternatively, the MEM actuators and the optical parts may be fabricated separately, then subsequently bonded. This "hybrid approach" potentially increases design flexibility. Modeling RADAR signals in software allows the testing of potential electronic counter measures and electronic counter counter measures without the associated RADAR hardware and test facilities. Performing a characterization process on a real world RADAR system reveals all imperfections within the system. The Lab-Volt™ RADAR system served as the characterized real world RADAR system. The characterization process consisted of measurements at selected front panel locations on the Lab-Volt™ transmitter module, antenna pedestal, receiver module, and dual channel sampler module. Attack trees have been developed to describe processes by which malicious users attempt to exploit or break complex systems. Attack trees offer a method of decomposing, visualizing, and determining the cost or likelihood of attacks. Attack trees by themselves do not provide enough decision support to system defenders. The research presented in this thesis focuses on developing, demonstrating, and evaluating the concept of a Cursor-on-Target control system for semi-autonomous unmanned aircraft systems. The Department of Defense has mapped out a strategy in which unmanned aircraft systems will increasingly replace piloted aircraft. During most phases of flight autonomous unmanned aircraft control reduces operator workload, however, real-time information exchange often requires an operator to relay decision changes to the unmanned aircraft. The purpose of this research project is to develop the Rigidizable Inflatable Get-Away-Special Experiment (RIGEX) from a computer-based model into a space-qualified prototype. Past research projects have developed RIGEX's command and control, structural analysis, and integration with the orbiter. This thesis details the organization, assembly, and test planning for the RIGEX protoflight model. Strict requirements imposed by the National Aeronautics and Space Administration (NASA) must be fulfilled for any payload to travel into space. The University of Utah's solver for the testbed mapping problem uses a simulated annealing metaheuristic algorithm to map a researcher's experimental network topology onto available testbed resources. This research uses tabu search to find near-optimal physical topology solutions to user experiments consisting of scale-free complex networks. While simulated annealing arrives at solutions almost exclusively by chance, tabu search incorporates the use of memory and other techniques to guide the search towards good solutions. Both search algorithms are compared to determine whether tabu search can produce equal or higher quality solutions than simulated annealing in a shorter amount of time. It …
