This study develops a rational model for the incorporation of ethical values into military decision-making. The values considered include obedience to superiors, professional competence, and elements of just war theory such as proportionality and discrimination. A review of the relevant literature on just war theory and professional military ethics points to the science of multi-attribute utility analysis as a means of representing the complex value tradeoffs essential to military decisions. The values and tradeoffs identified are interpreted in a hierarchy of objectives model which is used to evaluate value preferences between decision alternatives. The purpose of this research was to examine the issues surrounding the U.S. Air Force vehicle burden-sharing initiative with South Korea. In doing this, the study examined additional vehicle programs with the South Korean government as well as with NATO alliances to provide an historical background and insight into the concerns that faced vehicle managers with those programs. In addition, several transportation experts throughout the Department of Defense were interviewed for their perspective of the vehicle management issues which relate to these programs. This study sought to highlight the evolution of certain trade practices in U.S.-international arms trade. Limited to the eighties, the study divided the decade into two halves: 1980-84 and 1985-89. For each of the nine trade practices considered, period profiles for the two halves were developed and subsequently compared. The population consisted of the eighteen largest (by dollar value) sales of the decade. They included Air Force, Navy and Army systems. This study puts USAF War Reserve Materiel (WRM) into perspective. Its purpose is to serve as an introduction for those who wish to further their knowledge of USAF WRM prepositioning. To fully understand the relevant issues concerning the placement of critical European WRM stockpiles, several areas of research are encompassed in this review. An historical analysis of US military logistics is provided. Then, an overview of current, world-wide events taking shape around the world, with particular emphasis given to their effects on US decision-making strategies, is accompanied by a synopsis of both US and Soviet military doctrine.

This study assessed the challenges Tactical Air Force (TAF) aircraft maintenance personnel face as a result of the TAF reorganization. The goal was to provide aircraft maintenance managers a basis for evaluating and meeting those challenges. To accomplish this, emphasis was placed on documenting the concepts, events, and conditions which led to changes in military aircraft maintenance from the birth of aviation to the present. This study developed a fully automated formulation control system, capable of controlling a number of like or dissimilar aircraft in maneuvering formation flight. C-130 fixed wing aircraft and H-53 helicopters were modelled in various formulations and simulated through a mix of maneuvers. External formation guidance was assumed as a single data burst of nominal function guidance commands and separation distances for each wing aircraft in the formation. No communication was assumed between formation aircraft. Wing aircraft track lead aircraft maneuvering with an ideal on-board sensor, maneuvering to maintain relative position. The purpose of this study was to determine the effect of the Commander's battle positioning on unit combat performance. Research was focused on analyzing the location of the Battalion/Task Force Commander during daytime deliberate attacks conducted at the U.S. Army's National Training Center, Fort Irwin, CA. Forty battles, from January 1986 to September 1989, provided the basis for this study. Information that described the Commander's location, a general description of the battle, and unit measures of effectiveness, was collected for each battle and put in a format that allowed for ease of analysis. This study attempted to build statistical models which could possibly be used to help predict an individual's final outcome of pass or fail from Undergraduate Navigator Training (UNT). Also, the research tried to develop models to help place a potential trainee into one of the three training tracks at UNT. The variables studied were test scores from a computerized testing device which measured psychomotor and cognitive skills of individuals entering training. Real-time route planning for tactical aircraft has established a requirement for analytical tools which prescribe optimal solutions. The Air Force Electronic Warfare Center has developed a computerized routing aid which enhances the ability to plan tactical flight missions under real-time constraints. The decision aid known as the Improved Many-on-Many (IMOM) allows the user to subjectively evaluate flight routes within enemy radar coverages. However, the mission planner is required to intuitively assesses the survivability risks associated for each user defined route. This research provided the conceptualization of a model that can be used to aid the operations planner in choosing employment strategies for peacetime contingency operations. The model uses object-oriented design and is constructed in two levels. The top layer of the model is a decision analytic model which provides a framework within which to structure the employment decision. It enables the user to quantify the probabilities of random events and the preferences of the commander and determine how these factors influence the decision. This paper documents the transfer of 4GL applications from INGRES to ORACLE. As a result of a fast and conceptual change in computer languages, 4GLs were developed and evolved. These are programming support tools whose goal is, basically, to make the programs more efficient by reducing the number of instructions. Both ORACLE and INGRES database systems use 4GLs to develop applications. Their 4GL environments and their facilities for application development are investigated and explained in depth in this effort. The Theater Warfare Exercise (TWX) is a two-sided, theater-level, decision-making exercise created, maintained and used by the personnel at the Air Force Wargaming Center. It is used to allow military officers to practice the decision-making process needed for the wartime employment of air power. An automated player was designed and a prototype implemented for the red (enemy) player using an expert system shell. The automated red player uses the TWX database that contains the data on the different units used in exercise. This thesis provides a foundation to build a new theater level computerized wargame for the Air Force Wargaming Center, Maxwell AFB, AL to replace the Theater War Exercise (TWX), also known as Agile. Given a recently developed land battle, this thesis' effort links US Air Force doctrine with a conceptual model's framework and designs a new air battle module. The integration of both the air and land battles forms a new game, Saber. This study investigated the effectiveness of the Least Means Squared (LMS) algorithm against various types of common jammers. The LMS algorithm was implemented using the Block Oriented Systems Simulator (BOSS). The LMS algorithm was inserted at the output of a two element antenna array. The array was configured so as to have one-half wavelength spacing. A quadrature hybrid signal structure was used. The array was then tested against a barrage and sweep jammer. This study used integrated circuit microsensors to detect organophosphorus compounds. Chemically-sensitive thin films, copper phthalocyanine, DFPase, succinyl chloride, succinylcholine chloride, 2- naphthol(B), and L-histidine dihydrochloride,were deposited on interdigitated gate electrode (IGE) structures, with an average thickness of 2000A. Thin film electrical performance characteristics were measured for several parameters, including: DC resistance, AC impedance, time-domain, and spectral responses from 10 Hz to 1 MHz. Each microsensor contained nine IGEs; each IGE possessed an in situ field-effect transistor amplifier. After purging each sensor with filtered air, it was exposed to one or two of the following gases: diisopropyl fluorophosphate (DFP), diisopropyl methylphosphonate, …

The integration of the low-cost head-mounted display (HMD), an inexpensive graphics workstation-based flight simulator, and a communications network was investigated to determine if the prototype of an inexpensive multi- aircraft Virtual Flight Simulator could be built. Previous research efforts have coupled HMD technology and flight simulation; however, the cost of these systems has been high. This thesis effort emphasized the use of joystick devices to emulate pilot control, the implementation of a fully enclosed virtual flight simulator, and the utilization of low-cost NTSC-based television technology to produce a prototype. This study investigated the application of a high-frequency model (Uniform Geometrical Theory of Diffraction) of electromagnetic sources mounted on a curved surface of a complex structure. In particular, the purpose of the study was to determine if the model could be used to predict the radiation patterns of cavity-backed spiral antennas mounted on aircraft fuselages so that the optimum locations for the antennas could be chosen during the aircraft design phase. Difficulties faced by cooperative acquisition programs are identified as the inability to agree on common requirements and the existence of economic or political interests of the partner nations which conflict with or impinge on the program. These are the causes of failure of many of the past cooperative projects undertaken by NATO countries for the purpose of standardization.
