Impact And Mechanisms Of Social Economic Status On Accessibility Of Public Services, Youlang Zhang, Yefei Yu, Xufeng Zhu Sep 2026

Impact And Mechanisms Of Social Economic Status On Accessibility Of Public Services, Youlang Zhang, Yefei Yu, Xufeng Zhu

Bulletin of Chinese Academy of Sciences (Chinese Version)

Balanced and equitable access to public services is a core element of high-quality development and is frequently emphasized in policy documents. Nevertheless, existing literature lacks attention to the conceptual elaboration and micro-level mechanisms of the accessibility of individual public services. Social economic status serves as a comprehensive and widely meaningful indicator of differences among individuals. This study argues that accessibility reflects the degree of adaptation between supply and demand in public services based on government-citizen interactions. The study proposes a unified analytical framework including public resources and capabilities on the demand side and administrative procedures on the supply side, aiming …

Hybrid Transformer-Bilstm Model For Early Fault Detection And Multiclass Classification Of Wind Turbine Faults Using Scada Data, Hassan Y. Mkindu

Tanzania Journal of Engineering and Technology (TJET)

Early and accurate fault detection in wind turbines is essential for improving operational reliability, reducing maintenance costs, and minimizing unplanned downtime. This study proposes a Hybrid Transformer-BiLSTM deep learning model for early fault detection and multiclass fault classification using Supervisory Control and Data Acquisition (SCADA) data. The proposed architecture combines the Transformer's self-attention mechanism to capture global temporal dependencies with the Bidirectional Long Short-Term Memory (BiLSTM) network's ability to model sequential fault evolution, enabling effective learning of multivariate time-series data. The model was developed and evaluated using the recently introduced CARE SCADA dataset, classifying five operating states: No Fault, Transformer …

A Study On Some Distance Based Domination Parameters In Graphs And Their Applications, Shanmugavelan S Mr Sep 2026

A Study On Some Distance Based Domination Parameters In Graphs And Their Applications, Shanmugavelan S Mr

Theses and Dissertations

Distance-based domination has emerged as a significant development in graph theory, attributed to its applications in communication systems, interconnection networks, parallel architectures, and chemical graph models. This thesis focuses on two such graph invariants: hop domination number and 2-hop domination number of graphs. The hop domination number of some generalized graph structures like generalized thorn paths, generalized theta graphs, and snake graph families is studied along with a newly introduced family, namely generalized ciliates.

Moreover, a variant of hop domination number, namely, the 2-hop domination number, is studied for some grid families like ladder, hexagonal grid, and its variants. Furthermore, …

Nightside Electron Precipitation Patterns As Observed By Elfin And Cirbe Cubesats, Kun Zhang, Anton V. Artemyev, Xinlin Li, Xiao-Jia Zhang, Vassilis Angelopoulos, Yang Mei, Zheng Xiang, Niklas Grimmich

Publications

The rapidly expanding fleet of low-altitude CubeSats equipped with energetic particle detectors brings new opportunities for monitoring the dynamics of the radiation belt and near-Earth plasma sheet. Despite their small sizes, CubeSats can carry state-of-the-art instruments that provide electron flux measurements with finer energy resolution and broader energy coverage, compared to conventional missions such as POES satellites. The recently launched CIRBE CubeSat measures 250–6,000 keV electrons with extremely high energy resolution, however, CIRBE typically only measures locally-trapped electrons and cannot directly measure the precipitating electrons. This work aims to develop a technique for identifying indications of nightside precipitation using the …

Veterans' Benefits Exceptionalism After Axon: Johnson V. U.S. Congress And The Future Of Structural Constitutional Review In Va., Robert Molina Sep 2026

Veterans' Benefits Exceptionalism After Axon: Johnson V. U.S. Congress And The Future Of Structural Constitutional Review In Va., Robert Molina

ConLawNOW

This Essay addresses the pending case before the U.S. Supreme Court, Johnson v. U.S. Congress, and argues that the Court should resolve the tension between regular federal jurisdiction and specialized administrative court jurisdiction for veterans’ benefits claims. Veterans’ benefits exceptionalism, it asserts, should not overcome the usual federal court process. Ordinary benefits-entitlement claims, and some statutory-validity claims, may properly remain in the specialized pipeline established by the Veterans’ Judicial Review Act. But structural constitutional challenges to the Veterans Administration adjudicatory apparatus should receive immediate district court review when they satisfy the three-factor test the Court applies to determine whether …

The Norm Against Nakedly Partisan Justifications And The Callais Exception, Jason Marisam Sep 2026

The Norm Against Nakedly Partisan Justifications And The Callais Exception, Jason Marisam

ConLawNOW

Public law has long maintained a norm against nakedly partisan justifications: while officials may sometimes pursue partisan ends in office, they must justify their actions in court with reasons that do not roughly equal “this benefits my political party” or “this hurts the opposition.” This norm has operated across doctrinal fields, including public employment, administrative law, and election law. In the 2025-26 term, in Louisiana v. Callais, the U.S. Supreme Court abandoned the norm entirely in the redistricting context, treating a state’s pursuit of partisan advantage as a legitimate interest that can defeat a claim under the Voting Rights …

Frozen In Time? The Indian Arbitration Act, The Iba Guidelines On Conflicts Of Interest, And The Challenge Of Legislative Lag, Ritika Ajitsaria

National Law School Business Law Review

This article examines the relationship between the Fifth and Seventh Schedules of the Arbitration and Conciliation Act, 1996 and the IBA Guidelines on Conflicts of Interest in International Arbitration. It argues that while India’s incorporation of the IBA Application Lists into its arbitration statute enhanced certainty regarding arbitrator independence and impartiality, it has also created a problem of legislative lag as the Guidelines have evolved through subsequent revisions. Analysing the Supreme Court’s decisions in HRD Corporation v GAIL and Avitel v HSBC, the article contends that courts should refer to the most recent edition of the IBA Guidelines as a …

Rhythm-Predictive Power Management For Ai Fabric Network Elements, Fernando Calabria, Juan Alcaide, Nebojsa Kosanovic Sep 2026

Rhythm-Predictive Power Management For Ai Fabric Network Elements, Fernando Calabria, Juan Alcaide, Nebojsa Kosanovic

Defensive Publications Series

A system is proposed herein for rhythm-predictive power management in artificial intelligence (AI) fabric network elements. The system learns the periodicity of AI training workloads from port counters local to a network device, predicts idle and busy windows, and schedules per-port power transitions so a port can enter a reduced-power state during a predicted idle interval and return to full capability before the next burst arrives. The mechanism requires no job, collective, scheduler, or external-controller knowledge. Confidence gating limits predictive action to ports with established periodicity and returns a port to reactive or always-on behavior when prediction confidence falls. By …

Multi-Source Artifact Enrichment And Validation For Automated Defect-Signature Detection, Ramesh Babu Radhakrishnan, Amrit Tickoo, Praveen Kumar Tarikere Nagaraj, Mohan Sai Vara Prasad Pedavala, Venkat Krishnamurthy

Defensive Publications Series

A system is proposed herein for converting an unstructured software defect record into a standalone executable detection program that can determine, through read-only operation, whether a live deployment is exposed to the defect. The system performs a staged transformation that derives root-cause and exposure criteria, assesses the availability of required telemetry, enriches missing artifacts from trusted sources, generates detection logic under schema constraints, and validates and repairs the resulting program. A large language model (LLM) assists selected stages, while source grounding, reusable helper routines, multi-stage review, and bounded execution costs produce a reliable operational result. The program can then execute …
