Long Term Care Advocacy Delivery Systems: State And Local Responsibilities, Abraham Monk, Lenard W. Kaye, Howard Litwin

The Journal of Sociology & Social Welfare

This paper reports the results of a national comparative study of nursing home ombudsman programs for the institutionalized elderly. Of recent origin, patient representative programs have received little critical assessment as to their success in improving the quality of life of America's most vulnerable aged. At the same time, anticipated increases in the number of institutionalized aged coupled with current austerity measures in the health and human services underscores the present and future need to design effective and efficient monitoring/advocacy mechanisms to prevent abuses in long stay institutions. The paper focuses on a description of the current configuration of state …

In the early 1980's the U.S. Immigration and Naturalization Service began a policy of incarcerating Haitians at Miami's Krome Detention Center. A visit to the facility in those days revealed the inhumane treatment being afforded to people who in desperation had fled the tyrannical regime of President-for-Life Jean-Claude Duvalier in creaky, overloaded boats.

At Krome they sat-month after month-segregated from family and friends in a strange new land; prisoners penned in by barbed-wire fences. Krome was aptly characterized as an ugly scar on the face of American democracy.

The Simpson/Mazzoli immigration bill was on again and off again as the 98th Congress closed its final session in October.

Two issues each deadlocked the conference committee that was charged Sept. 13 with resolving differences between the two versions passed earlier in the year by the House and Senate.

Human problems rising out of changes in laws and shifts in the federal budget over the past two years have been the focus of a series of regional workshops sponsored throughout the U.S. by the Western Center on Law and Poverty in Los Angeles.

The first of these workshops was a Midwest Legal Services Training Conference attracting 190 delegates from six states, held at Madison, WI, under joint auspices of the Wisconsin Nutrition Project and Western Wisconsin Legal Services.

Citing a variety of activities with individual Indian groups on and off the reservation, and involvement with national Indian organizations, Paul Schultz, President of the National Indian Lutheran Board (NILB) summarized a sampling of involvements by staff, resource persons and board members by saying:

"While we still attempt to address areas of extreme human need through our modest grants program, it has become even more important to invest greater amounts of time and effort in networking with organizations within the church, such as the Office of Governmental Affairs, as well as a number of other state, regional and national organizations …

Students As Resources To The Aging Network, James P. Firman, Donlad E. Gelfand, Catherine Ventura

Intergenerational

In times of shrinking resources and growing needs, the aging network must increase its efforts to involve the voluntary sector in services and programs for the aged. A relatively untapped source of manpower is our nation's 12,300,000 students in 3,200 colleges and universities. This article, based on the findings of a national demonstration project, examines feasible outcomes and practical limitations of service-learning as an approach for increasing the involvement of students in providing services to older persons.

Conservative Policies And Women's Power, Kristine Nelson, Arnold S. Kahn

The Journal of Sociology & Social Welfare

The recent setbacks imposed on the feminist movement by the forces of the New Right have led women to an increased understanding of the importance of power in maintaining male dominance. Although men exercise power over women in a variety of ways, a review of the findings of social psychology indicates that almosL all types of power derive from men's activities in the public sphere. The exercise of power has become a part of the male gender role and a primary source of men's identity and self esteem. The feminist movement's challenge to men's exclusive hold on the public sphere …

"The National Indian Lutheran Board has finished another busy and very productive year of operation. During this last year our involvement has continued in terms of promoting positive national policy, work with different Lutheran constituencies, participating with other ethnic groups, continuation of the National Indian Lutheran Board (NILB) grant program, and working as a co-worker with other national Indian organizations.''

That's how Paul Schultz began his annual president's report to the NILB board. More than two dozen board members and consultants attended the three day meeting at Cook Christian Training School in Tempe, AZ.

This issue of Review of Applied Urban Research features "Broadening the Sales Tax Base in Nebraska," by H. Wade German and Mary D. Sianis.

With the demand for state and local government services increasing at a rate greater than most present tax structures can accommodate, either additional resources must be shifted from the private to the public sector, or public services must be adjusted within tax revenue expectations. The recent debates surrounding the extension of the additional one-half percent sales tax in Omaha and the continuing public pressure to minimize the burden of taxation highlight the basic problem that, at …

The Center for Applied Urban Research continued to fulfill its mission of applied research, community service and training during 1980-81. Two major events that took place during the past year have greatly strengthened the ability of CAUR to carry out this mission. In October, CAUR moved into new quarters at the Peter Kiewit Conference Center at 1313 Farnam on the Mall in downtown Omaha. With just over 7,000 square feet of space, CAUR has been able to carry out project activity in a more efficient manner. More importantly, the downtown location of CAUR has provided an expanded clientele with greater …

The cooperation and assistance provided by so many members of the Hispanic communities in Lincoln, Omaha, and Scottsbluff made the study possible.
