Aquidneck Island is an island with a unique set of circumstances contributing to its growth. At present it is poised on the brink of undertaking major development projects in the industrial, commercial, and residential sectors without any cohesive island-wide body coordinating the various activities. This paper briefly describes the evolution of the island historically, geologically, and politically. It explores the process by which a micro-regional approach could take towards the common problems now facing the three island communities. This paper assumes the merits of planning. The successful delivery of human services requires rational program planning. Rational program planning, in turn, requires evaluation of 1) the needs of targeted client groups, 2) the availability of established services to the potential clients, and 3) the utilization of available services by the client population(s). The success of human service delivery systems, therefore, must incorporate the assessment of public programs in terms of the correspondence between client needs and service provision and usage.

Political De-Moralization Of The Poor: Organizing Lower-Class Families Of The Mentally Retarded, Leonard Fontana
The Journal of Sociology & Social Welfare
This paper employs an analytic framework based on organizational incentives to explain the failure of recent welfare reform efforts. The data consists of observations, interviews, and routine inhouse reports collected on a federally funded program, Project STAR. The project was developed with the aim of mobilizing lower-class and minority families of the mentally retarded in support of reform of mental retardation services in five cities in the U.S. A service-inducement strategy was pursued by the reform organization to overcome the difficulties of enticing lower-class families of the retarded to participate in organizational activities. Few members of our society take time to put into historical context their prejudices about homosexuality. This article examines the historical context of these prejudices as well as how social workers may become co-opted by society into overlooking the social service needs of homosexual clients. How to combat institutional homophobia is also discussed.

Richard Hatcher, mayor of Gary, Indiana, will be the speaker for the Saturday evening supper of the 1979 Human Relations Institute, July 27-29, at Valparaiso University.
Hatcher was one of the first black persons to be elected mayor of a major city. He is frequently mentioned for top posts in the Carter Administration but has chosen to fulfill his commitment to urban America as Gary's mayor.

In this anthology, Mr. Weber gets to one of the fundamental issues in American society, liberty of conscience, and what the individual should do if civil authority clashes with conscience. The dualistic nature of justice in American society--one code for the whites, one for minorities; one for the rich, and one for the poor--makes this book as relevant to individual Americans today as it might have been at any point in American history.

Administrators have a lot of influence over the nature of youth programs. Because of this, their thinking on the causes of delinquency, the nature of ideal youth programs, and the role of youth workers were tapped. In the past, people in the field of delinquency have been accused of assuming an individual, personal problem or deficiency point of view. This study of administrators in the Portland, Oregon metropolitan area suggests that, while some evidence for a more social structural understanding exists, in general the individual problem perspective prevails. The decade of the sixties witnessed a resurgence of radical or leftist movements in the United States as manifested in the political activism of college students, civil rights organizations, community groups and others. Today, in the post-Vietnam era of the seventies, the fires of the New Left appear to have been dampened. This study sought to explore the resettlement of Indochinese refugees to their new life in Portland, Oregon. Three basic areas were under consideration. The first area dealt with demographic data: who are the refugees and what are their pasts? The second area focused on aspects of successful resettlement: what do refugees seek in order to consider themselves successfully resettled, and how do their ideas of successful resettlement collate with their present state of resettlement? The third area dealt with the effectiveness of resettlement programs: how have various assistance programs been helpful to the refugees, and are the refugees aware of …

The first half of 1976 was a period of steady economic growth in Omaha. Among the strongest indicators of economic advancement are those in construction activity. The number of single-family building permits increased from 385 units during the first quarter of 1976 to 453 units during the second quarter of 1976. Multi-family permits were up over both the first quarter of 1976 and the second quarter of 1975. The total number of nonresidential permits increased from 151 units valued at 7.9 …

Police Professionalism: Another Look At The Issues, Samuel Walker

The concept of professionalism is frequently used as a frame of reference for evaluating the organizational status of the American police. Observers generally conclude that the police lack most of the essential features of professional status. This paper questions the utility of using such a standard for evaluating the police. The professions of medicine, law and education are themselves in a state of flux. In particular, the crucial concept of professional autonomy appears increasingly incompatible with the goal of public accountability. Rather than expect the police to strive toward the traditional forms of professionalism, we should think in terms of …
