Court-Ordered Consent Decree For The Homeless: Process, Conflict And Control, Alice K. Johnson, Larry W. Kreuger, John J. Stretch
The Journal of Sociology & Social Welfare
A 1985 class action suit on behalf of homeless individuals living in the City of St. Louis mandates both short-term and long-term services to homeless persons. These court-ordered requirements bring together an interesting triparite system: (1) the adversarial and justice-oriented legal system, (b) the highly political city government, and (c) the traditionally voluntary system of human service providers. Service provision to the homeless, the utility of advocacy, privatization, and the ethics of public disclosure are examined from a sociological conflict and control perspective. The St. Louis experience provides guidance for communities wishing to engage the legal, political, and social service …

Mainstreaming The Underclass, David Stoesz, John Poole, Martha Joseph
The Journal of Sociology & Social Welfare
The underclass has become a prominent issue in American social welfare, yet welfare professionals have focused on maintenance as opposed to mainstreaming strategies in working with this population. A mainstreaming strategy would emphasize individual incentives, community reconstruction, and program reorganization, focusing on the social disorganization of underclass communities. The essay details specific programs in each of these areas: transitional benefits, Community Enterprise Zones, and Integrated Service Agencies, among others. Welfare professionals must find ways to stretch existing public resources and identify new private resources if they are to pose plausible programs for the underclass. When an ecumenical gathering of 30 clergy arid lay persons circled Jorge, a Guatemalan refugee, on Sept 15, 1983, in front of the altar at Cross Church, Milwaukee, and an ecumenical congregation of 250 stood in solidarity with them to prayerfully inaugurate sanctuary at Cross Church, we at Cross Church knew we had done the right thing. We were convinced that the Spirit had been leading. We felt confident that our action was part of the coming of Christ's Kingdom of justice and peace.

Roscoe Pound was an interdisciplinarian of the first order. His active reformation of legal thought and administrative practice in the United States was grounded in careful study of European and American legal and social theorists. He read widely in the discipline of sociology, as the following bibliography of his personal sociological book collection attests. Pound's study of sociology reached more widely and deeply than cursory examination of his published work reveals.

Forced Sex In Battering Relationships: An Ethnographic Investigation, Leigh Hofheimer

This research examines the complex problem of forced sex in battering relationships. Interviewing eleven women in a battered women's shelter in a southeastern city, I focused on both their perceptions of forced sex and its effects on their self-esteem, expectations and body-image.
Based on the interviews I conclude that forced sex needs a broader definition than the traditionally accepted definition of rape. In addition, the victims' memories of earlier incidents of physical abuse during sex may influence their perceptions of when they are being forced. This study suggests that future researchers and members of the helping profession should include the …

Is Structural Differentiation In Localities A Single Or Multidimensional Phenomenon? Alternative Measures And Relation To Population, Terry J. Tomazic, Robert L. Moxley
Journal of Rural Social Sciences
Several measures of structural differentiation for various institutionalized areas of county development are compared. Evidence regarding the hypotheses that differentiation is a system-wide, unidimensional phenomenon and that it is related to population are investigated. Scalable dimensions are found to exist among county administrative characteristics, medical special ties, commercial services, and educational institutions. Guttman scales formed from the complexity of such development are often used along with population size as operational measures of locality differentiation. The four scales and population size are analyzed together using the Guttman-Lingoes Multiple Scalogram Analysis for three different points in time. It is concluded that the …

Many minority ethnic/racial groups in the United States experience higher-than-average unemployment rates, but none approaches the level of unemployment among Native Americans. A report prepared last fall by the Full Employment Action Council, the Lutheran Council U.S. A. and other sponsors documents the ''horrendous" and "devastating" rates of joblessness among both reservation and urban Indians.
In addition, the report, "American Indian Unemployment: Confronting a Distressing Reality, notes that federal assistance programs have been drastically reduced in recent years, leaving Native Americans with income and education levels far below national averages.

In Nebraska and elsewhere, individuals with disabilities should be receiving their education, vocational training, and employment in the same schools, training programs, businesses, and industries as individuals without disabilities, Generally, this requires some specific planning on the part of schools, generic job training programs, and employers. Such support may mean a minor modification in the environment, the acquisition of an aide, or financial assistance. By developing these support services, individuals with disabilities will not be limited to the few vocational opportunities offered by most segregated vocational workshops, but they will have access to a variety of career options.

The present paper focuses on several prominent organizational and ideological aspects of academic criminology and the criminal justice system in an effort to assess the prospects of developing a criminology that is informed by humanistic concerns. The conclusion is that, for the immediate future, the prospects are minimal.

In the summer of 1984, representatives of the Council Bluffs Senior Citizens Center requested assistance from the Center for Applied Urban Research to analyze their program offerings and attendance. The request resulted in two types of assistance. First, working with volunteers and staff, two students from the University of Nebraska at Omaha compiled existing information on Senior Center usage. These efforts resulted in a computerized list of about 700 users by the types of activities in which they participated. This list is to be used when sending program information to participants. Automation allows sorting in order to select users according …

The Lutheran churches are in Indian country.
Hundreds of Lutheran congregations are within 10 miles of an Indian reservation. Hundreds more are in cities with large Indian populations, cities like Minneapolis, Sioux Falls, Seattle, Phoenix, Milwaukee and San Francisco.
Most Indian people, either on reservations or in cities, live in poverty and suffer more unemployment, poorer education, higher rates of illness and less opportunity than any other segment of society.

Counseling, case management and advocacy services for battered women seeking legal aid broaden their resources and options for dealing with abuse. Findings from a demonstration project specify the range of needs and services mobilized to effectively aid these women with the major life adjustments they and their children face.
