We have prepared this manual as a "work in progress" to help you think about the service learning process and practice. We are at a crucial stage in developing service learning infrastructure. We began our work this fall semester supporting 7 courses which involved 160 students in over 30 agency/sites in the Salinas-Seaside-Monterey area. This spring, 24 service learning courses/experiences are being offered as more faculty become involved with extending learning experiences into the community.

This paper discusses inequality among the elderly in health care services and programs. The minority elderly should have equal access to quality health care and services. The literature identifies several factors relative to health care and service utilization for the elderly. Tables and graphs are provided to show the disparities that exist between minority groups and non-minority groups. Findings of a survey are provided to illustrate the need for better access to health care services and program information for all the elderly.

In February 1996, IPPF/WHR and the Population Council’s Ebert Program on Critical Issues in Reproductive Health jointly hosted a meeting on the challenge of incorporating sexuality into family planning. This report was compiled after organizers concluded that the ideas and strategies presented during the meeting merited wider recognition and debate within the family planning field. The meeting examined five myths that have prevented family planning and reproductive health services from dealing directly with issues of sexuality and gender. The report draws principally on the discussions from the meeting as well as on the perspectives of the organizers. The authors hope …

Racism is found in all societies but is a particular problem in post-colonial immigrant majority societies where the indigenous population have been dispossessed of their land and experience social injustices. Aboriginal people are the most disadvantaged group in Australian society and despite the current policies of self-determination and cultural pluralism they remain at the bottom of all social indicators. The aim of this study is to examine the causes and consequences of racism against Aboriginal children from the perspective of their parents. Gender-based violence is ignored or denied in most societies and neglected by health professionals and researchers, yet it persists in almost all societies, and, in some, it is on the increase. This report is aimed at those in the family planning/reproductive health field who desire to conduct research or implement programs to address sexual violence and its impact on women's reproductive health. Furthermore, it contributes to a better understanding of the context of sexual coercion as well as its causes and consequences. Why American Engineers Aren't Unionized - A Comparative Perspective, Peter F. Meiksins, Chris Smith

This article presents a comparative perspective on why U.S. engineers are not unionized. The decline of organized labor in the U.S. has stimulated a new interest in comparative research. Explanations of the prolonged stagnation and contraction of the U.S. labor movement that focus on the U.S. alone run the risk of assuming that the U.S. case is normal, and that the decline of organized labor is a structural inevitability of advanced capitalism. By broadening their scope to include other industrialized countries with similar political economies and different labor histories, students of the labor movement will be better able to identify …

It has been widely recognized, at least since the Selma march during the civil rights movement, that the interests of black citizens and other minorities are directly connected to their capacity to participate in the political process and to public policies that protect that option. The clear message of the Selma demonstration was that, for a people constrained by a broad range of oppressive racist structures, voting is a basic resource for protecting all other rights. Further, it was clear that those who control power will restrict access to the ballot as their main line of defense.

Policy Shifts In The Massachusetts Response To Family Homelessness, Margaret A. Leonard, Stacy Randell
New England Journal of Public Policy
Massachusetts's response to the tragedy of family homelessness during a period of economic prosperity (1983-1987) is contrasted to a period of economic decline (1988-1992). The article describes the movement toward a structural response in the boom years and its dismantling with the emergence of a "blame the victim" response in the decline years. The roles of state government, advocacy groups, human service providers, private funding sources, academic institutions, and the media, as they influence these responses, are outlined. Interviews with key actors in these groups, group interviews with formerly homeless women, a review of the literature, and the authors' direct …

Most word and information processing systems arc designed for either large institutions or individual users. Institutions, of course, have benefitted greatly from emerging technologies. These users cover the spectrum of our economic, political, social, and cultural life: large corporations, banks, insurance companies, government agencies, schools, universities, armed services, hospitals, the media. Individual users have been more recent beneficiaries of technological advances, and the computer has begun to make inroads into the way people interact with one another, manage their affairs, and entertain themselves.

The political pressures imposed on social agencies often require the introduction of alternative models of service delivery. There is some question, however, as to the effectiveness of such theoretical models. Do they play an important role in determining the types of services provided, their effectiveness, or the manner in which the agencies provide the services? Or do agencies provide relatively similar services, regardless of the model? This paper provides an analysis of the services provided to elderly victims of abuse under two different theoretical models: a legal model (with two variations), and a model of intensive service delivery. In 1969, Católicos Por La Raza (CPLR) emerged as an ethnic "protest group" against the "injustices" of the American Catholic Church in San Diego and Los Angeles, California. CPLR was critical of the Catholic hierarchy's inconsistencies in relation to the Chicano community. As one of the wealthiest institutions, the Catholic Church was doing very little for a community that made up the largest part of the Church's membership. For CPLR, the Christian message of "justice" was not practiced by the leaders of the Church. In Los Angeles, Chicanos were asking why the Archdiocese chose to close a high school in …

The 1960s brought the promise of a new era of social justice for all Americans. Indeed, the overturning of official, state-sanctioned racial structures was a watershed in national life. During the 1970s and 1980s, however, the earlier momentum of the civil rights period dissipated as the end of the postwar economic expansion ushered in a crisis of American culture and polity. "Symbolic racism" emerged as a powerful political and ideological instrument to buttress resistance to racial and ethnic equality. During the 1980s, a Reagan administration antagonistic to the aspirations of minorities and the working classes in general was able to …

Nebraska Department Of Social Services' Child Support Enforcement Unit Demonstration Project: Final Evaluation Report, Chris Marshall, Vincent J. Webb

In July 1987, the Nebraska Department of Social Services successfully applied to the U.S. Family Support Administration's Office of Child Support Enforcement for funds to conduct a Demonstration Project. This Demonstration Project, "The Nebraska IV-D/IV-A Intake and Phone Collection Project," was designed to increase telephone activities and improve intake practice as part of the ongoing child support collection activities. It was expected that such improvements would result in an increased level of absent parent location and an increased level of child support payment.
