Goodwin, Jr., President of the Omaha Economic Development Corporation asked the Center for Public Affairs Research at the University of Nebraska at Omaha to conduct a brief examination of the housing market surrounding the proposed Kellom Heights 42 unit multi-family housing project. This report examines the existing housing conditions and housing needs in the general project area. In conjunction with other relevant information, this report will help determine the feasibility of the expansion of the Kellom Heights housing project.

This paper examines the relationship between the cost of child care and the employment behavior of married and single mothers. The data used in this paper are from the 1987 SIPP, the first SIPP panel to utilize an improved probing of child care usage and expenditures. A primary contribution of this paper stems from the use of these improved child care data. A second contribution is to provide a clear comparison between single mothers and married mothers. A third contribution of this paper is its detailed discussion of participation elasticities, with a comparison of elasticities derived from different measures of …

Hawthorne Boulevard: Commercial Gentrification And The Creation Of An Image, Rachel Ann Hardyman

Portland's Southeast Hawthorne Boulevard illustrates commercial gentrification in progress. Once a declining service district, "Hawthorne" is now one of the city's most popular shopping streets. Tracing and classifying businesses, using address listings from city directories, gives an accurate picture of changes since 1980. Three parallel trends can be distinguished in the makeup of the business mix: a shift from services to retailing; a move towards a regional, rather than a neighborhood, market area; and a cultural upgrading associated with the influx of increasingly expensive stores. Classification also aids in the definition of a tipping point at which revitalization became gentrification. …

Theses and Dissertations in Urban Services - Urban Management

Focusing on sixteen cities in Virginia, the researcher studied the perceived managerial and career roles that high level black urban managers play in local government. From June to August 1991, black managers in the study completed self-assessments in the following areas: (1) socio-demographics, (2) perceived managerial and career role, (3) behaviors associated with managerial activism, pursuing the needs of the black community and career development, and (4) characteristics of their work environment. We are pleased to present the eighth edition of the Neighborhood Information Profiles. The Profiles were last published by the City of Portland's Office of Finance and Administration in 1986. This edition is based on the 1990 Census data.

This demographic report includes Census data compiled according to the boundaries of each of the 90 recognized neighborhood associations in Portland. The information about boundaries was gathered from neighborhood by-laws and interviews with neighborhood leaders. The boundaries are current as of August 31, 1992.

Massachusetts has undergone radical changes in its racial/ethnic composition in the last ten years. The Latino population, owing to its extraordinary growth rate during the last two decades, is the largest racial/ethnic minority group in the state. Yet relatively little is known about this population because of the "information gap." Based on 1990 census data, this article focuses on the growth and geographical distribution of Latinos in Massachusetts. It considers the undercount of Latinos, the growth of Latinos in the commonwealth from a national perspective, and assesses the increase of Latinos in the New England states. The Cost Of Home Ownership In Vermont, 1975-1990, Arthur G. Woolf

Housing prices in Vermont, like those in the other New England states, shot up dramatically during the economic boom of the 1980s. This article investigates the causes of that price increase and focuses on the cost of home ownership in Vermont in the years 1975 to 1990. Cost of home ownership is defined as the percentage of family income needed to finance an average-price home. Although prices skyrocketed during the 1980s, the actual cost of home ownership as a percentage of income was about 15 percent greater in 1990 than it was during the mid-1970s. Boston Harbor earned a widespread reputation as "the dirtiest harbor in the nation" during the 1988 presidential campaign. Well before that campaign began, though, efforts were under way to reduce the amount of pollution entering the harbor. The Massachusetts Water Resources Authority was created in 1985 to undertake a massive public works program — including construction of a 1.3 billion-gallon-per-day sewage treatment plant and a sludge fertilizer processing plant — to end the decades-old practice of dumping sewage wastes into the ocean. The program will also cause water and sewer charges to rise dramatically during a fifteen-year period.

The selection of a new university president, an event of major importance in academic life, is usually filled with tensions on the part of those concerned about its outcome. The 1992 presidential search at the University of Massachusetts exemplifies such tensions. There were mixed reactions to the overall performance. When they finished reviewing candidates, the search committee had eliminated all but Michael K. Hooker, who, they deemed, has the necessary competence, vision, and stature for the task.
