The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

This dissertation attempts to find out what associations exist between dysfunctional parental relationships in the childhood of rapists and the rapists' violent acts. It also briefly examines the sociocultural effects which nurture such relationships.

Rape, a crime very prevalent in our society today, is now perceived as an acute expression of men's contempt for and anger against women. The former interpretation of rape as primarily a sexually motivated crime is no longer popular. This dissertation attempts to trace the origin of the rapist's psyche from his dysfunctional parental relationships.

Research into indigent defense issues has shown that the growth in the use of public defenders has been accompanied by increased bureaucratization and has paralleled the expansion of the right to counsel and the "due process revolution." The goal of this research is the development and testing of a model of organization adaptation which explains for public defender offices in Virginia the evolution of multiple and contradictory organizational goals, the means by which they balance conflicting values and goals, and the effect of resulting decision making processes on organizational output. This report describes some investigations carried out by staff and students at Edith Cowan University over the four years from 1989-1992 in the Shire of Wanneroo following the 1987 proposal by the State Planning Commission to change the zoning of a large tract of land in Wanneroo from rural and semirural to urban. The research team first carried out a profiling exercise in the area involving over 800 residents and conducted interviews to ascertain resident wishes with regard to the zoning classification. The Americans With Disabilities Act And The Corpus Of Anti-Discrimination Law: A Force For Change In The Future Of Public Health Regulation, Lawrence O. Gostin

In this paper the author reviews the constitutional history of the courts' attempts to check the powers of the public health department. He demonstrates how ineffective and inconsistent constitutional review has been, and suggests that adequate review criteria have not emerged. The author shows that, whether the courts are applying First, Fourth, or Fourteenth Amendment standards, ultimately they are highly deferential to public health officials. Then he carefully examines the key concepts in the Americans with Disabilities Act (ADA) as they apply to communicable disease. He reveals Congress' clear intention to include communicable disease, even asymptomatic infection, as a disability. …

In this paper, I approach the study of religious place from a re-theorized cultural geographical stance. Using multi-religious Singapore as a case study, I examine the tensions which arise over the meanings and values associated with religious buildings because of the conflict between state hegemony on the one hand and the oppositional meanings and values of religious groups and individuals on the other. I also examine the ways in which individuals negotiate their conceptions of sacred space in order to cope with changes imposed on their religious places by the state. Ethics problems permeate all aspects of public agencies. This is especially true in urban areas where public workers have frequent interactions with large numbers of civilians. The results of unethical behavior often have very tangible effects with perhaps the most serious consequences being the deterioration of public services and the destruction of public trust.

This dissertation explores Milton Fisk's Group Ethics Theory which states that ethical behavior varies according to cohesive group membership. The purpose of this study was to determine if there is an arrangement of export development programs which could be utilized by state agencies to best serve the economic and social policy goals of states.

Quantitative and qualitative techniques were employed in conducting this research. Descriptive information was gathered from surveys of state export development agencies. A Delphi methodology was used to gain consensus from public managers about program goals and program effectiveness.

Examines how the US federal government came to subsidize a greater share of transit industry costs than most other national governments. Since World War II, downtown activists sought to boost their transit systems in the face of increasingly intense competition from suburban business centers; the transit systems of Los Angeles and San Francisco in particular were shaped by this competition. Downtown activists tried, with varying success, to influence the newly formed regional transit agencies and the Federal Department of Transportation, created in 1964. Implementation research, an area once largely ignored in favor of policy design and impact assessment, now constitutes a significant portion of the policy analysis literature. One of the key issues addressed by the theory building portion of that literature is the necessity of precisely identifying implementation variables, conditions, or actions that measurably contribute to the success or failure of implementation efforts over a broad range of policies and programs, and to then suggest some order of significance. The primary purpose of this study was to determine if there were any significant differences between lecture and discussion methods with regard to students' learning achievement. There were three null hypotheses addressed by this study. Null hypothesis I was: there was no significant difference in the students' learning achievement with respect to either lecture or discussion methods. Null hypothesis II was: there was no significant difference between the students' pre-test scores and post-test scores. Null hypothesis III was: there were no differences in the students satisfaction with respect to the two teaching methods. Three teachers and 151 students in six …

In line with policies long in place in Western Europe, United States disability policy is now attempting to intervene directly in the labor market to increase the employment of people with disabilities. Beginning in July, 1992, the Americans with Disabilities Act of 1990 required employers to provide reasonable accommodation to workers with disabilities. Here we use a continuous time hazard model on retrospective data from the 1978 Social Security Survey of Disability and Work to estimate the effect of employer accommodation on the subsequent job tenure of workers who suffer a work limiting health impairment. Although homelessness is not a new problem, the faces of the homeless are changing. For many, the term "homeless person" conjures up the image of a skid row alcoholic. However, the homeless now include unskilled middle-aged males, the chronically mentally ill, and families (Chaiklin, 1985). The reasons for the amplification of homelessness include unemployment, insufficient low-cost housing, alcohol and/or drug addiction, mental health deinstitutionalization and the inadequacy of community-based services. In addition, advocates for the homeless including Mitch Snyder (1986) and Jan Hagen (1986) have argued that federal and state welfare policy changes have served to shift potentially at-risk populations …

Portland Regional Planning History

This master plan sets the direction for development of the Springwater Corridor into the premier urban recreation and alternative transportation corridor in the State of Oregon, with an expected annual user count of over 400,000. With its connections to neighborhood, community and regional parks and open spaces, in addition to employment centers and residential neighborhoods, it will pull users from a region-wide area as well as the 150,000 people who live within a two-mile distance along the route of the Corridor.
