The purpose of this study was to produce a USAF base-level primer for use as a guide to requirements, standards, and procedures concerning the preservation of cultural resources. Cultural resources include buildings, sites, districts, structures, and objects that have significant scientific, historic, or cultural value. The research had two major objectives: (1) Identify existing sources of cultural resource information through a review of legal requirements, regulations, USAF policy documents, and other sources such as data bases. (2) Produce a 'cultural resources management primer' after identifying the appropriate characteristics of a primer. This product could then be used by novice personnel …

Asset-based social welfare policy is an emerging theme in public policy that focuses on accumulation of wealth rather than on levels of household consumption. In this paper, housing policy is used to illustrate asset-based policy for the poor. Rather than increasing income-based rent subsidies, asset-based housing policy would promote homeownership. Homeownership has played a critical role in the upward mobility of immigrant groups (Bauman, 1987) and the exiting of families from public housing (Fuerst & Williams, 1983). Primary Prevention Of Child Abuse: Is It Really Possible?, Mary K. Rodwell, Donald E. Chambers

The Journal of Sociology & Social Welfare

Despite the growing interest in child abuse and its prevention, to date no systematic research has been conducted to determine the usefulness of instruments used to identify and predict abuse or neglect. The present study is a review and analysis of predictive instruments of abuse or neglect with the goal of identifying the predictive efficiency of the instruments. Analysis reveals a variety of problems with predictive efficiency, particularly as predicting individual risk of abuse or neglect relates to primary prevention. Implications of the findings and suggestions for practice are discussed.

This study examined the reparable logistics pipeline and identified characteristics and associated problems with the processing of Foreign Military Sales (FMS) repair and replace aircraft assets. Areas of investigation included examining the FMS logistics reparable pipeline and determining what section of the pipeline the USAF controls or can influence, identifying the individual problems within that section of pipeline, and collecting and analyzing data pertaining to FMS repair and replace requisitions. Military manpower management principles and policies are in constant flux as the military forces mobilize and demobilize during periods of war and peace. This study identifies trends in U.S. military manpower policies and procedures from 1890 to 1991. Major military conflicts reviewed are the Spanish- American War, World wars I and II, the Korean Conflict, the Vietnam War, and the Persian Gulf War. In all wars until Vietnam, post war active duty forces were larger than prewar forces. However, these active duty forces tended to be relatively small until the Cold War period. This research evaluated current NASA organizational and logistical strategy processes to compare them with current academic theory and make recommendations to improve the processes. Various strategy theories were explored, resulting in a model synthesizing the various elements. The organizational, cultural, and political environment surrounding NASA was studied. Personal interviews were conducted and various NASA strategic plans and other documents were analyzed. This study sought to develop a framework of factors which impact the success of offset agreements. These agreements have impacts on the U.S. defense industrial base, employment, the balance of trade, and the ability of the U.S. to protect its technology. Consequently, their study is important. A framework of twenty-two factors was developed through an extensive literature review and then tested against the offset proposals in the Korean Fighter Program (KFP). This paper examines how the unorganized or unincorporated areas of Northern Ontario pose difficulties for the provincial government based on a discussion of the steps the province has taken to compensate for the lack of local government and the problems that occur with respect to these provincial initiatives. The findings reveal that unorganized areas present a considerable burden on the Ontario government with respect to service provision, taxes, planning, and democracy.

This paper examines the overall effectiveness of financial impact analysis (FIA) in local government based on a survey of 48 municipalities in Ontario with populations over 25,000. The findings reveal that despite the usefulness of FIA as an evaluative technique for municipal expenditures and revenues, it remains an unpopular tool for local government administrators in the province.

Parturition is a very stressful event for both the cow and the calf. Endocrine changes occur which typically enable to calf to make the transition from a uterine to a gaseous environment. These endocrine changes are basic stress responses, necessary for an organism to maintain homeostasis. They include surges in catecholamine and cortisol secretion and changes in T3 secretion in response to temperature changes. It is well established that the stress response, if

The purpose of this study was to examine the relationship between instructor moral reasoning level. teaching style. and adult students' perception of the classroom environment. Rest's Defining Issues Test

measured the independent variable, principled level of moral cognitive development. Teaching style was identified as either learner-centered or teacher-centered using Conti' s Principles of Adult Learning Scale.

This paper examines the issues involved with the privatization of local government services based on a case study of the Waterloo County Board of Education’s decision to privatize school bus operations. The findings reveal that a number of considerations should be made with regards to privatization, including whether the service is one that can be competitively substituted by the private sector, the type management controls, regulations, and evaluations that need to be put in place, and the contractual, legislative, and moral obligations to existing employees.

The purpose of this study was to identify and rank effective teaching competencies by secondary vocational teachers, general secondary teachers, teacher educators, and State Department of Education supervisors, and to determine if there was a difference in teaching effectiveness between secondary vocational and general secondary teachers as measured in the classroom, utilizing the COKER (Classroom Observations Keyed for Effectiveness Research). An instrument was constructed from a variety of sources, primarily from the University of Toledo competency indicators as noted by Medley, Coker, and Soar (1984). The State of Michigan has been partially responsible for the treatment of the mentally ill population since 1832, when Wayne County General Hospital opened its doors. The state government made a commitment to care for the afflicted, and at the same time provide an opportunity for other individuals to participate in their treatment. This thesis examines whether military interdependence among states is increasing or decreasing. Although it is impossible to predict the future, it can be deduced that military interaction is increasing as a result of current world events and stated Presidential policy objectives. In order for interdependency to reach fruition governments must create policy which allows mutual goals to be realized. This thesis investigates the implementation of President Ronald Reagan's active counterterrorist policy. The paper attempts to determine why the stated policy of "swift and effective retribution" was not carried out. This paper concentrates on the discrepancies between the numerous statements advocating retaliation made by Reagan and his top officials and the failure of these officials to administer the necessary orders for such retaliatory policies.
