This paper is an effort to propose a moderately optimistic future for the personal care sector of human services. It is proposed that the best available future scenario for personal care services between now and the year 2019 is to concentrate on privatization of service delivery on a small-scale basis. Government, in this model should be limited largely to three roles: 1) source of venture capital; 2) regulation of service delivery; and 3) income maintenance for the poorest populations. This essay scrutinizes the book by J. Anthony Lukas, Common Ground: A Turbulent Decade in the Lives of Three American Families, to assess whether it presents a valid and reliable account of the issues, people, and events it chronicles. The substantive core of the book is shown to be the politics of Boston public school desegregation. The parts played by the three families in this event are dramatically portrayed but cannot be corroborated and are not interpreted. The parts played by five major policy leaders, when tested against other evidence, are found to be distorted, questionable legends woven in …

An Evaluation Of Two Training Programs Designed To Enable Hostages To Cope More Effectively With Captivity Stress, Thomas Strentz

In the present study, airline employees undergoing highly realistic but simulated captivity as hostages were given one of three types of prestress training programs. One group of subjects was given Problem (P)-focused training, which emphasized activities which would be useful in actively manipulating the stress situation. A second group was given Emotion (E)-focused training which emphasized techniques designed to help them directly modulate fear and anxiety associated with the situation. The Implementation Of Deterrence: A Multi-Approach Assessment Of The Impact Of Recent Changes In Anti-Drunk Driving Legislation On Reducing Alcohol-Involved Fatalities, Josef R. Soper

The objective of this study is to determine if anti-drunk driving legislation, enacted between January 1979 and December 1983, has significantly reduced the number of alcohol-involved traffic fatalities.

At the macro-level, 60 consecutive months of alcohol-involved fatality data were requested from the 50 states and the District of Columbia. Sixteen states supplied the requested data. The Box-Jenkins technique for interrupted time-series analysis was used to determine if a change in the state's drunk driving law impacted the frequency of alcohol-involved fatalities in that state. Results are discussed in relation to the statewide impact of anti-drunk driver legislation.

This study was undertaken in order to develop information that could be used to assess the feasibility of Nebraska compliance with federal guidelines under the Juvenile Justice and Delinquency Prevention Act for removing juveniles from jails and lockups for adults. Information derived from existing literature, official data on juveniles in Nebraska jails, data generated from a study of existing alternative detention facilities, and a survey of sheriffs was used. In addition, a policy analysis of Nebraska laws and proposed changes in federal JJDPA law was undertaken.

Job Satisfaction And Job Performance: A Meta-Analysis, Michelle Iaffaldano [Graef], Paul M. Muchinsky

The assumption that job satisfaction and job performance are related has much intuitive appeal, despite the fact that reviewers of this literature have concluded there is no strong pervasive relation between these two variables. The present meta-analytic study demonstrates that (a) the best estimate of the true population correlation between satisfaction and performance is relatively low (.17); (b) much of the variability in results obtained in previous research has been due to the use of small sample sizes, whereas unreliable measurement of the satisfaction and performance constructs has contributed relatively little to this observed variability in correlations; and (c) nine …

The purpose of this paper on women as terrorists is threefold. The first aim is to examine a portion of the existing literature in order to identify explicit and implicit propositions and hypotheses about the causal dynamics involved in female terrorism. The second is to make a critical examination of these propositions and hypotheses and to categorize the nature of prevailing explanations of women as terrorists. Finally, the policy implications of the various approaches to explaining female involvement in terrorist activities are examined.

Critical criminologists have often ignored the serious problem of traditional or common street crime. As a result, crime prevention policy has been forfeited to the political right or to those who advocate ineffective liberal reforms. This paper argues that critical criminology can make a contribution to the formulation of public policy concerning traditional crime. Recent theoretical developments within the criitical perspective on crime, as.well as a variety of supporting data, are reviewed and specific policy recommendations to reduce traditional crime are offered. The study examined the effects of Classroom Training, On-the-Job Training, Work Experience, and JobShop programs of the Comprehensive Employment and Training Act (CETA) on the job opportunities, amount of government transfer payments, and criminal activities of the 1982 terminees. The purposes of the program were to determine (1) program cost-effectiveness; (2) which program components operate at higher levels of efficiency; and (3) which selected client characteristics influenced program results.

The evaluation described program success in terms of increased job opportunities and reductions in government transfer payments for CETA participants in the Hampton/Newport News area. Comparisons were made of the employment …

Employment of black and Hispanic police officers in the 50 largest cities in the United States falls short of desirable levels. For both racial groups, employment levels are only half of a hypothetical ideal level. Only two of 50 police departments have achieved a high level of equal employment opportunity compliance with respect to both racial groups. Several police departments have made significant progress in minority employment in recent years, either as a result of voluntary or court-ordered affirmative action plans. …

Policy Traditions In American State Politics, Robert L. Savage

The Journal of Sociology & Social Welfare

An examination of the states across a wide range of policy innovations during three historical periods reveals policy traditions having distinctive geographic limits roughly conforming to major regions commonly recognized in American politics. Only two of these traditions, the "Southern Parochial" and the "Northeastern Bureaucratic," persist across time and even these have been weakened. This provides some evidence that while multilinear evolution along regional lines will continue to contribute to differences in policy values among the American states in the foreseeable future, sociocultural integration is the stronger dynamic in American political development, especially since about 1930.

During the past few years, real estate markets have . undergone many adjustments. High interest rates, inflation, and competition for investment capital necessitated major changes. On a national level, the subject of housing sales has received considerable commentary. The ability of sellers in Omaha to exchange their units has probably been curtailed as well. This study attempts to examine real estate listings within the Omaha/Douglas County Multiple Listing Service areas (see Map 1) and describe some of the changes.

In 1972 the Goodrich Amendment to the state appropriation for the University of Nebraska at Omaha gave the University an "unparalleled opportunity" to develop further its educational offerings and services to students from low-income backgrounds. The intent of the amendment was to make funds available "for a program to get economically deprived young people in and through UNO." Named for State Senator Glenn Goodrich who introduced the legislation, the program was designed to provide an intellectually stimulating academic course of study augmented by whatever supportive services were needed. The demographic composition, especially the age structure of criminal justice faculty, is of interest to students in criminal justice education for a number of reasons. First, an overall assessment provides some gauge of the relative age of the faculty in the field. Second, observations of changes in the composition of the age structure over time provide insight into the aging process and attendant developmental process of the field itself. Third, age composition has a major impact on the job market for criminal justice faculty. This of course, in turn, partially determines career possibilities for neophytes in the field. It also …
