This report recommends that the administration and/or financing of a selected group of public services be shifted from municipalities to the state government in Massachusetts.
Several criteria are used to identify local functions and local fiscal responsibilities which are more suitable for state than local financing. The first criterion is the efficiency of delivery of the service: for some functions, such as solid waste disposal, technology makes it more costly per capita to provide the service separately through individual municipalities than to operate regionally-based waste disposal facilities. The Center for Urban Affairs maintains a Data Bank/Information Center, consisting of urban-related periodicals, newspaper clippings, bibliographies, and documents.
In an effort to familiarize users with the contents of the Data Bank, the CUA has compiled an annotated bibliography, which will be periodically updated to include new materials. Many of the documents listed are available on loan to Data Bank users. Other documents which cannot be loaned, are available for use in the Center, or pages of interest may be Xeroxed.

In September of 1971 The Regents' Commission on the Urban University of the 70's Report recommended that:
"... the Commission recommends that UNO bring educational opportunities to the people by further expansion and development of instruction in Program Centers away from the main campus ......... "
Since the receipt of that recommendation the University has established permanent and ad hoc program centers remote from the main campus (i.e., Center for Urban Education, Allwine Farm, sculpture lab and continuing studies in the WOW Building, YWCA, New Federal Building) in addition to continuing a search for a major facility in the "Downtown …
