The city of Omaha has an extensive and complex data processing system. It is so large, in fact, that no single person inside or out of city government is fully knowledgeable about it.

The system as it exists today cannot be described as an information management system as it is neither coordinated nor comprehensive. This study examined data on crime and the criminal justice system in Grand Island and Hall County, Nebraska. It was designed to address some of the questions raised by a Grand Island Chamber of Commerce task force on crime and the criminal justice system.

This report is composed of three parts. The first part analyzes data on crime and juvenile delinquency, the second examines data on the criminal justice system, and the third section summarizes the results of a telephone survey of Grand Island area residents' perceptions of crime.

The sentencing of individuals is a very important stage in the Criminal Justice System in the United States. The sentence is the basic decision which determines how, where, and for how long an offender should be dealt with by the state (LaBeff, 1978, p. 1). This study will focus on the question of whether or not sentence disparity exists in West Virginia.

"Reindustrialization" is a term of economic complexity and great, if confused, social implications to most human service workers. Human services workers can only challenge the plans envisioned by most reindustrialists if certain arguments and assumptions are understood. This article will lay out the reindustrialists plans and assumptions. It will also develop some of the reasons why such ideas, as they are now formulated, cannot work -- in terms based on common experiences highly familiar to every human service worker.

An Examination Of Public Housing In The United States After Forty Years, Mary Jo Huth

This article first briefly reviews the history of public housing in the United States since its inception in 1937, noting that growing obsolescence of public housing units, the deterioration of inner-city neighborhoods surrounding public housing projects, racial tensions, and inflation have aggravated public housing problems in recent years. Moreover, public housing tenants are no longer predominantly white, upwardly-mobile, two-parent, working-class families, but predominantly non-white, non-mobile, female-headed, lower-class families. Many recent studies have revealed that not only are residents of public housing the most vulnerable segment of the American population in terms of criminal victimization, but that even in projects where the actual incidence of crime is not high, a great fear of crime prevails, especially among the elderly tenants. There is general consensus among crime prevention experts that crime reduction programs in public housing must utilize an integrated set of measures, including: (1) physical design, security hardware, and maintenance improvements by management; (2) increased organization of tenants around crime prevention issues; (3) employment of unemployed tenants--both youths and …

Trouble In River City: An Analysis Of An Urban Vice Probe, Joseph S. Uris

This dissertation is an historical case study of a highly publicized investigation of vice and official corruption which took place in Portland, Oregon from 1954 to 1958. Three major relevant areas of social science literature are reviewed. These are: historical material on American reform and corruption, criminology and political science. This literature suggests both the ubiquity and usefulness of vice and corruption in the urban situation.

A set of propositions regarding vice, corruption and reform was developed from these works. These propositions were then examined in terms of the vice probe and political situation in Portland, Oregon.

Because human service professionals are uncritical concerning the latent functions of their organizations they may be unaware of their power as agents for social control. The paper discusses values, attitudes, and education supportive of such control, the permeation of social programs into heretofore private areas of human life, the power inherent in new techniques of social persuasion, and the centralization of that power because of expanded government funding and accountability requirements. As public assistance programs contain civil disorder among the poor, so other social welfare programs insure conformity and control the alienated of all levels of society.

The Center for Applied Urban Research continued to fulfill its mission of applied research, community service and training during 1980-81. Two major events that took place during the past year have greatly strengthened the ability of CAUR to carry out this mission. In October, CAUR moved into new quarters at the Peter Kiewit Conference Center at 1313 Farnam on the Mall in downtown Omaha. With just over 7,000 square feet of space, CAUR has been able to carry out project activity in a more efficient manner. The Center for Applied Urban Research provides professional services in applied research, training, and community service. Primarily these services are provided to state provided and local governmental units in Nebraska, though some activities may be national or international in scope. The evaluation and needs assessment study of Metropolitan Technical Community College included a survey of the professional staff at the College. A questionnaire was developed and delivered to the College administration for distribution to the faculty, administrators, and other professional staff. The administration was responsible for the distribution and collection of the survey instruments. Responses were received from 78 faculty, 44 administrators, and 14 other professional staff. This represents response rates of 75% for faculty and administrators and 93% for other professional staff. In the early 1970's as the enormous pressure of drug related problems was abating~ the attention of mental health professionals, school personnel, and the criminal justice system was refocused on the problems that come with alcohol. A new phenomenon seemed to be following the drug "scene", the increased alcohol usage among teen-agers and even children. The message was clear: an effort had to be made to prevent alcohol abuse before problem drinking became more widespread.
