A Career Profile In Public Information, Elizabeth C. Forney

Masters Theses

This study examines public information as a profession by surveying professionals at the management level in state government. Respondents provided data which was analyzed using content analysis, paired correlation, univariate statistics, and phenomenology. Results reveal a general theme involving journalism. Respondents indicated a background (educational and occupational) in journalism is the most important aspect in a public information career. This study provides average ages, dominant gender, salary figures, specific educational preparation advice, and advice for getting into and achieving in the public information field.

Occasional Paper No. 089-1: Employment Of Black And Hispanic Police Officers, 1983-1988: A Follow-Up Study, Sam Walker

Police departments in the 50 largest cities in the United States made uneven progress in the employment of black and Hispanic officers between 1983 and 1988.

Nearly half (45 percent) of the big-city police departments made significant progress in the employment of black officers. Seventeen percent, however, reported a decline in the percentage of black officers. A similar pattern exists in the employment of Hispanic police officers. Forty-two percent of the departments reported significant increases in the percentage of Hispanic officers employed. Nearly 11 percent (10.6 percent) reported a decline, however, while 17.0 percent reported no change.

The rise of National Socialism in Germany and the resulting Holocaust has proven to be one of the most engaging subjects of historical reflection. Rather than presenting the Weimar Republic as a failed democracy, flawed in both its political culture and its democratic institutional tradition, and undermined by an economic collapse, the emphasis here will be on seeing it as a developed capitalist society with distinct structural deficiencies and contradictions that weakened it from the outset.

The Politics Of Aids: Compulsory State Powers, Public Health, And Civil Liberties, Lawrence O. Gostin

This article argues that compulsory public powers are justified only if they meet the following criteria: there is a significant risk of transmission of the acquired immune deficiency syndrome (AIDS) virus; the public health response is efficacious in preventing a primary mode of transmission of the virus; the economic, practical, or human rights burdens are not disproportionate to the public health benefits; and the public health power is the least restrictive alternative that would prevent viral transmission.

The author carefully examines the levels of risk posed by behavior which can potentially transmit human immunodeficiency virus (HIV), and demonstrates that compulsory …

William Julius Wilson’s The Truly Disadvantaged represents the debate of the last 10 to 20 years about race, poverty, and public policy. Part of Wilson’s rationale for the book is the belief that conservative policy analysts and ideologues have gained the upper hand in presenting their case about black urban poverty. He hopes to provide a framework of liberal analysis that will allow a better understanding of the causes of the intensifying black poverty.

Prison Overcrowding In Nebraska: The Feasibility Of Intensive Supervision Probation, Dennis Hoffman, Vincent J. Webb

This chapter analyzes the magnitude and causes of Nebraska's prison overcrowding problem. Nebraska's response to this problem has been to expand prison capacity and to implement programs to decrease length of stay. Another policy option - reducing prison admissions through intensive supervision probation - is examined in this chapter. Data from Nebraska Parole Board files indicate there is a category of current prison inmates that are not sufficiently dangerous to require imprisonment. Many of these nonviolent offenders with marginal criminal histories could be diverted into intensive probation programs that are more cost·effective than incarceration.

The AIDS epidemic is affecting American society in far-reaching and unexpected ways. It touches our institutions, our value systems, and our private lives. Social issues seem to change and become distorted by the epidemic 's prismlike effect. This article examines some of the major public health issues raised by the epidemic, ranging from testing to contact tracing and quarantine. It argues that while the civil rights of individuals may have to be sacrificed to stem the spread of the disease, those rights should not be abandoned unless a clear benefit to the public health would result.

The purpose of this study was to analyze the recent practice of judges appointing remedial special masters to oversee the implementation of consent decrees and court orders. These orders are a response to the spate of inmate suits demanding compliance with the constitutional guarantees provided in the Fourth, Eighth, and Fourteenth Amendments. As more courts have become involved in adjudging the constitutionality of conditions in correctional institutions, there has been a trend toward the judge becoming a quasi-manager in assuring compliance with the court's orders. Microcomputers first appeared on the commercial marketplace in 1976. Since then, an estimated 40 million microcomputers have been sold and more are being sold each day. A survey conducted in 1982 found that 13 percent of American cities owned microcomputers and that 35 percent planned to buy one or more microcomputers within two years (Norris and Webb, 1984). A follow-up survey conducted three years later found that between 75 percent and 90 percent of city governments owned microcomputers (Scoggins, 1986).

Despite the aggressive title of this article, my goals are modest. I begin by explaining briefly what should at any rate be obvious: that health care policies inescapably raise moral and political difficulties, difficulties that no technical fix could resolve. I move on to puzzle over the connections between some of the more abstract issues of moral and political theory and medical policy: here I urge that we develop a more sustained taste for exploring the moral conflicts embedded in our current practices. Using adult jails and lockups for confining youths is a major issue in juvenile justice. Proponents of removing children from these facilities are concerned with the conditions of confinement, the .ate of suicide among youths held in adult facilities, the excessive use of secure confinement for youths, and the legal liability of jurisdictions that hold juveniles in adult facilities. Nebraska has made significant progress in reducing the number of youths confined in adult jails and lockups, but has yet to pass legislation or develop programs and facilities to complete the task.
