The Politics Of Public Health: A Response To Epstein, Lawrence O. Gostin, Maxwell Gregg Bloche

Conservatives are taking aim at the field of public health, targeting its efforts to understand and control environmental and social causes of disease. Richard Epstein and others contend that these efforts in fact undermine people’s health and well-being by eroding people’s incentives to create economic value. Public health, they argue, should stick to its traditional task—the struggle against infectious diseases. Because markets are not up to the task of controlling the transmission of infectious disease, Epstein says, coercive government action is required. But market incentives, not state action, he asserts, represent our best hope for controlling the chronic illnesses that …

Peacebuilding and post-conflict reconstruction are multi-disciplinary from a governance, organizational behavior, executive development and field perspective. Rarely, though, are the tools of competitive advantage, project planning and conflict resolution software used to seek linkages with non-governmental organizations (NGOs) to coordinate resources, particularly to integrate the disparate sectors of landmine and UXO clearance, victim assistance and resourcing across industries. One method is to employ “best practices” from developed countries proven to develop abilities for disabled farmers and youth in post-conflict countries as one of a number of agrarian and health care initiatives built around demining as agricultural preparation. Survivors of physically disfiguring trauma, regardless of the cause, have experienced a series of assaults on the mind as well as on the body that present extraordinary challenges to human resilience. For the past 17 years, one of the authors (Dr. Blakeney) has worked closely with children and adults who have been severely burned. For burned individuals, the trauma of injury inevitably results in disfigurement, sometimes scars that can be easily hidden but more often scars that are noticeable. Concerned with growing hunger among Massachusetts families eligible for Food Stamps, and the paradoxical decline in the number of program enrollees, Project Bread asked the Center for Social Policy at the John W. McCormack Institute of Public Affairs, University of Massachusetts Boston (CSP) to study the process of securing and sustaining Food Stamp Benefits. Concurrent with the planning process for the study, the Massachusetts legislature, in an override of the Governor's veto in early December 2001, included language in the FY 2002 budget designed to expand access to the program. This discussion paper has been prepared to assist in the assessment of the possible impact of the translocation of brown trout (Salmo trutta) and rainbow trout (Oncorhynchus mykiss), into and within Western Australia, for the purposes of recreational stock enhancement in public waters, non-commercial aquaculture on private properties and commercial aquaculture. In assessing the translocation of any aquatic species, economic and social benefits must be balanced with biological and environmental risks.

A recent "farms to school" movement designed to expand the range and quantity of local foods, especially produce, has taken root across the U.S, with support from the United States Department of Agriculture. After finding a suitable client school willing to introduce this idea in Portland, this project, identifies incremental and feasible steps that can be taken toward including more locally gown food into the Environmental Middle School's meal service. In 2001, the Nebraska Health and Human Services System (HHSS) applied for and received a one-year, transitional Medicaid Infrastructure Grant, provided for by the Ticket to Work and Work Incentives Improvement Act of 1999 (TWWIIA). In 2002, HHSS applied for and received an additional three years of funding (through 2004). This combined funding allowed Nebraska to support research that examines how the opportunities for people with disabilities to engage in competitive work could be improved.

Personal assistance services (PAS) are a currently underutilized, but in many cases, necessary work support for people with disabilities. With TWWIIA funding, HHSS determined that …

Preventing environmental exposures that threaten human health remains among the best but least attended to opportunities to improve everyone’s health. For more than a decade, medical care concerns, exacerbated by voracious competition among medical empires and the implacably growing number of uninsured, have often been misconstrued as constituting a complete agenda for health system reform. This issue brief, prepared by the George Washington University Center for Health Services Research and Policy (CHSRP), presents an analysis of a sample of contractual agreements entered into by State Departments of Corrections with managed care organizations (MCOs) for the provision of managed behavioral health care services in State prisons. It is part of a series of contract studies undertaken by CHSRP that examine the implications of managed care contracting by public and private sector purchasers for the financing and delivery of behavioral health care services.

This report, the third in a series that reviews federal health policy related to child development, examines the role of community health centers in providing child development programs for children age 3 and younger. It also presents an analysis of health centers using the Uniform Data System, a database maintained by the federal Bureau of Primary Health Care (BPHC) that contains user, utilization, and financial information on each reporting center. This article explores values, strategies, and tensions found within the War on Poverty and examines a War on Poverty-supported initiative, the National Domestic Workers Union (NDWU). The article makes the argument that the NDWU is illustrative of the War on Poverty in that each held structurally based descriptions of poverty and individually based prescriptions. Starting in June 1991, the Indian government introduced a number of liberalising measures, including significant tariff reduction, abolition of all quantitative restrictions on non-consumer goods, unification of the exchange rates, and adoption of a liberal set of rules for FDI, and introduction of current account convertibility. While the industrial reforms seek to bring about a greater competitive domestic environment, the trade reforms seek to improve international competitiveness. The private sector is allowed in many industries that were earlier exclusively reserved for the public sector.
