To be successful both domestically and internationally, biotechnology must establish an acceptable position in the sociopolitical framework. This United States (US) study assessed levels of awareness and acceptance of biotechnology issues among youth (n = 283), undergraduate students (n = 330), and adults (n = 166). The percentage of adults who were aware of how biotechnology would affect food, health, and the environment was almost three times that of youth respondents. It was concluded that consumer groups would most likely be impacted by accurate, unbiased agricultural biotechnology information delivered through the Internet and newspapers that originates from reliable, accessible, and …

The national unity formed last year in response to terrorism soon vanished as more typical political infighting returned. Although overshadowed by the buildup to and the conduct of a second war against Iraq, political issues grounded in the nation's federal character contributed to a rise in divisiveness. The mid-term elections of 2002 and redistricting battles in several states drove partisanship to new heights. The continued sluggishness of the nation's economy also exacerbated interparty bickering. Republicans controlled the White House and both houses of Congress, yet some of the president's policy initiatives encountered more serious resistance in his own party than …

On 10th June 2003, [demining group] EOD Team Echo 3 were conducting a clearance operation on a building used by the Iraqi Forces to store ammunition of mixed natures. At approximately 10:35hrs, a fierce fire was detected outside the building immediately after the demolition by detonation of 2 Sagger missiles. The fire spread rapidly to inside the building and several loud explosions where seen and heard to take place.

What's Need Got To Do With It? Barriers To Use Of Nonprofit Social Services, Rebecca Joyce Kissane

In recent years, legislators have called upon private nonprofit and proprietary organizations to assume a larger role in provision of public benefits to poor persons. Little research, however, has examined poor people's willingness to use nonprofit agencies in lieu of public welfare. This analysis draws data from over 2 years of fieldwork and in-depth interviews with twenty poor women in Philadelphia. I demonstrate that decisions to use nonprofits are contingent upon stigma, information, practical predicaments (e.g., agency hours), and perceived need. I explore the implications of these impediments in a post-welfare reform landscape, while focusing on how decisions to use …

During the past decade, there has been increased awareness of issues facing grandparent caregiver families on the part of policymakers and service providers. This awareness has prompted efforts to document the numbers of children being raised by grandparents, to identify challenges faced by grandparents raising grandchildren, and to provide services to meet the needs of these families. National estimates suggest that the numbers of grandparent caregiver families are increasing. Recent estimates suggest that 1.4 million (2%) of all children under 18 live in “skipped generation” families in the United States; similarly, 29,000 (nearly 2%) of all children in Massachusetts live …

Since the middle of the 1980’s, processes of economic restructuring have led to large changes in the landscape of educational and social policy in most of Latin America. Faced with severe economic crisis, Latin American nations have sought structural transformations that have redefined the role of government in the provision of social benefits and sharply reduced expenditures through wholesale privatization and deep reductions in remaining government-sponsored programs. Between 1980 and 1990, expenditures in education as a percent of total government expenditures fell in most countries in Latin America, affecting especially public education, the only recourse for the poor. An intensive, experiential travel course in Agroecosystems Analysis was conducted in Iowa, Minnesota, and Nebraska (United States) during summers of 1998 and 1999. The intended student audience was advanced undergraduate and beginning graduate students. Pretravel readings and a week-long series of farm visits, which consisted of in-depth interviews with the farmers and their families, prepared student teams to analyze and evaluate the production, economic, environmental, and social sustainability of 10 farms. Students shared their analyses both orally and in written reports. Based on a multifaceted student evaluation process, we found that participants were highly motivated, strongly engaged with the course …

Medicaid-funded long-term care services are traditionally delivered in nursing homes. States may apply for waivers which allow them to provide home and community based services with Medicaid funds. Because these services are by definition an alternative to nursing home care, waiver services are generally based upon a medical model which emphasizes medical deficits and tends to restrict consumers’ movements to inside the home. Recent developments such as the Olmstead Decision and federal New Freedom Initiatives have caused states to recognize that consumers desire and have a legal right to be part of a community rather than institutionalized or homebound. "WOLFERS" IN NORTHEASTERN North Carolina were busy on February 5, 1768. Records from the Tyrrell County courthouse read:
Giles Long and Thomas Wilkinson awarded one pound for a certified wolf scalp; Jeremiah Norman awarded two pounds for certified wolf and wild-cat scalps; Davenport Smithwick awarded one pound for a certified wolf-scalp.
Such was the nature of the war on the wolf: people killed them for money. The belief of the time held that the war was necessary because it was humankind's manifest destiny to tame the wilderness. And for the wilderness to be tame, the wolf had to be exterminated. …

AS 1 (L. o. MECH) watched from a small ski plane while fifteen wolves surrounded a moose on snowy Isle Royale, I had no idea this encounter would typify observations I would make during 40 more years of studying wolf-prey interactions.
My usual routine while observing wolves hunting was to have my pilot keep circling broadly over the scene so I could watch the wolves' attacks without disturbing any of the animals. Only this time there was no attack. The moose held the wolves at bay for about 5 minutes (fig. p), and then the pack left.

This Horizons report examines the readiness of reproductive health services in South Africa, which are primarily geared to women, to deliver HIV and AIDS treatment, care, and prevention services. The goal of the study was to obtain information from a representative sample of provincial health care facilities offering reproductive health services in KwaZulu Natal to meet the growing demand for HIV/AIDS-related services. Ninety-eight hospitals, community health centers, and clinics participated in the situation analysis that identified gaps in service delivery and determined priorities for service integration. A pre–post intervention study conducted in Zambia by Horizons and local NGOs and governmental organizations demonstrated that HIV voluntary counseling and testing (VCT) and infant feeding counseling (IFC) to mothers attending maternal and child health (MCH) clinics are vital components of any mother-to-child transmission (MTCT) reduction strategy, whether or not antiretrovirals (ARVs) are available. These interventions enable mothers to make informed and healthy decisions. Data from the Ndola Demonstration Project yielded encouraging results from efforts to improve the capacity of mothers to make informed decisions about their own health and the health of their infant. This study, conducted in Zimbabwe, sought to better understand the relationship between a microfinance program, Zambuko Trust, and how microentrepreneurs’ households cope with the impact of HIV/AIDS. The study examined how HIV/AIDS is affecting Zambuko’s operations and what microfinance institutions (MFIs) can do to lessen the impact of HIV/AIDS on their clients and operations. The findings indicate several small yet important ways that MFI programs help microentrepreneurs and their families respond to these impacts through access to credit and business management training. Participation in a microfinance program led to income smoothing and better financial management, which can help households mitigate …

In the summer of 2002, the city of Boston watched a fierce battle unfold between low-wage workers who provide child care and the social service agencies that employ them. Boston requires its city contractors to pay more than twice the federal minimum wage of $5.15 an hour to their employees, according to the terms of the city's "living wage" ordinance. The social service agencies, which receive government subsidies to run their child care programs, claimed that they could not afford to pay this rate. These agencies mounted an intense legal and political campaign, arguing that they would be forced to …

THE FIRST REAL BEGINNING to our understanding of wolf social ecology came from wolf 2204 on 23 May 1972. State depredation control trapper Lawrence Waino, of Duluth, Minnesota, had caught this female wolf 112 km ( 67 mi) south of where L. D. Mech had radio-collared her in the Superior National Forest 2 years earlier. A young lone wolf, nomadic over 100 km2 (40 mi2) during the 9 months Mech had been able to keep track of her, she had then disappeared until Waino caught her. A LARGE, DARK WOLF poked his nose out of the pines in Yellowstone National Park as he thrust a broad foot deep into the snow and plowed ahead. Soon a second animal appeared, then another, and a fourth. A few minutes later, a pack of thirteen lanky wolves had filed out of the pines and onto the open hillside.
