Evaluates project to establish rehabilitation centers for people disabled by war in Cambodia. Interim evaluation covers the period 1996-10/01. Veterans International/Cambodia (VI/C) is the implementing agency. VI/C's USAID-funded rehabilitation efforts are providing highly successful and valuable interventions for people with disabilities. The grant support has enabled people with amputations, spinal cord injuries, cerebral palsy, polio, and a number of other pathologies to receive high-quality rehabilitation and prosthetic and orthotic services. Numerous patients have had significantly positive functional and social outcomes, with particularly good outcomes for patients with amputations and clubfeet, and good outcomes for those with polio and spinal cord …

Winter Severity And Wolf Predation On A Formerly Wolf-Free Elk Herd, L. David Mech, Douglas W. Smith, Kerry M. Murphy, Daniel R. Macnulty

We studied wolf (Canis lupus) predation on elk (Cervus elaphus) in Yellowstone National Park from 17 March to 15 April 1997 (severe winter conditions) and from 2 to 31 March 1998 (mild winter conditions) 2-3 years after wolves were reintroduced to the park. Elk composed 91% of 117 kills. Data comparisons for 1997 versus 1998 were: hunting success rate, 26% versus 15%; kill rate, 17.1 kg/wolf/day versus 6.1; percent of kill consumed in first day, 7 versus 86; percent femur marrow fat of adult kills, 27 versus 70; calf:adult ratios of kills, 2:33 versus 17:23; sex …

The Impact Of The Economy And Welfare Policy On Welfare Accessions: Implications For Future Reforms, Vicky N. Albert, William C. King

This longitudinal study analyzes the impact of labor market conditions and welfare policies accompanying the 1990s waivers granted by the federal government to California and the 1996 Personal Responsibility and Work Opportunity Act (PRWOA) on families entering welfare (accessions). A time series model was specified for analyzing the number of families entering welfare from January 1983 to December 1998. The findings suggest that in 1998 under PRWOA, all else constant, there were fewer case openings. Prior to the PRWOA, policy shifts of the 1990s did not have an impact on case openings. The world is in the early stages of what will be the greatest health crisis in modern times. Millions of people—most of them in the world’s poor countries—are infected with HIV. The vast majority of these people will suffer and die from AIDS. The extent of this problem presents profound moral and ethical questions for the world’s wealthy people and countries, for it is they who are most able to assist the poor in addressing this tragedy. A Study Of The Factors That Impact Female Military Beneficiaries Obtaining Preventive Health Services, Cynthia Andrea Chargois

The purpose of this study was to determine what factors predict whether female military retirees or the female beneficiary of a military retiree, ages 40 to 64, will obtain preventive health services, specifically, Pap smears, mammograms, and clinical breast examinations. Based on the findings of the study, it is suggested that it may be important for the Department of Defense to broaden their scope of interest to include those areas that are most prominent in affecting female military retirees or the female beneficiary of a military retiree, particularly those 40 to 64, in obtaining preventive health services.

The increased flow of goods, people, and ideas associated with globalization have contributed to an
increase in noncommunicable diseases in much of the world. One response has been to encourage lifestyle changes with educational programmes, thus controlling the lifestyle-related disease. Key assumptions with this approach are that people’s food preferences are linked to their consumption patterns, and that consumption patterns can be transformed through educational initiatives. To investigate these assumptions, and policies that derive from it, we undertook a broad-based survey of food-related issues in the Kingdom of Tonga using a questionnaire. This study is a collaborative effort between the Asia Foundation (Kathmandu) and the Horizons project of the Population Council (New Delhi) to document the current intervention models and community-based study of human trafficking in the context of an emerging HIV/AIDS epidemic in Nepal. To address the human rights component of trafficking, the three components of this study focus on the rights and needs of trafficked persons as well as those who are vulnerable to trafficking. Teenage pregnancy is a critical health indicator. Using a risk reduction model, this study examined the relationship between the characteristics o f the teenage mother i and her newborn. The research questions were: ( I) what risk factors are associated with poor birth outcomes, (2) is addressing each factor the best way to reduce the risk, and (3) has the overall risk changed as the birth rate has declined? Developmental, psychosocial and economic risks were identified as independent variables, while age and race were mediators.

The rising prevalence of obesity in the United States has focused attention on the health consequences of excess weight. Obesity is linked to many of the major causes of death in the United States, including heart disease, some types of cancer, strokes, diabetes, and atherosclerosis. However, the effects of body size on mortality and health among the elderly are much less clear. This paper extends our current understanding of the relationship between body size and mortality by using two nationally representative, longitudinal datasets of individuals at older ages. This paper tests the proposition that W.I.C. is satisfactorily meeting the educational, prenatal care and management needs of the W.I.C. clientele. Specifically, the difference of satisfaction between women who have all their children in the program and women who do not have all their children in the program will be determined. The women with more than one child in the program may have more experience with the program and as a result, rate it higher. From a political perspective, the findings of this study are important to the government and taxpayers that are concerned with how well W.I.C. actually serves …

As we examined the arena of distance education, we realized the usefulness of a systems approach as a powerful tool to connect and interrelate people, goals, organizations, and technologies in the educational playing field.
Banathy's core work (1968, 1992, 1995, 1996a, 199613) suggests an important model of the educational system as part of society--its larger suprasystem (see Figure 1). This report was the result of an evaluation of the collaboration between USAID and the Peace Corps in implementing DCOF-funded activities. The evaluation primarily explored the impact the partnership has had on intended beneficiaries, but also examined each agency’s assessments of this joint effort and the vitality of their partnership. The evaluation, the first conducted on the Participating Agency Service Agreement (PASA) which frames USAID/Peace Corps at-risk youth programming, was undertaken by an independent consultant with considerable awareness of the fund and its purposes.
