In recent years,food banking has emerged as an important tool in America's fight against hunger and malnutrition. At the same time, the charitable choice provision of 1996 welfare reform law has significantly expanded the opportunity for public-private partnerships in the provision of social services. Given the new opportunities ushered in by this legislation, this study examines the knowledge that food pantry directors in Alabama and Mississippi possess about charitable choice. Our study reveals that food pantry directors are generally lacking in knowledge about key charitable choice provisions, thereby limiting the potential for this initiative to be utilized fully in this …

AER 47 examines the research evidence underpinning current government policy developed over the last two decades in an attempt to improve the educational outcomes of indigenous students. It reviews and analyses existing educational research into the precursors and concomitant factors that contribute to educational achievement for students generally and for indigenous students in particular. It argues that current policy is insufficiently underpinned by substantive research, and that changes should be made, both to research methodology and to policy content.

Recent advances in plant biotechnology have led to significant changes in crop varieties and cropping systems in the United States, in particular the rapidly expanding cultivation of transgenic or genetically modified (GM) crops (Liu, 1999). Such crops, which contain artificially inserted genes, have been hailed as a major advance in agricultural technology and simultaneously condemned as a grave threat to the environment and to human health. In Europe, which represents a significant market for U.S. agricultural producers, widespread and vehement public opposition has effectively shut down importation and domestic production of GM crops, while in the U.S. public uncertainty is …

This study explores how the State Children's Health Insurance Program serves children with special needs and assesses the role of the Title V Maternal and Child Health Services Block Grant program in filling in gaps in coverage. To examine the benefits and feasibility of service delivery, the Horizons program and the International HIV/AIDS Alliance undertook a multifaceted operations research study of YRG CARE, a nongovernmental organization which offers services to PLHA in southern India. Data from this study suggest that comprehensive care and support services have had a positive impact on perceived quality of life, serostatus disclosure, number of illness episodes, and household expenditures for those patients who participated in the study. The results of this component of the study support the value of scaling-up the YRG CARE service model to other NGOs in India to expand …

This study examines the experiences of YRG CARE, a Chennai-based NGO, which provides an integrated continuum of prevention, care, and support services for PLHA in South India. In this Horizons report, the authors examine the process of scaling up YRG CARE’s patient-centered approach and how this led to the enhanced provision of care and support services at four selected sites. Networking and collaboration among providers at all sites were essential parts of the strategy. At the end of project workshop, scale-up participants and YRG CARE affirmed their intention to continue collaboration in order to build on the successes of the …

This publication reports on an intervention study that evaluated the effectiveness of a succession planning (SP) program in Uganda. Unlike most other programs for AIDS-affected children, succession planning reaches children and their families while their HIV-positive parents are still living and in a position to plan for their children’s long-term well-being. Research carried out by the Department of Sociology at Makerere University (Kampala) and the Population Council Horizons program suggests that succession planning is a promising approach: despite AIDS-related stigma and cultural resistance to acknowledging illness and death, qualitative research indicates that the approach met with a high degree of …

This paper documents a youth garden that was developed in 2000 through a university-community partnership in a low-income, predominantly Latino neighborhood in southwest Detroit. It involved four community-based organizations and several residents -- youth among them -- from the neighborhood, in garden planning, set-up, and management. Kids grew vegetables of different kinds to take home and ate healthy snacks at the garden. They learned about the importance of vegetables and fruits to healthy diets, the nutritional value of particular vegetables, and how to grow vegetables. The Population Council, in collaboration with CARE International and Family Health Trust, conducted a study in Zambia to determine which care and support needs of people living with HIV and AIDS and their families could be met by trained youth, and to establish whether youth engaged in formalized care and support activities would increase their adoption of protective behaviors or reduce the stigma faced by members of AIDS-affected households. Discussions with caregivers and clients demonstrated that trained youth are able to meet a range of the needs of clients and orphans and vulnerable children, and that their efforts may be …

Public Posting As A Strategy To Increase Walking: A Worksite Intervention, Rayleen Earney, Timothy J. Bungum

Because most American adults do not meet recommended physical activity guidelines, the need for new and innovative strategies is apparent. The current study employed public posting in an attempt to increase walking behavior in a worksite setting. Pedometer generated data was publicly posted in a prominent location in the worksite. In our study that utilized a pre-experimental design, we found that walking steps were statistically higher during the intervention and in a post intervention period as compared to the baseline data. We conclude that the public posting of physical activity data has the potential to increase walking behavior.

This section highlights resources with information on health concerns that arise from armed conflict. It examines human rights violations as derived from health issues and the humanitarian efforts to alleviate them. The vast majority of available literature approaches conflict-related healthcare shortfalls in terms of intervention. Literature dealing with armed conflict and health as it applies to human rights is much harder to come by, which indicates the need for additional emphasis in this area.

Primarily located within legal frameworks that focus on civil and political rights, the right to health is more frequently being used to challenge abuses of health by invoking social and economic rights, even though this places the right to health on slippery terrain that is not as internationally accepted as civil and political rights.

Access to health is an often-overlooked aspect of the right to health. Without practical access, the right to health becomes an empty promise. Then, as chief of staff in Commissioner Charlie Hales' office in 2000, Paul assembled a citizens group that began to explore the feasibility of a public market in the city. He now leads the effort for the Portland Public Market, drawing upon both of his career paths from the last 20 years. Is medical care worth it? Conventional wisdom says no, but my answer is emphatically yes. The benefits that we have received from medical advance are enormously greater than the costs. I suggest that public policy far outweighs the importance of cost containment relative to coverage expansion; we could in fact spend more and get a lot more for our health care dollars. In what follows, I talk about the costs and benefits of medical advance, focusing on two areas where I have done the most work: improvements in cardiovascular disease care and care for low birth weight infants. The state of Massachusetts, like the rest of the United States, is facing an approaching crisis in long-term care. Over the next few decades the number of Massachusetts residents age 65 and older will soar. As these numbers increase, so will the need for long-term care.
Massachusetts is ill prepared to provide the services that will be needed. Our current system of health care benefits leaves many elders with gaps in coverage. Those individuals who need long-term services often impoverish themselves and their spouses before the state pays for their care. Others languish on waiting lists to receive services. Our …

This paper estimates the redistributive effects of welfare state expenditures on social and economic disparities in the economic well-being of citizens in ten nations. Data from the Organization for Economic Cooperation and Development (OECD) and other sources for cash and non-cash social welfare benefits (health and education benefits from third parties) are used to describe differences in the size and nature of welfare states and their distributional effects. The OECD data are combined with micro data on household incomes from the Luxembourg Income Study (LIS) both to estimate the redistributive effects of the expenditures and taxes and to construct measures …

In 2003, the United States Department of State, Bureau of Political-Military Affairs/Weapons Removal and Abatement, (PM/WRA) tasked the James Madison University Mine Action Information Center (MAIC) with producing a cost-benefit analysis of two demining programs to be used to develop a model to analyze the quantitative impacts, expected results, and suggested prioritization of mine clearance activities. Prioritization was to be accomplished within the context of socio-economic development programs. Lessons learned from UN guidance, earlier studies, experts in the mine action community, and field studies influenced the development of the decision tool for prioritization of humanitarian mine action projects.

One of the first international attempts to improve the health of children was by Ms.Eglantyne Jebb, a founder of Save the Children, during the aftermath of the WWI. She drafted the Geneva Declaration of the Rights of the Child, the first international children’s rights document adopted by the League of Nations in 1924. Today, in the Convention on the Rights of the Child (1989) we have a more comprehensive and near universal legal instrument for children’s rights.
