During the late 1960's and early 1970's several significant pieces of environmental legislation were enacted. These pieces of legislation were designed to restore, improve, preserve and protect our natural resources. The legislation with the most impact on the United State Navy and Naval vessels has been the Federal Water Pollution Control Act. In order to meet the statutory requirements of the Clean Water Act, the United States Navy had to embark on a program to: modify existing vessels with Marine Sanitation Devices (MSD's) and install such devices on new construction ships.

This paper briefly summarizes the development of the Third United Nations Law of the Sea Conference (UNCLOS III)and the influence that national security had on its development.The missions of the navy as promulgated by Chief of Naval Operations, Admiral Elmo Zumwalt are: Strategic Deterrence;Sea Control; Projection of Force Ashore; and Naval Presence. The effect of the Draft Convention, InformalText (DC IT) provisions in five areas are discussed. These areas are: Transit of International Straits; Archipelagos;the Territorial Sea; the Exclusive Economic Zone; and the Deep Seabed.

This paper will compare the global conventions concerned with controlling ship-borne pollution, noting the major differences in regulations concerned with the prevention, control and reporting of pollution incidents, as well as the enforcement provisions of these conventions. Development Of A Simple Two-Ingredient Pyrotechnic Fumigant, Peter J. Savarie, James R. Tigner, Donald J. Elias, David J. Hayes

In laboratory tests with adult coyotes (Canis latrans) a pyrotechnic fumigant containing two active ingredients, sodium nitrate and charcoal, was found to be just as effective as the U.S. Fish and Wildlife Service Gas Cartridge that contains six active and two inactive ingredients. The two-ingredient cartridge produces high concentrations of carbon monoxide. Field tests with cartridges containing 240 g of 65% sodium nitrate and 35% charcoal produced a 96% mortality rate in coyote pups. A cartridge containing 65 g of 65% sodium nitrate and 35% charcoal was effective in both laboratory and field tests on wild Norway rats (Rattus norvegicus). …

Feral pigeons (Columbia livia) are not harmless birds. Many potential infections of humans silently exist in pigeons which are not apparent. They have the potential for transmission of over 30 diseases to humans plus another ten to domestic animals. Environmental pollution from pigeon droppings is quite evident. Air pollution involves more than noxious gases from automobile exhausts and belching smokestacks. One serious air pollutant is air-borne fungi, which are agents for infectious diseases. There is much information written about the problem, but it remains primarily in the professional journals and technical references, neatly stacked away on library shelves. …

One-half million acres of U.S. coastal wetlands have been destroyed by dredging and filling operations since 1956. They are being destroyed at the rate of 0.5-1.0% each year. In one ten year period, Rhode Island lost 5% of its 2000 acres of wetlands to urban development, and Connecticut lost 12% of its marsh lands. Less than 1500 acres of marsh remain in Connecticut. During the course of this research project, I examined one aspect of wetland destruction - the dredging and disposal of spoil materials onto wetlands and into the coastal waters of Southern New England. From these results the following conclusions may be drawn: 1. The stereochemistry of nucleophilic substitution at phosphorus is influenced by the basicity of the leaving group with the more basic leaving group favoring retention. 2. Lithium ion diverts the reaction to retention by forming an intimate ion-pair with the nucleophile which then attacks phosphorus. This associated ion is less reactive than the unassociated nucleophile. 3. For the retention mechanism the leaving group participates in the rate determining step. 4. The mechanism for retention entails a more sterically unfavorable configuration than for inversion.

From 1967 to 1974 medium to coarse sand dredged from the Chesapeake Bay was stockpiled approximately three miles offshore of Dam Neck, Virginia in hopes that the sand could be recovered for local beach renourishment projects. The resulting mound was surveyed over a two year period to determine if the sand is being removed by wave and current action and if the creation of a new feature on the ocean bottom changes the wave refraction patterns and perhaps creates local erosion.

Bathymetric profiles across the storage mound show some apparent morphological changes, but a detailed analysis of this data is …

The intradiumal heating and cooling cycle of the mixed layer of a tropical ocean is investigated through the use of a pseudo-two-dimensional numerical model. Particular emphasis is given to two-component diffusion resulting from dynamic instabilities in the water column. The conservation equations for salt and heat include the effects of solar heating, horizontal advectlon, and turbulent fluxes at the sea surface, while wind mixing enter through the use of depth-dependent eddy diffusion coefficients resulting from the wave-orbital shear model of KitaigorodsldLy. All inputs are treated as functions of time-of-day, or calculated via the bulk aerodynamic method.

Some maritime activities may be independent of each other but most are in competition and some are supportive in one way or other with most other maritime activities. Fisheries and merchant vessels rarely are at odds over matters of ocean traffic. However, both those activities may object to obstructions related to offshore oil drilling. Both municipalities and fisheries complain of merchant vessel pollution. Companies of different, states compete for offshoreoil lease rights. On the other hand, synergy and sublimation sometimes result from interworkings of maritime activities. Complexes of offshore platforms increase fish congregations. It was my objective to try to determine the mechanism of nucleophilic substitution at phosphorus in monothiophosphate triesters and to apply what I learn to the other phosphate systems. I also tried to obtain more data to show that the Lewis acid-base type complex through the phosphoryl oxygen is existent and does influence the reaction.

This thesis presents the historical and stratigraphical evidence for the Persian and Arabic destructions of Caesarea Maritima. Its main purpose is to discover whether the stratigraphical data coincides with the historical information concerning the city in the sixth and seventh centuries A.D.

The archaeological data are the results of four seasons of excavation (1971, 1972, 1973, 1974) carried out by the Joint Expedition to Caesarea Maritima under the direction of Dr. R.J. Characteristic of the acquisition of most skills, the learning of a foreign language requires formalized, systematic training. Computer-assisted instruction provides the necessary individualized drill with accompanying reinforcement. The "BASIC" CAI course, MODALS, represents the culmination of nine months of research and programming of the instruction of German modal auxiliaries; the complex of sixty seven interconnected sub -programs provide drill of all six modals in five different tenses. Subsequent to the in-class introduction of new lecture material concerning the modals, any student may then proceed to the computer terminal, there undertaking further study of the subject. Missouri, like many of its neighbors, has long had to content with complaints of damage caused by predatory wildlife. Unlike some other states, however, in Missouri the control, management, restoration, etc. of all bird, fish and game and other wildlife resources of the state is vested in a Conservation Commission to an exclusive degree. Because of this Constitutional mandate, the Conservation Department in Missouri has been the agency primarily responsible for assisting farmers and ranchers with their various wild animal damage control problems. Problems encountered during development of the hydrofoil ship have restricted exploitation of its unique characteristics in an open ocean environment. An examination of pertinent physical and technical constraints is undertaken to assess their impact upon the future. The focus of this examination is centered upon the evolution of the fully submerged foil type ship during the past decade with emphasis upon the commitment directed toward its development by the United States Government.
