"This paper describes a methodology for modifying a combat training simulation model to include a comprehensive data structure and computer software, to allow the model to be implemented on a microcomputer. It begins by developing a topology for combat simulation models and proceeds to define a data structure suitable for describing military units and facilitating the varied aspects of the simulation. An eclectic approach to the development of the model and the implementing software is followed throughout. Times do change! USDA's Animal and Plant Health Service, or APHIS, is now in the process of taking over the animal damage control program from the U.S. Fish and Wildlife Service. The transfer will be completed by April 1.

This is the opposite of what was happening back in 1939. At that time, a government reorganization plan resulted in the transfer of the Bureau of Biological Survey—-forerunner of Fish and Wildlife Service--from Agriculture to Interior; and with it went the ADC program.

We're pleased to have the ADC program back at Agriculture. We never lost interest in it. While the …

Every other year since 1962, the Vertebrate Pest Council has sponsored the conference with the primary objective of bringing individuals interested in vertebrate pest control together to discuss problems and solutions of mutual concern. Starting in 1964 there has been a movement to declare the Indian Ocean a "Zone of Peace." In an age when many in the world feel threatened by the potential of nuclear holocaust this is not striking in and of itself. What the Zone of Peace proposal provides is more valuable than the actual resolution. Empirically, it is obvious that nuclear free zones and peace zones have little validity. Historically, the weak have been vanquished by the powerful; their proclaimed neutrality notwithstanding. U.S.-Japan fisheries history spans over a half-century of controversy. A variety of developments have taken place over this period from past to present illustrating this point. This paper will present this subject in three parts, corresponding to the historical developments that have taken place. The saga begins with U.S. post-World War II aid in rebuilding the Japanese tuna, whaling and salmon fleets. Round two examines the rapid expansion of the Japanese utilization of Alaska pollock and the development of the surimi trawlers in the early 1960s. We develop a method of managing strategic reserves, in this case, the U.S. Strategic Cobalt Reserve. A rationale for the stockpiling of cobalt is presented, followed by a method for bringing the stockpiled amount from any level to a desired goal, in this case an amount determined by the Federal Emergency Management Agency to last through three years of conventional warfare. The method involves solving a stochastic programming problem in order to balance the expected values of the social benefit and the social cost of building the stockpile-Social benefit is accrued by decreasing the impact and the probability of a …

Small islands and in particular those more or less dependent on their reefs as a resource were often self-contained units, maintaining a fragile equilibrium in which even small changes could and have wrought fatal disturbances. The pressures of the modern world have endangered these vulnerable units economically, socially, and biologically. In all instances the "'population factor has played an important role. Coral reef islands appear to be more susceptible to the side effects of rapidly growing modernization than other types of islands. Desulfurization Of Coal Using Carboxylic Acids & Peracids, Dwight Watson

Bituminous coals were desulfurized by leaching in a 325 ml, agitated, autoclave with hot, dilute solutions of carboxylic acids, buffered carboxylic acids, carboxylic salts, and carboxylic salt:alkali combinations. The partial pressure of oxygen was not increased as it was found not to increase the amount of organic sulfur removal. The effect of increasing carboxylic size and decree of desulfurization was studied. Among the carboxylic acids studied, formic acid removed the greatest amount of organic sulfur;and iso-valeric acid removed the greatest percentage of pyritic sulfur. It was found that there is a direct correlation between the amount of organic sulfur removal …

Compound 1080 (sodium monofluoroacetate) is a uniquely selective predacide for controlling coyotes, compared to other predacides. In addition to discussing the biological aspects of 1080, the reasons for the current emotional-political status of 1080 are also reviewed because the biological rationale concerning 1080 has been largely determined by a conspiracy orchestrated in 1972 by an individual of the Council on Environmental Quality but assisted by others from the U.S. Department of the Interior and the Environmental Protection Agency. Many of the distortions about 1080 can also be traced to environmental organizations which still use 1080 as an issue which they …

High-level radioactive waste produced by nuclear power generation, weapons production, and medical research has been accumulating in temporary storage pools in many countries. A permanent method of disposal will soon benecessary to ensure against contamination of man and the environment. Land-based geologic formations, such as salt domes, are the preferred sites for disposal at this time in the United States. Subseabed emplacement is one option under consideration and the technological aspects of this method are currently being studied. In order to resolve these issues, it is proposed that relevant laws be conditionally amended to legalize subseabed emplacement, but only after …

This report will investigate the feasibility of large-scale artificial floating islands, to solve problems posed by over-population and environment-burdening activities in coastal areas. The investigation will focus on the historic, technical, utilizable and legal aspects of artificial floating islands. Although this report exemplifies artificial floating islands developed for offshore cities, electrical power generation and basing for the military, its content is applicable to any offshore floating development.

Approximate numerical estimates are developed in order to quantify a variety of aspects of the arms race. The results of these calculations are consistent with either direct observations or with more sophisticated calculations. This paper will cover some of the following aspects of the arms race: (1) the electromagnetic pulse (EMP); (2) spy satellites; (3) ICBM accuracy; (4) NAVSTAR global positioning satellites; (5) particle and laser beam weapons; (6) the neutron bomb; and (7) war games.
