This project aims to make the case for city improvements in Madisonville, Kentucky by using successful strategies implemented by other cities across the region. These strategies include sidewalk improvements, the installation of roundabouts and parking garages, increased walkability and beautification, and a restructuring of the types of cars predominantly used in the area. The strategies would be implemented from least expensive to most expensive, and in a way that gets the communities involved as much as possible. By using these strategies, Madisonville can better prepare itself for a more sustainable future.

This study investigates the rising solid waste management (SWM) dilemma in Greater Khartoum City (GKC), a critical environmental and public health issue caused by fast urbanization and inadequate infrastructure, with historical linkages to Sudan's colonial and postcolonial growth. Chapter 1 describes the current problem using quantitative and qualitative data, demonstrating that GKC produces approximately 3,340 tons of waste each day, with 56% organic matter, 8% plastics, and 16% paper. Collection efficiency remains severely poor, at 31.5%. Informal recyclers known as Nakasha or Barkata collect approximately 7% of total waste, supporting roughly 3,900 people, whereas filthy open dumps and unsorted medical …

This thesis will examine how artificial intelligence (AI) regulation and development differ across political regime types, arguing that governance outcomes are fundamentally shaped by institutional political structures. This thesis will draw on comparative frameworks analyzing democratic and authoritarian systems. This thesis will also include case studies of the European Union, the United States of America, China, and Russia. The study finds that democratic regimes tend to emphasize transparency, accountability, and rights-based regulation of AI. This often results in slow regulation of AI, but it is more ethically legitimate and constrained. In contrast, authoritarian regimes prioritize centralized control, strategic coordination, and …

A new geotechnical stability analysis method has been implemented for a CCR surface impoundment to aid in design for temporary cut slopes and final closure grades. Conditions have come to light after significant tailings dam failures occurred across the globe, specifically those exhibiting flow failures (i.e. failures in which tailings behave a liquid and flow out of the facility). These failures have come under intense scrutiny as the failures pose significant risk to public safety and the environment and have been observed in CCR. Coal combustion residuals (CCR) present one of the most significant waste management challenges in the United States. Illinois hosts 72 coal ash impoundments at 23 facilities across 22 counties. In 2019, the state enacted Public Act 101 0171 (Coal Ash Pollution Prevention Act), followed by Illinois Administrative Code Title 35, Part 845, establishing CCR surface impoundment standards. Even with federal and state requirements, significant gaps remain in identifying management options and site-specific risks. This comparative case study research paper analyzes the Colonial Pipeline attack, the Oldsmar Water Treatment Plant attack, and related case studies to identify past and current gaps in cyber resilience in critical infrastructure.  It provides insights into the importance of cybersecurity and opportunities to enhance protection in an increasingly digital world.  Findings include unsecure practices, limited communication between sectors, outdated technology, and weaknesses in security processes and employee training. These vulnerabilities are interconnected and are largely driven by limited funding within critical infrastructure systems, which restricts the ability to address them effectively.

Aging underground infrastructure poses significant risks to public health and environmental safety, yet structural condition assessment remains bottlenecked by labor-intensive manual CCTV inspections. This thesis proposes a comprehensive algorithmic framework enabling fully autonomous, real-time deficiency detection, geometric assessment, and natural language reporting on resource- constrained edge computing platforms. Three core components address this challenge. First, RAPID-SCAN, a novel semantic segmentation architecture utilizing a Dynamic Feature Pyramid Network and Channel-Spatial Attention, achieves real-time, pixel-precise defect localization with dramatically reduced parameters. The quality of political discussions occurring on online platforms or social media sites has been deemed quite poor. To address this issue, I investigated whether a Large Language Model (LLM) can be used to promote civil and productive political discussions by identifying and responding to unproductive dialogue. I fine-tuned an existing LLM to detect elements of problematic dialogue, namely misinformation, misrepresentation of sources, logical fallacies, bias, and toxic language, and then respond in a corrective yet non-confrontational manner. This study examines frequency of and population exposure to extreme rainfall events in Tennessee to guide the placement of future mesonet weather stations. Using 1991-2021 daily nClimGrid precipitation records, extreme events were defined as events of rainfall ≥50 mm. These events were collated on an annual scale and normalized alongside square-root-scaled population densities derived from Landscan to develop extreme rainfall vulnerability maps. Results highlight where extreme rainfall is most frequent relative to population densities in each county. The findings were compared with models of mesonet suitability and feasibility to determine how meteorological needs correlate with siting needs such as land …

Brownfields, or properties that are or possibly are contaminated with dangerous materials, represent a common obstacle for communities in Mississippi. The real or potential presence of contaminants at these sites often deters investors due to costly cleanup requirements (EPA, n.d. -b). The Environmental Protection Agency (EPA), through its Brownfield Revitalization Program, implemented guidelines for covering the costs and labor associated with the remediation of these properties. The EPA is not, however, responsible for redevelopment that supports long-term environmental and economic sustainability. In recent years there has been an increasing number of cyberattacks on public water generation and distribution systems. Advanced persistent attackers could usurp sensors and control systems to contaminate public drinking water. In order to conceal their malicious activity, they can manipulate sensor data flows to give the appearance of normal activity. The compromised sensors would report normal chemical levels even though unsafe water is entering the distribution system. In response, this research proposes a multi-sensor, cross-comparison approach to anomaly detection. Open Space Management Plans (OSMPs) are increasingly used by municipalities to guide the long-term stewardship of natural lands; however, little formal guidance exists regarding how these plans are structured, developed, or organized in practice. While numerous OSMPs are publicly available, their compositional logic, procedural workflows, and thematic priorities remain largely undocumented within academic literature. This study addresses that gap through a qualitative document analysis of fifteen publicly accessible OSMPs from the western United States, published between 2015 and 2024.

Criminal justice researchers apply Cohen’s (1988) benchmarks to classify effect sizes as small, medium, or large, despite these standards never being meant for broad, decontextualized use (Cohen, 1988; Gies et al., 2024; Goulet-Pelletier & Cousineau, 2018; Lakens, 2013; Milner et al., 2023). Repeatedly doing so may weaken statistical validity, distort findings, and impede effective policymaking. This study introduces the first effect size benchmarks specifically designed for violent crime interventions.

Using a quasi-meta-analysis framework, 1,605 effect sizes from 104 violent crime intervention studies from the CrimeSolutions clearinghouse were converted to Cohen’s d. Three new discrete benchmarking methods were created using a …

This thesis examines whether a unified AI‑driven framework can reduce configuration effort and operator workload in UAV‑based SAR operations. This study explores the feasibility of an AI-powered chatbot for HIPAA-aligned intake of emergency room patients seeking treatment for overdose and violence. The system utilizes AWS Amplify, an encrypted EC2 instance, and a secure S3 Bucket house on Amazon Web Services. Chat functionality is powered by a multi-agentic framework operating on Anthropic’s Claude Sonnet 4. Manual evaluation and exact match testing reveal the system reliably obtains and records relevant information during intake. Future work will focus on expanding accessibility by integrating voice functionality, obtaining HIPAA compliance certifications, and incorporating the chat system into existing healthcare networks.

Violence and overdose events in Las Vegas occur at rates above the national average, with fewer than half of violent injuries reported to law enforcement [2,7]. The Cardiff Model offers a proven framework for standardized data collection and sharing between hospitals and public safety partners, yet many implementations still rely on manual entry.
