Traditional weakly supervised video anomaly detection (WSVAD) tasks typically rely on coarse-grained frame-level labels for training. Although this approach reduces annotation costs, it results in weak semantic understanding and spatial localization capabilities due to the absence of fine-grained annotations, hindering precise pixel-level anomaly detection and localization. Accurate localization of gunshots in multi-room building environments remains a challenging problem in acoustic forensics and public safety applications. Existing approaches model sound propagation within a single room, neglecting the transmission of acoustic energy through walls and other building materials. This thesis presents a study on modeling multi-room gunshot acoustic transmission, combining geometric ray tracing with structural acoustic transmission-loss modeling to generate impulse responses for two horizontally adjacent rooms separated by a shared wall, providing a foundation for future inter-room gunshot localization work. Ransomware poses a growing threat to critical infrastructure, where successful attacks can disrupt operational technology (OT) and industrial control systems (ICS) with significant public safety consequences. However, attributing ransomware incidents to specific threat actors remains challenging due to ransomware-as-a-service ecosystems, actor rebranding, and the obfuscation of traditional indicators of compromise. This paper presents Semantic Shields, an NLP-driven attribution framework that leverages BERT-generated semantic embeddings and DBSCAN clustering to profile ransomware actors through the linguistic characteristics of ransom notes. This study presents a decade-long spatiotemporal analysis of more than 206,000 traffic accidents recorded between 2015 and 2024 in unincorporated DeKalb County, Georgia. The primary goal of the study is to identify critical patterns of roadway risk and inform data‑driven safety interventions. Using crash records from the Georgia Department of Transportation (GDOT) AASHTOWare Safety platform and standardized crash‑rate calculations, the analysis revealed strong temporal regularities, including elevated crash frequencies during afternoon peak hours, Fridays, and seasonal transition periods such as October. This dissertation examines how Dallas’s smart city strategic policies foster resilience against disruptions associated with emerging technologies, particularly artificial intelligence and Internet of Things systems. Using a convergent mixed-methods comparative case study, Dallas serves as the primary case, Austin serves as a U.S. municipal comparator, and Barcelona serves as a qualitative benchmark for ethical and trust-centered smart city governance. The study integrates document analysis, broadband and digital equity indicators, stakeholder engagement evidence, and exploratory quantitative comparisons to assess how governance adaptability, preparedness, functionality, equity, and stakeholder trust shape resilience outcomes.

The outer continental shelf of the Gulf of Mexico (Gulf) is characterized by unique bathymetric features that provide critical habitat for marine fauna. Here, we demonstrate the utility of large-scale acoustic telemetry for monitoring an oceanic marine protected area (MPA) and document the first known occurrences of white sharks (Carcharodon carcharias) within Flower Garden Banks National Marine Sanctuary (FGBNMS). White sharks were tagged with acoustic transmitters in the western North Atlantic Ocean off the east coast of the United States and Canada. Cyber-physical systems increasingly rely on interconnected physical and digital systems whose security incidents can escalate rapidly into safety and operational failures. Existing decision-support approaches struggle to support incident response because they rely on static assumptions, incomplete vulnerability data, and single-objective risk models that do not adequately capture trade-offs between attack success likelihood, impact severity, and system availability. Realistic, hands-on cybersecurity training has traditionally depended on fixed infrastructure such as dedicated lab hardware, cloud subscriptions, or permanent network connectivity, limiting where and how often it can be delivered. This paper presents the design and implementation of a portable, scenario-based cybersecurity training platform housed in a single travel case and built from commodity hardware, type-1 hypervisor virtualization, containerized service orchestration, and software-defined networking. This case study examines fleet sustainability challenges within the University of Texas Rio Grande Valley Police Department, a multicampus public safety agency operating aging gasoline vehicles central to daily patrol and administrative functions. Rising maintenance costs, increased vehicle downtime, and extensive idling created both operational strain and avoidable environmental impacts. Aging internal-combustion vehicles contributed to elevated emissions and fuel consumption, particularly under high-heat conditions and equipment demands typical of campus policing. Telematics monitoring indicated that approximately 48% of total engine-on time consisted of idling, highlighting a substantial source of avoidable fuel use and emissions. Facial age estimation supports law enforcement via image-based, age-filtered queries, age-progressive re-identification, and bulk record labeling, where prediction accuracy determines if the resulting decisions can be trusted. State-of-the-art models excel on web imagery but incur higher error on mugshots due to domain shift between the professionally lit, filtered, and posed web photographs used during pre-training and the uniform backgrounds, uncooperative expressions, and decades of evolving capture technology found in mugshot collections. Artificial intelligence (AI) is becoming increasingly embedded within forensic psychological practice, shaping how criminal risk, legal responsibility and public safety are assessed. AI tools are now used in recidivism prediction, behavioural analysis, deception detection and investigative support, high-stakes domains where errors can have profound consequences. Historical redlining practices initiated by Home Owners’ Loan Corporation (HOLC) in the 1930s have produced enduring persistent socioeconomic and environmental disparities in U.S. cities. This dissertation examines their long-term impacts on social vulnerability, urban flood risk, along with public discourse about redlining practices. Results indicate that neighborhoods with HOLC grade A (greenlined) exhibit the lowest overall social vulnerability, while those graded D (redlined) face the highest across U.S. cities. In Chicago, associations between redlining practices and flood risk disparities are stronger than in Los Angeles, reflecting place-specific characteristics among environmental, socioeconomic, and demographic factors shaping flood risk disparities in long …

Vehicles are crucial for sustaining socioeconomic activity and improving quality of life in modern cities by offering diverse services. These include passenger mobility, goods delivery, information acquisition, and acting as mobile servers such as food trucks and mobile lockers. At the same time, they also contribute to traffic congestion and air pollution. This tension fosters the rise of urban resource-conserving and sustainable service solutions. In this article, we introduce the concept of “Vehicle-Based Multi-Services” (VeMuS), in which a single vehicle offers multiple services simultaneously. Wildfire risk in the Northern Bay Area is increasingly shaped by climate driven vegetation dryness, expansion of the Wildland Urban Interface (WUI) and the fragmentation of environmental policy making. This paper investigates how Alameda, Contra Costa, and Sonoma Counties differ in their wildfire exposure and asks whether county level policies align with the areas of highest hazard and human exposure overlap. This project uses a Geographic Information Systems (GIS) overlay to overlay CAL FIRE Fire Hazard Severity Zones (FHSZ), and WUI data to identify wildfire hot spots where WUI areas intersect with High or Very High FHSZ classifications. Large Language Models (LLMs) have demonstrated significant potential in disaster-response decision support, however, their deployment in high-stakes humanitarian settings raises critical concerns regarding factual reliability, fairness, temporal validity, and governance compliance. Hallucinated outputs, demographic bias, and outdated recommendations can directly impact vulnerable populations and undermine public trust. This dissertation proposes a governance-aware multi-agent framework designed to enhance fairness and temporal accuracy in disaster-response systems through structured Retrieval-Augmented Generation (RAG), verification-driven orchestration, and adaptive correction mechanisms.The proposed architecture decomposes response generation into specialized agents responsible for real-time retrieval, fact-checking, bias auditing, temporal validation, threshold-based correction, and monitoring.
