This addendum complements the 2008 Plaster Creek Watershed Management Plan (WMP), which tells the full story of the Plaster Creek Watershed’s current condition, impairments, and need for restoration. This addendum focuses on chloride, an emerging pollutant of concern in Michigan that was not addressed in Plaster Creek’s 2008 WMP. This addendum meets the nine elements required by the United States Environmental Protection Agency (EPA) for a watershed management plan to be officially approved; as such, its content and layout are intended for a technical audience.

The assessment of water quality has become increasingly vital for maintaining the ecological balance and ensuring public safety across global water systems. This study examines the application of Quantum Machine Learning (QML) techniques in a real-world setting to predict water quality in the U20A region of the Umgeni Catchment, Durban, South Africa. We implemented the Quantum Support Vector Classifier (QSVC) and Quantum Neural Network (QNN) on a field-collected dataset. Our results demonstrate that the QSVC is more practical to implement and yields superior performance, achieving 75 % accuracy with polynomial and radial basis function kernels. Wildfires cause unpredictable spread and panic-driven congestion, posing severe challenges to evacuation planning. We present RESCUE (Routing under Evolving Stochastic Congestion and Uncertain Spread in Wildfire Emergencies), a dynamic, risk-aware framework that models the road network as a time-varying weighted graph. RESCUE operates in two stages: (i) a preprocessing phase integrating fire forecasts, traffic density, and distance to assign edge weights, and (ii) a real-time routing phase that adaptively updates paths using a multi-granular strategy distinguishing macro-level disruptions (e.g., rapid spread) from micro-level changes (e.g., local congestion). According to a national 2022 study published in the New York Times, the state of Utah bears the highest risk of property damage due to to wildfires when measured as a share of all properties.1 These findings, coupled with Utah’s rapid population growth and accompanying residential development in fire-prone environments, present a pressing emergency preparedness challenge for federal, state and local officials. Floating offshore wind (OSW) is a relatively novel technology in the United States, which is positioned to play an integral role in California’s decarbonization strategy. Two federal OSW lease areas have been established off the coast of Northern California, and plans are underway to develop supporting port infrastructure, including the Humboldt Bay Offshore Wind Heavy Lift Marine Terminal (HLMT). The proposed HLMT site is adjacent to communities on the Samoa Peninsula of Humboldt Bay, which currently face socio-environmental vulnerabilities and critical infrastructure gaps. Modern artificial intelligence (AI) governance lacks a formal, enforceable mechanism for determining whether a given AI system is legally permitted to operate in a specific domain and jurisdiction. Existing approaches-such as model cards, audits, and benchmark evaluations provide descriptive information about model behaviour and training data but do not produce binding deployment decisions with legal or financial force. This paper introduces the AI Deployment Authorisation Score (ADAS). This machine-readable, regulator-grade framework evaluates AI systems across five legally and economically grounded dimensions: Risk, Alignment, Externality, Control, and Auditability, derived from safety engineering, alignment theory, algorithmic accountability, and liability economics. Although this has significant potential to increase efficiency and responsiveness, it also comes with several risks of transparency, government accountability, and the amplification of discrimination and bias. Large Language Models (LLMs) are becoming critical infrastructure in scientific, healthcare, and governmental contexts. As frontier AI laboratories increasingly partner with government agencies, a fundamental question arises: Who should control the safety and policy-enforcement layers that constrain model behavior? Current safety mechanisms (LLM guardrails) are typically designed for generic "harmlessness" and operate by detecting semantic patterns and refusing requests. Low-light image enhancement is a major challenge in digital imaging, especially in medical imaging, surveillance, and autonomous vision systems. Images captured under poor illumination often appear dark, noisy, and low in contrast, which makes it hard to observe important details. Geomagnetically Induced Currents (GICs) are electrical currents induced in long grounded conductors during geomagnetic disturbances. They represent one of the primary space weather hazards to critical infrastructure, particularly high-voltage power transmission systems and other grounded conductor networks such as pipelines. As modern society becomes more dependent on these systems, understanding and mitigating the impacts of space weather has become increasingly important. This dissertation contains three studies. Each asks how rules or language change the choices people and machines make when outcomes are uncertain. The first study, written with Kiran John, evaluates California’s 2020 cashless bail reform. We use propensity score matching on arrestee records from the windows before and after implementation, and we test whether the shift away from cash bail produced any effect on subsequent offending. It did not. Matched comparisons yield small, statistically insignificant differences across every window we examined. That null result cuts against both sides of the public argument. Puget Sound is a densely populated, tectonically active area that can be affected by earthquakes from local crustal faults and the Cascadia subduction zone capable of producing abrupt coseismic subsidence. Tidal wetlands are particularly sensitive to abrupt changes because they are depositional environments that reside at sea-level and their lithology and ecological communities are strongly controlled by elevation within the tidal frame. As a result, coseismic subsidence can disrupt established environmental gradients and leave distinguishable signatures preserved within the stratigraphy, like tidal mud directly over peat deposits. Online social networks have become central spaces for public discourse, where hostile and discriminatory language toward social groups can cause psychological and social consequences for marginalized communities. Although multiple public hate speech datasets are available, many rely on binary categorization practices that obscure linguistic, cultural, and contextual variation across targeted groups. Globally, over five million deaths annually are attributed to extreme weather events exacerbated by climate change, such as heatwaves, hurricanes, wildfires, droughts, and floods, which create health crises and economic losses. The 2015 Paris Declaration emphasized climate technology mechanisms, including research and development, to enhance resilience and reduce greenhouse gas emissions. Trees play important roles in atmospheric carbon dioxide (CO2) absorption and climate change mitigation. The objective of this study was to assess tree characteristics and carbon sequestration potential at Ramkhamhaeng University (Hua Mak Campus), Bangkok, Thailand. Tree attributes, including species composition, abundance, diameter at breast height (DBH), and tree height, were recorded. Tree biomass, carbon storage, and CO2 sequestration were estimated using appropriate allometric equations. A total of 2,149 trees were recorded in the study area, corresponding to a tree density of 45.8 trees ha-1. One of their key roles is intercepting stormwater runoff, reducing flooding risk, and improving water quality. Chapter 1 of this thesis characterized the ecological and economic contributions of urban trees on the Marshall University campus and provides guidance on their management and conservation in the future. The library provides 43 univariate probability distributions with L-moment and maximum likelihood parameter estimation, eight Markov Chain Monte Carlo (MCMC) samplers for Bayesian inference, bootstrap uncertainty quantification, bivariate copulas, optimization algorithms, and numerical methods for integration, differentiation, root finding, and linear algebra. The 2019 Nebraska floods, among the most severe in the state’s history, highlighted the urgent need to strengthen local preparedness and mitigation strategies. This study assesses the extent to which local zoning regulations in Nebraska’s most affected jurisdiction, including rural areas, address flood risk reduction. This dissertation investigates surrogate modeling for fixed-location environmental forecasting using novel data-combination techniques. The work surveys the landscape of observational measurements and numerically generated data, identifying similar research and gaps in current methodologies. The ratio-coupled training framework is introduced to combine two data sources per predicted feature through a tunable parameter that weights training signal strength. An optimization scheme is developed to simultaneously tune surrogate weights and the coupled signal ratio, allowing relative influence between signals to act as an explicit regularizer. This research investigates the environmental conditions that drive hazardous wave overtopping using Dawlish, a vulnerable section of the UK’s railway, as a case study. This study investigates the distribution of naturally occurring arsenic in groundwater within the Oro Grande Wash in San Bernardino County, California. Water quality results showed higher levels of arsenic in the deeper aquifers, ranging between 600 feet and 1,000 feet below ground surface. Arsenic levels in these regions reached as high as 66 µg/L. In a heavily populated city as busy and vibrant as New York City, people are constantly on the move. Some of that movement might be connected to the occurrence of certain crimes. This study explores how movement, especially from yellow taxicabs, relates to crime occurrences within different parts of the city. Industrial Control Systems (ICS) and Operational Technology (OT) maintain the grid, ensure water safety, and keep transportation running. Because they influence nearly every aspect of daily life, these systems have become prime targets for cyberattacks. The need for this research arises from the fact that when ICS and OT systems are compromised, the consequences go beyond data loss, and they can directly disrupt communities and endanger public safety. This thesis introduces digital forensics fundamentals and explains how investigations in ICS environments differ from those in traditional IT environments.
