The problem: A safety hazard affected motorists traveling through a remote area in Brevard County near the St. Johns River on the eastbound Bee Line Expressway (S.R. 528). At that point the Bee Line splits, sending Titusville- bound motorists to the north, and Central Brevard- bound travelers to the south. Because of the high cost of extending utility service several miles from the nearest distribution point, the overhead guide signs were not illuminated, and at such a critical juncture on the 65-mph highway, it was difficult, if not impossible, to read them at night. Impact Evaluation Of The Louisville-Shively-Jefferson County Traffic Alcohol Programs, Jerry G. Pigman, Kenneth R. Agent, Patricia L. Hardyman, Knowlton W. Johnson, Richard Mccleary

Kentucky Transportation Center Research Report

This report is an evaluation of alcohol enforcement programs conducted by the Louisville, Jefferson County, and Shively police agencies in the Louisville metropolitan area. The following four types of data were collected in order to evaluate the traffic alcohol programs; accident data, arrest and adjudication data, cost-effectiveness, and public opinion data.

Results from the before-and-after comparisons and time-series analysis show alcohol-related accidents decreased significantly during the study period, There was a 34.4 percent reduction in alcohol-related accidents during hours of special enforcement and a 30.4 percent reduction during all hours of the day. The development of drugs has become increasingly complex, requiring the use of a wide variety of pharmaceutical actives and isolated intermediates, a majority of which are not always completely characterized with respect to their hazard potential. This can present a source of potential exposure to those who handle these substances during initial drug development, manufacturing of the drug active and ultimately the finished pharamaceutical product. It is, therefore, essential that safety and health information be documented and communicated during the entire drug development process.

International Conference on Case Histories in Geotechnical Engineering

In the past decade the use of ground anchors in deep basements has increased in most parts of the world, while their applications in Singapore have been very limited so far because of their interference with adjacent properties. Empirical design methods which are adequate in most cases are still commonly used. Analytical design methods and finite element analysis (FEM) which give better insight into the soil-anchor interaction are gaining popularity. Post grouting is often used for anchors in residual soils and has been found successful. Some case histories from Singapore are presented in this paper.

Estimating Particle Sizes, Concentrations, And Total Mass Of Ash In Volcanic Clouds Using Weather Radar, David M. Harris, William I. Rose

Department of Geological and Mining Engineering and Sciences Publications

Observations of the March 19, 1982 ash eruption of Mount St. Helens, made by the National Weather Service (NWS, Portland, Oregon) on 5-cm radar, were used to estimate the volume of the ash cloud (2000 ±500 km3), the concentration of ash (0.2–0.6 g m−3). and the total mass of ash erupted (3–10×1011 g). The position of the cloud was also tracked by radar. Particle sizes in the ash cloud were estimated from settling velocities suggested by decreases in maximum ash cloud height with time as it moved away from the volcano. The March 19, 1982 …

Kentucky Transportation Center Research Report

In an attempt to increase child restraint usage, a law was enacted by the 1982 Kentucky Legislature requiring use of child restraints for children forty inches or less in height. To evaluate the effectiveness of this law, a usage survey had to be completed before the law became effective. Objectives of this study were to determine statewide child restraint usage and statistics relating to improper usage. Seatbelt usage of drivers was also analyzed.

A statewide child restraint usage rate of 14.4 percent was obtained. Only 44 percent of restraints were coded as used properly. Several factors, such as population, age …

This updated manual with revised seismic design provisions governs the design and construction of Army, Navy, and Air Force facilities and supersedes the April 1973 issue. Basic criteria are stated herein with augmentations and clarifications of the criteria. Also, commentary and design examples are included to provide comprehensive applications and guidelines for the seismic-resistant design of facilities. The organization of the manual has been revised to present the topics in a more orderly manner. The dynamic analysis approach for seismic design is not covered but its use is not precluded in this manual.

Kentucky Transportation Center Research Report

The purpose of the study was to determine the effect of lane and shoulder widths on accident benefits for rural, two-lane roads and also to determine the expected cost effectiveness of widening lanes and shoulders. Information concerning geometries, accidents, and traffic volumes was obtained for over 25,000 km (15,000 miles) of roads.

Run-off-road and opposite-direction accidents were the only accident types found to be associated with narrow lanes and shoulders. Wide lanes had accident rates 10 to 39 percent lower than for narrow lanes. Wide shoulders (up to 2.7 m (9 feet)) were associated with the lower accident rates. Criteria …

Noise, that undesirable portion of the ever-present sounds of our environment, has until the last decade, been considered as an unavoidable by-product of our rapid population growth and its accompanying mechanization. As awareness of adverse health effects from noise exposure grew, the Federal government, as protector of the public health and welfare, took the initial steps to control noise pollution. Missouri Dam Safety Inspection Reports

This report presents the results of field inspection and evaluation of the Little Indian Creek Dam (MO 30718).

It was prepared under the National Program of Inspection of Non-Federal Dams.

This dam has been classified as unsafe, non-emergency by the St. Louis District as a result of the application of the following criteria:

a. This dam retains less than 50 percent of the Probable Maximum Flood without overtopping the embankment.

b. Overtopping of the embankment could result in failure of the dam.

c. Dam failure significantly increases the hazard to loss of life downstream.
