Impacts Of The Extended-Weight Coal Haul Road System (Interim Report), Joseph D. Crabtree, Jerry G. Pigman, John A. Deacon, Kenneth R. Agent
Kentucky Transportation Center Research Report
The Extended-Weight Coal Haul Road System, created by Kentucky's Legislature in 1986, consists of all roads which carry over 50,000 tons of coal in a calendar year. Trucks hauling coal on this system are authorized to exceed normal weight limits through the payment of an annual decal fee. A research study was initiated in July of 1992 to analyze the impacts of the extended-weight system. This interim report, prepared after one year of a three-year study, describes the analyses performed thus far and presents preliminary findings, recommendations, and a discussion of future work.

Development Of A Cost-Effectiveness Methodology To Prioritize Environmental Mitigation Projects, Robert E. Thompson
Theses and Dissertations
A cost-effectiveness prioritization methodology was developed using concepts from the cost-effectiveness technique. The new methodology called the Cost-Effectiveness methodology (CEM) allows the prioritization of mitigation projects across broad categories of hazardous sites as would be ranked among the offices of the Environmental Protection Agency. Two performance criteria were incorporated into the process--rank projects that save the most lives per dollar and enhance general applicability across different categories of risk. A metric was developed that represents the ratio of lives saved per dollar spent on mitigation alternatives of contaminated environmental sites. This metric was incorporated into the CEM to distinguish mitigation …

The Effects Of Airline Deregulation On Airline Safety: An Econometric Analysis, William Charles De Jager

After an unfortunate series of accidents in the mid 1930's the Air Transport Association (ATA) lobbied Congress for regulation of the industry. The ATA claimed that unfair competition was endangering the public safety. The Civil Aeronautics Act of 1938 created the Civil Aeronautics Board (CAB) and gave the CAB the authority to regulate the industry.
During the regulation era airline ridership increased and safety improved. During the regulation period, opportunity for comparing the safety record of the regulated industry with the record of the unregulated portions of the industry was limited. The few attempts made rendered inconclusive results.

Kentucky Transportation Center Research Report
The purpose of this study was to assist the Department of Highways in conducting bridge-painting operations involving removal of existing lead-based paint. Pertinent state and Federal regulations affecting generation of hazardous wastes, limiting environmental pollution and protecting public and worker safety were obtained and reviewed.State highway agendas were surveyed relative to how they conducted maintenance bridge painting involving lead-based. paints and comply with applicable regulations. Information from the painting industry related to sale removal of lead-based paints was also reviewed.

The author suggests an integrative approach for projecting economic impacts of facilities that elicit public Risk aversion. She incorporates both economic stimulus effects and perception-based effects of facilities on the host area economy. Empirical findings are compared and an impact estimation framework is suggested for integrating psychometric and econometric techniques.

The Florida Solar Energy Center (FSEC) and the Florida Department of Transportation (FDOT) are currently involved in a program to implement solar electric (photovoltaic) powered applications in the transportation sector. The objective of the program is to encourage the widespread use of cost-effective, transportation related, photovoltaic-powered systems in all areas of traffic control.
Transportation departments have generally relied on conventional practices of using generators, primary batteries, and extensions of utility grid to fulfil their power needs. The 10th Conference on Senior Engineering Design Projects was held on December 8, 1992 at the College of Engineering and applied Sciences on the Parkview Campus of Western Michigan University. The college sponsors the conference to showcase the work of its graduating seniors, who are required to complete a capstone project that puts into practice what they have learned. This research demonstrates the application of expert system technology to automate the aircraft load selection process performed when transporting hazardous cargo. The resulting computer program is an expert system named HAZARD. This system incorporates the regulations governing hazardous cargo compatibility with the heuristics used by experts in loadplanning operations. The impetus to develop such a system is the January 1993 conversion of regulation guidelines for hazardous cargo classification and management in Air Force Regulation 71-4, to a universal international standard. Highway maintenance involves all work necessary to assure that the highway system is kept safe, open to traffic, and in proper working order. During winter, the removal of snow and ice from streets, roads, and highways is a major maintenance operation. With more than 135 million motor vehicles registered in the United States and roughly four million miles of roads and streets, local governments must be prepared to deal with the removal of snow and ice to insure public safety, and to reduce the adverse impact on the affected area’s economy.

Floods are major natural hazards, not totally predictable and manageable, at least at the present time. We believe that floods, no matter how violent, need not cause major damage. Loss of lives can be prevented and economic catastrophe minimized if a decision maker has accurate prior information on major flood characteristics, such as the magnitude and arrival time of the flood and its potential damages.

Faced with ever increasing maintenance needs and constrained resources for meeting those needs, government agencies are searching for the most cost effective means of conducting highway maintenance. One alternative being used is contracting highway maintenance to private agencies. This report includes the findings of a literature search of articles pertaining to contract maintenance.
Review of the articles acquired in the literature search indicates that contract maintenance is increasing in usage and is a cost effective alternative.

The purpose of this study was to determine whether there are any significant decreases in the safety and effectiveness of pilots by age 60. The data for this study came from records of general aviation accidents (i.e., for private pilots, commercial pilots, and air transport pilots), and airline accidents (Part 121). These accident data were acquired from many specialized aviation data banks; these include: NTSB, AOPA, FAA, and the COMSIS Research Corporation. The data were organized into groups according to the ages of the pilots-in-command responsible for the accidents. Groupings progress in five-year increments starting at 20-24, and ending with …

One of the most effective measures of congestion control on freeways has been ramp metering, where vehicle entry to the freeway is regulated by traffic signals (meters). Meters are run with calibrated influx rates to prevent highway saturation. However, recent observations of some metering sites in San Diego, CA indicate that metering, during peak hour demand, is helping freeway flow while sometimes creating considerable traffic back-ups on local streets, transferring congestion problems from the freeway to intersections. Metering problems stem largely from the difficulty of designing an integrated, dynamic metering scheme that responds not only to changing freeway conditions but …

Bicycles have existed in working order for a century. They are mechanical products whose dynamic characteristics are highly nonlinear. This has to some extent prevented detailed analysis and for the most part design has been made from practical experience. The advent of computers has markedly changed the techniques and procedures used to calculate the performance of a bicycle. Bicycling began long ago, and since the first bicycle was demonstrated, bicyclists, scientists and engineers have designed thousands of different bicycles considering safety, comfort to ride and ease of control.
